  1. No person or persons, company or companies, corporation or corporations, shall during the months of May, June, July, August, and September in any year engage in heavy traffic by taking, drawing, carrying, or transporting of timber, logs, firewood, coal, bricks, or green flax upon or along any road, bridge, ferry, or ford under the control or management of the Kairanga County Council and within the Kairanga County, and the penalty for any breach of this clause shall be a sum not exceeding £5 for each such offence.

  2. No person shall drive or conduct any vehicle or machine whilst the same is being engaged in heavy traffic upon or along any road, bridge, ferry, or ford under the care, control, or management of the Kairanga County Council and within the Kairanga County unless such vehicle or machine shall have marked thereon in a conspicuous position and in a plain and legible manner the weight of such vehicle or machine, and any person who commits a breach of this clause of this by-law shall be liable to a fine not exceeding £20, notwithstanding the provisions of this or any other by-law to the contrary.

  3. By-law 13 of the by-laws of the Kairanga County Council is hereby amended by the addition of the words "grass, weeds, refuse," after the word "rubbish" in the second line of the said By-law 13.

  4. No person or persons shall drive, lead, or otherwise conduct, or cause to be driven, led, or otherwise conducted, any horse or horses upon, over, or along any road or bridge under the control or management of the Kairanga County Council and within the Kairanga County unless such horse or horses is or are held in hand by rein, leading-rope, or other similar means, or unless in the case of loose horses the mob is in charge of two men, one to precede the mob, and the other to follow, and in no case shall a mob of loose horses be driven at a greater pace than five miles per hour. Any person offending against the provisions of this by-law shall be liable to a penalty not exceeding £5 for each such offence.

  5. No person or persons, company or companies, corporation or corporations, shall post, paint, print, or otherwise affix, or cause to be posted, painted, printed, or otherwise affixed, any poster, circular, advertisement, or other printed, written, pictorial matter, or matter of any description upon the face of any road, cutting, bank, or surface, or upon or to any bridge, culvert, footpath, railing, fence, or other structure, under the control or management of the Kairanga County Council and within the Kairanga County. Any person offending against the provisions of this by-law shall be liable to a penalty not exceeding £5 for each such offence.

Pollution of Streams.

  1. Any person or persons, company or companies, corporation or corporations, guilty of any of the following offences, omissions, or neglects, or offending against any of the provisions of this by-law, shall be liable to a penalty not exceeding £5 for each separate offence, and for every day or part of a day during which such breach shall continue such person or persons, company or companies, corporation or corporations, shall be liable to a penalty not exceeding £5:—
    (a.) Defiles or pollutes any watercourse or stream over which the Kairanga County Council has authority and within the Kairanga County.
    (b.) Permits or suffers to flow into or be deposited in any such stream or watercourse from his, their, or its land or premises any drainage, sewerage, or refuse of such a nature as to cause or be likely to cause the pollution or defiling of any such stream or watercourse.

Special By-law relating to Motor-cars.

  1. Whereas the Kairanga County Council is of opinion that the use by motor-cars of certain places upon certain roads within the boundaries of the Kairanga County is attended with danger to the public, and that, therefore, the speed at which such motor-cars may be driven on such places ought for the protection of the public to be expressly limited in accordance with the special conditions of each such place: And whereas in accordance with such opinion the said County Council has caused to be set up at each such place within the said county sign-posts denoting the limit of speed at which motor-cars may be driven on such places: Now, therefore, it is hereby ordained by this by-law that no person or persons shall propel or allow to be propelled any motor-car on any place on any road within the boundaries of the said Kairanga County where a sign-post or sign-posts may now or at any time hereafter may be set up by the authority of the said Kairanga County Council at a greater rate of speed than that denoted upon such sign-post or sign-posts set up as aforesaid as the limit of speed at which motor-cars may be driven on such place, and any person committing an offence against the provisions of this by-law shall be liable to a penalty not exceeding £5 for each such offence. And it is hereby declared that in this by-law the word "motor" and the words "motor-car" shall, if not inconsistent with the context, have respectively the meaning assigned to the word "motor" by section 2 of "The Motor Regulation Act, 1906." And it is hereby lastly declared that this by-law is expressly made under the powers and authorities in that behalf contained in "The Motor Regulation Act, 1906," as extending all powers and authorities contained in "The Counties Act, 1886," "The Public Works Act, 1906," and all other Acts authorising the said Kairanga County Council to regulate and control by by-laws or otherwise the use of vehicles within the said Kairanga County.

The above by-laws were duly made by the Council of the Kairanga County by special order at a special meeting of the Council held at Palmerston North on the 9th day of June, 1908, and confirmed at a special meeting on the 14th day of July, 1908.

The common seal of the Chairman, Councillors, and Inhabitants of the County of Kairanga was affixed to the above-written special order and by-laws at the offices of, and pursuant to a resolution of, the Council, in the presence of—
