Taihape Borough Council’s proposal to borrow (by way of special loan) the sum of £4,270 for the purpose of building a Town Hall, municipal chambers, and public library, and the equipping of same, the following votes were recorded: For the proposal, 125; against the proposal, 48; informal, 14.

I therefore declare the proposal duly carried.

Result of Poll on Proposed Special Loan of £5,500.

In the matter of “The Municipal Corporations Act, 1900,” “The Local Bodies’ Loans Act, 1901,” “The Local Elections Act, 1904,” and the Acts amending the same respectively.

Notice is hereby given that the number of votes recorded upon the taking of the poll on Tuesday, the 5th day of May, 1908, for and against the proposals of the Council of the Borough of Blenheim set out below was as follows:—

  1. Gasworks, £2,500: For the purpose of increasing the supply of the gasworks plant, and laying mains.

For the proposal, 87; against the proposal, 23; informal, 3.

  1. General work, £3,000: Building and repairing bridges; street formation, and asphalting.

For the proposal, 75; against the proposal, 34; informal, 4.

I therefore declare both of the above proposals to be duly carried.

Forbidding Money-order and Correspondence for Dr. Austin Electric Belt Company, Christchurch.

THE Postmaster-General of the Dominion of New Zealand having reasonable ground for supposing that the company whose name and address are shown in the Schedule hereunder is engaged in advertising the treatment of diseases of the sexual organs, it is hereby ordered, under section 9 of “The Post Office Act Amendment Act, 1906,” that no money-order in favour of the said company shall be issued, and that no postal packet addressed to the said company (either by its own or any fictitious or assumed name), or to such address without a name, shall be either registered, forwarded, or delivered by the Post Office of New Zealand.

By-laws regulating Traffic on Pipiriki-Waiouru Road.

IN pursuance and in exercise of the powers conferred by section 139 of “The Public Works Act, 1905,” I, James McGowan, Minister in Charge of Roads Department, for and on behalf of the Minister for Public Works, do, in respect of the portion of the Government road known as the Pipiriki-Waiouru Road described in the Schedule hereto, hereby make the following by-laws:—

  1. The use of bullocks as traction animals on the said road is prohibited for the period from 1st May to 1st November in any year.

  2. The haulage or transportation on the said road of any vehicle, engine, or machine coming under the definition of “heavy traffic” within the meaning of clause (a) of subsection (1) of section 139 of “The Public Works Act, 1905,” during the months of May, June, July, August, and September in any year shall cease.

“Heavy traffic” is defined, in the section above referred to, to be the transportation of any vehicle, engine, or machine which shall itself or together with any thing or things being transported thereon weigh more than one and a half tons avoirdupois to each pair of wheels.

  1. The width of tires of all vehicles upon the said roads, whether plying for hire or not, shall bear the following proportion to the number of animals employed to draw the same, that is to say,—
If the Number of Animals used to draw a Vehicle having Two Wheels be Then the Minimum Width of Tire of any such Vehicles shall be
Either Bullocks Or other Animals.

No more than eight bullocks shall be used at any one time as traction animals to any vehicle having two wheels, nor more than twelve bullocks as traction animals to any vehicle having four wheels.

  1. I do hereby prescribe that the weight of timber carried on any vehicle subject to these by-laws shall be ascertained by measurement at the rate of 600 superficial feet of timber to the ton weight avoirdupois; and I do further prescribe that the manner of ascertaining the weight of the following articles shall be by computation according to the following scale:—

Wheat, 10 bags of 4 bushels to 1 ton weight avoirdupois.
Barley, 12 " " "
Oats, 14 " " "

  1. The driver of any vehicle or machine shall, at the verbal request of any person authorised by me, stop such vehicle or machine, and shall give such information as to the load thereon or contents thereof, and as to the quantity, weight, size, or measurement of the same, as such person shall require; and the driver shall stop such vehicle or machine for such reasonable time as such person may require for the purpose of ascertaining such quantity, weight, size, or measurement.
