(b.) That the security for the said loan and providing a sinking fund in respect thereof shall be a special rate of ⅛d. in the pound to be made and levied upon the whole of the rateable property within the boundaries of the City of Christchurch. It is proposed to pay out of the loan the cost of raising the loan. It is not proposed to pay out of the loan the interest for the first year.
(c.) That, for the purpose of providing the interest and other charges on the said loan of £4,500, bearing interest at the rate of £4 per centum per annum, so authorised to be raised by the Christchurch City Council, under the provisions of “The Local Bodies’ Loans Act, 1901,” which loan is to be borrowed during two successive years—namely, £3,000 for the year ending the 31st March, 1908, and £1,500 for the year ending the 31st March, 1909—the said loan to be for constructing the following sanitary work—namely, an underground urinal at or near the intersection of Manchester Street and High Street; an underground urinal at or near the intersection of High Street and Cashel Street; and underground lavatories, water-closets, and urinals for both sexes of the general public in Cathedral Square—the said Christchurch City Council hereby makes and levies a special rate of ⅛d. in the pound upon the rateable value of all rateable property comprised within the City of Christchurch, as constituted and described by Proclamation of His Excellency the Governor published in the Supplement to the New Zealand Gazette of Thursday, the 26th March, 1903, page 23, dated the 1st day of April, 1903, and the boundaries as described in the Schedule thereto, as amended by the Order in Council altering the boundaries of the City of Christchurch published in the New Zealand Gazette dated the 4th day of April, 1907, page 1136: and, that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 30th day of June in each and every year during the currency of such loan, being a period of thirty-two years, or until the loan is fully paid off.

THE following notice, received from the Mayor of the City of Christchurch, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

CHRISTCHURCH CITY COUNCIL.
In the matter of “The Municipal Corporations Act, 1900,” and of “The Local Bodies’ Loans Act, 1901,” and the Acts amending the same respectively.
We hereby give notice that on the 23rd day of January, 1908, a proposal was submitted by the Christchurch City Council to the ratepayers of the City of Christchurch for raising a special loan of £15,000 for the purpose of purchasing from the Bank of New Zealand a piece of land to be used for the purpose of widening that portion of Colombo Street lying between Hereford Street and Cathedral Square, and that the number of votes recorded respectively for and against the proposal was as follows: For, 726; against, 1,372. And we declare the said proposal to be rejected.

BOROUGH OF NEW PLYMOUTH.
In the matter of “The Municipal Corporations Act, 1900,” and of “The Local Bodies’ Loans Act, 1901,” and the Acts amending the same respectively.
I HEREBY give notice that on the 17th day of January, 1908, a proposal was submitted by the New Plymouth Borough Council to the ratepayers of the Borough of New Plymouth for raising a special loan of £5,200 at a rate of interest not exceeding £5 per annum, with a sinking fund of ¼ per cent. additional, the loan to be repayable on a period ending the 1st day of October, 1922, and to be for the following purposes: £5,200 to provide additions and extensions to the electric lighting either within or without the borough, and to supply electricity; to acquire in connection with such additions and extensions lands, easements, and appurtenances, and buildings, engines, machinery, and other things; to pay compensation to any person injuriously affected, and any other purposes incidental to or in relation to any of the above purposes.
And that the number of votes recorded respectively for and against the proposal was as follows: For, 111; against, 39; informal, 1.
And I therefore declare the said proposal to be carried.

CASTLEPOINT COUNTY.
THE result of the poll taken on the 18th day of September, 1907, on a proposal to raise a special loan of £2,000 for a period of forty-one years at 3½ per cent. for the purpose of forming and metalling about three miles on the Masterton-Waimata Road, in the Whakataki Valley, was as follows: Total number of votes polled at all booths, 110; for the proposal, 70; against the proposal, 40.
A majority of 30 votes being in favour of the proposal (which is more than a three-fifths majority), I declare the said poll to be carried.

Removal of Order forbidding Postal Correspondence for Mrs. Towler, Dunedin.
THE Postmaster-General of the Dominion of New Zealand, being satisfied that the person whose name and address are shown hereunder is no longer engaged in advertising the treatment of diseases of the sexual organs, hereby rescinds the order made, under section 9 of “The Post Office Act Amendment Act, 1906,” dated the 2nd day of December, 1907, and published in the New Zealand Gazette of the 5th day of December, 1907, forbidding that any postal packet addressed to such person shall be either registered, forwarded, or delivered by the Post Office of New Zealand, and orders that such postal packets addressed to such person shall be registered, forwarded, and delivered in the usual course.
