NORTH SKEENA PASSAGE.—INVERNESS.—BUOY AND BEACON ESTABLISHED.—The Canadian Government has given notice that a conical steel buoy, painted red and black in horizontal bands, has been moored close southward of the rock which dries at low water, about ⅓ mile above the entrance to North Skeena Passage, British Columbia. The position of the buoy is fixed by the following sextant angles:
Leer Point, 0°.
Inverness Cannery, 184° 40'.
Hicks Point, 23° 40'.
Tree Point, 102° 30'.
Approximate position on H.O. Chart 1583 : Lat. 54° 11' 30" N., long. 130° 15' 25" W.
Also that a wooden beacon, painted white, has been erected 400 yards westward of the Inverness Cannery. This beacon in line with Tree Point bearing N. 25° E. true (N. ⅜ W. mag.) leads through the deepest part of the channel, and clears the dangerous group of rocks, drying 6 ft., which lies 1,400 yards S. 21° W. true (S. ⅜ E. e'ly mag.) from Tree Point.
HAWAIIAN ISLANDS.
MAUI ISLAND.—KAUIKI HEAD.—LIGHT ESTABLISHED.—Referring to Notice to Mariners No. 21 (852) of 1908, further notice is given that on 1st June, 1908, a fixed red lens-lantern light was established on a small island known as Puu Kii, immediately northward of Kauiki Head, at the entrance to Kapueokahi (Hana) Bay, eastern end of Maui Island.
The light is exhibited 40 ft. above the ground and 90 ft. above high water from a lead-coloured mast having at its base a small white house with red roof and lead-coloured trimmings.
Approximate position of Kauiki Head : Lat. 20° 45' 27" N., long. 155° 58' 50" W.
MAUI ISLAND.—NAKALELE POINT.—ESTABLISHMENT OF LIGHT POSTPONED.—Referring to Notice to Mariners No. 21 (851) of 1908, further notice is given that the establishment of the proposed light on Nakalele Point, north coast of Maui Island, has been postponed until further notice.
Approx. position : Lat. 21° 02' N., long. 156° 36' W.
HAWAII.—KAILUA BAY.—ESTABLISHMENT OF LIGHT POSTPONED.—Referring to Notice to Mariners No. 21 (849) of 1908, further notice is given that the establishment of the proposed lights on the low point of land on the north-western side of Kailua Bay, west coast of the Island of Hawaii, has been postponed until further notice.
Approx. position : Lat. 19° 38' 28" N., long. 156° 00' 04" W.
KAUAI ISLAND.—KAHALA POINT.—LIGHT ESTABLISHED.—Referring to Notice to Mariners No. 21 (855) of 1908, further notice is given that on 1st June, 1908, a fixed red lens-lantern light was established on Kahala Point, a low point of land on the eastern side of Anahola Bay, east coast of Kauai Island.
The light is exhibited 40 ft. above the ground and 62 ft. above high water from a lead-coloured mast having at its base a small white house with red roof and lead-coloured trimmings.
Approx. position : Lat. 22° 09' 00" N., long. 159° 17' 45" W.
KAUAI ISLAND.—MAKAHUENA (KOLOA) POINT.—LIGHT ESTABLISHED.—Referring to Notice to Mariners No. 21 (853) of 1908, further notice is given that on 1st June, 1908, a fixed red lens-lantern light was established on a low hill about 300 ft. northward of Makahuena Point, south coast of Kauai Island.
The light is exhibited 37 ft. above the ground and 109 ft. above high water from a lead-coloured mast having at its base a small white house with red roof and lead-coloured trimmings.
Approx. position : Lat. 21° 52' 30" N., long. 159° 27' 00" W.
KAUAI ISLAND.—LAE O KOKOLE (KOKOLE POINT).—LIGHT ESTABLISHED.—Referring to Notice to Mariners No. 21 (854) of 1908, further notice is given that on 1st June, 1908, a fixed red lens-lantern light was established on Kokole Point, a low point of land on the west coast of Kauai Island.
The light is exhibited 40 ft. above the ground and 55 ft. above high water from a lead-coloured mast having at its base a small white house with red roof and lead-coloured trimmings.
Approx. position : Lat. 21° 58' 45" N., long. 159° 45' 00" W.
CALIFORNIA.
SAN FRANCISCO LIGHT-VESSEL No. 70 REPLACED ON STATION.—LIGHT-BUOY WITHDRAWN.—Referring to Notice to Mariners No. 20 (786) of 1908, further notice is given that on 24th June, 1908, San Francisco light vessel No. 70 was replaced on her station about 3½ miles outside the bar, off the entrance to San Francisco Harbour, 10⅞ miles S. 72° 20' W. true (S.W. ⅜ W. mag.) from Fort Point Lighthouse, and about 500 ft. northward of the range line marked by Fort Point and Alcatraz lights; and the gas buoy, painted red with "Light-vessel Moorings" in black, and showing a fixed white light, temporarily marking the station, was withdrawn on 27th June.
No change has been made in light-vessel No. 70 as to the characteristics of her lights, fog-signals, or general appearance.
WASHINGTON.
JUAN DE FUCA STRAIT.—EDIZ HOOK LIGHT-STATION.—NEW LIGHT-STRUCTURE AND FOG-SIGNAL.—About 1st August, 1908, the fixed white light shown at Ediz Hook Light-station, Juan de Fuca Strait, Washington, will be moved to a new structure recently erected at this station.
The structure consists of an octagonal frame tower rising from the south-eastern face of a new one-story frame fog-signal building located immediately in rear (southward) of the present bell-tower. The tower and fog-signal building are white, with a brown roof on the building and a black roof on the lantern. The light will be elevated 37½ ft. above the ground and 44½ ft. above the water, and will be visible 12 miles over the entire horizon.
On the same date there will be established in the new fog-signal building a first-class automatic compressed air siren, to sound, during thick or foggy weather, blasts of 5 seconds’ duration, separated by silent intervals of 40 seconds. The trumpet projects through the roof on the northern side of the building.
The present fog-bell will be discontinued and the old light and bell towers torn down.

Notice to Mariners No. 66 of 1908.
PORT NICHOLSON.—LAMBT0N HARBOUR.—BUOY LIGHT ESTABLISHED OFF JERNINGHAM POINT.

Wellington, N.Z., 3rd September, 1908.
THE Wellington Harbour Board has notified that the black buoy at present located off Jerningham Point, Lambton Harbour, is about to be replaced by a buoy painted black, and carrying a fixed red light, visible all round the horizon at a distance of 5 miles. The new buoy occupies exactly the same position as the old buoy, and lies in 9 fathoms L.W.S., and will be lighted on and after the night of Thursday, 1st October, 1908.

Notice to Mariners No. 67 of 1908.
WANGANUI RIVER.—CHANGES IN THE CHANNEL AND BEACONS.

Wellington, N.Z., 9th September, 1908.
THE Wanganui Harbour Board has notified that, owing to the alteration in the channel between the internal wall and the Heads, it has been considered advisable to place beacons on the South Spit for the purpose of locating the deepest water round the red light on the end of the wall. One black and one white leading-beacons have been placed on the South Spit for this purpose. A white light and a red light will be shown at night. The white light at Landguard Bluff has been removed.

Regulations for the Carriage of Deck Cargo.

Wellington, 5th September, 1908.
WHEREAS it is enacted by section 223 of “The Shipping and Seamen Act, 1903,” that the Minister may from time to time make, alter, and revoke regulations as to the issue of licenses for the carriage of cargo and live-stock on the decks of vessels, and the appointment of persons to report to the Collectors on the amount of cargo and live-stock so to be carried;
And whereas regulations were made by the Minister on the 14th day of September, 1895, and published in the New Zealand Gazette No. 69, of the 19th day of the same month, and were amended by regulations dated the 11th day of February, 1907, and published in the New Zealand Gazette No. 15, of the 14th day of the same month:
And whereas it is desirable to alter the said regulations:
Now, therefore, I, John Andrew Millar, the Minister of Marine, do hereby make the following regulation as to the issue of licenses for the carriage of cargo and live-stock on the decks of vessels, and do order that the said regulations shall be altered accordingly, but not further or otherwise.
