Mineral naphtha must be of specific gravity not less than 0·800.
- The following are the kinds of methylated spirit which may be manufactured:—
(a.) Mineralised spirit, for sale without restriction, made by the admixture of ingredients in the following proportions:—
Rectified spirit .. .. 100 gallons.
Approved wood naphtha .. 11 gallons.
Approved mineral naphtha.. 3 pints.
(b.) Unmineralised methylated “finish,” for sale without restriction, consisting of rectified spirit mixed with 11 per cent. of wood naphtha, and at least 10 per cent. by weight of sheliac, copal, or other resins, such resins having been dissolved to the satisfaction of the supervising officer before delivery.
Packages containing “finish” shall, prior to delivery, be distinctly marked “Methylated finish N.M.” (not mineralised).
(c.) Unmineralised methylated spirit made under conditions hereafter specified in paragraphs (1) to (7), for the manufacture of lacquers, varnishes, polishes, veterinary medicines, and such other articles as may from time to time be approved by the Minister.
(1.) Unmineralised methylated spirit shall be methylated with 11 per cent. of approved wood naphtha, and shall, upon methylation, be distinctly marked “Methylated spirit N.M.” (not mineralised), and such spirit shall only be made by or delivered to a manufacturer of approved articles for use in making such articles upon his own premises.
(2.) Every holder of duty-paid “Methylated spirit N.M.” shall provide a room or place of security approved by the Collector for the storage of such spirit under the Crown lock. He shall also enter into a bond, with two sufficient sureties, in the form provided, and shall undertake not to sell or dispose of any unmanufactured or partially manufactured product containing “Methylated spirit N.M.”
(3.) Every manufacturer of articles approved under these regulations shall keep a book, in which he shall enter all “Methylated spirit N.M.” received by him immediately on receipt thereof; he shall also, immediately upon delivery from Customs control, enter the quantity of spirit used to dissolve or treat such materials as are enumerated in paragraphs (4) and (5).
(4.) “Methylated spirit N.M.” for the manufacture of varnishes, lacquers, and polishes shall be mixed with and have in solution, before delivery from Customs control, at least 2 per cent. by weight of either sheliac, copal, resins, or other material approved by the Minister. Spirit so treated is not to be delivered until the materials added have had time to come into solution.
(5.) “Methylated spirit N.M.” for the manufacture of veterinary medicines shall be mixed, while under Customs control, with the ingredients approved for such medicines, time being allowed before delivery for solution, percolation, or maceration where necessary.
(6.) Every manufacturer of veterinary medicines made with methylated spirit shall cause each package containing the same, and every bottle, tin, or other receptacle filled upon or delivered from his premises for sale, to be distinctly labelled—
“For veterinary use. Made with methylated spirit.”
(7.) The premises of every holder of “Methylated spirit N.M.” shall be open to inspection by an officer of Customs, who shall be permitted to examine the book referred to in paragraph (3) and to check the balances shown therein with the stock of methylated spirit in hand.

One shilling and sixpence per hour will be charged for the services of an officer of Customs when such services are required to supervise the manufacture or delivery of methylated spirit, “finish,” or veterinary medicines.

Every person who commits any breach of these regulations shall, except as otherwise provided for under “The Methylated Spirit Act, 1907,” be liable to a penalty not exceeding twenty pounds.

Notice to Mariners No. 1 of 1908.

THE following Notices to Mariners, received from the Hydrographic Office, Washington, D.C., U.S.A., are published for general information.

CALIFORNIA.
SAN FRANCISCO BAY.—SAN PABLO BAY.—BEACONS CARRIED AWAY.—BUOY TO BE ESTABLISHED.—On 31st October, 1907, San Pablo Bay dredged-channel beacon No. 11, located on the northern side of the dredged channel across Pinole Shoal, San Pablo Bay, California, was destroyed. It will be replaced by a first-class can buoy as soon as practicable.
On 30th October, 1907, South Vallejo beacon, a red 3-pile slatted structure, located in Mare Island Strait, California, was carried away by collision. It will be re-erected as soon as practicable.
SAN FRANCISCO BAY.—SAN PABLO BAY.—PINOLE SHOAL.—DREDGED CHANNEL.—DECREASED DEPTHS.—Through the courtesy of the Chief of Engineers, U.S. Army, a copy of a survey of the dredged channel across Pinole Shoal, San Pablo Bay, California, made 15th May, 1907, has been received.
An examination of the survey shows that at that date the water in the channel had shoaled through its entire length, and at the shoalest point, a little north-eastward of buoy No. 7, there was 23½ ft. at the mean of the lower low waters.
BRITISH COLUMBIA.
VANCOUVER ISLAND.—JUAN DE FUCA STRAIT.—PORT SAN JUAN ENTRANCE.—WHISTLING BUOY REPLACED BY GAS AND WHISTLING BUOY.—The Canadian Government has given notice that the whistling buoy moored at the entrance to Port San Juan, Vancouver Island, British Columbia, has been replaced by a combined gas and whistling buoy moored in 19 fathoms of water in (approximately) latitude 48° 31′ 35″ N., longitude 124° 30′ 00″ W.
The buoy is of steel, cylindrical in shape, and painted red, surmounted by a pyramidal steel frame, painted black, supporting the whistle and lantern.
VANCOUVER ISLAND.—EAST COAST.—BAYNES SOUND APPROACH.—KELP BAR.—LIGHT AND BELL BUOY CHANGED IN POSITION.—Referring to Notice to Mariners No. 23 (1038) of 1907, the Canadian Government has given further notice that the combined gas and bell buoy recently moored off the eastern entrance to the crossing over Kelp Bar, northern entrance to Baynes Sound, east coast of Vancouver Island, has been moved 680 yards S. 45° 30′ W. true (S. by W. ⅔ W. mag.) from its former position, and is now moored in 8 fathoms, close to the eastern edge of the bar, in (approximately) latitude 49° 39′ 31″ N., longitude 124° 51′ 05″ W.
The light shown is intermittent white, and the whistle is sounded by the motion of the buoy on the waves.
STRAIT OF GEORGIA.—FRASER RIVER ENTRANCE.—GAS, WHISTLING, AND BELL BUOY ESTABLISHED.—The Canadian Government has given notice that a combined gas, whistling, and bell buoy has been established in 21 fathoms of water off the extreme western shoulder of Roberts Bank, Fraser River mouth, British Columbia, replacing the gas buoy and bell buoy heretofore maintained in this locality.
The buoy consists of a cylindrical steel body, painted red, surmounted by a red pyramidal steel frame supporting the whistle, bell, and lantern.
The light exhibited is intermittent white, elevated 30 ft. above the water.
The whistle and bell are operated by the motion of the buoy on the waves.
Approx. position: Lat. 49° 05′ 20″ N., long. 123° 18′ 50″ W.
QUEEN CHARLOTTE ISLANDS.—GRAHAM ISLAND.—NORTH COAST.—VIRAGO SOUND.—NADEN HARBOUR.—DIRECTIONS.—Referring to Notice to Mariners No. 30 (1379) of 1907, Captain F. Learmonth, R.N., H.B.M.S. “Egeria,” furnishes the following additional information for the guidance of vessels in entering Naden Harbour, north-west coast of Graham Island, as the result of a recent survey:—
The bar, which is everywhere covered with kelp in the summer months, extends from Inskip Point in a westerly direction to Hussan Bay on the opposite shore, where it unites with the foul ground on that side. On it are depths of 10 ft. to 17 ft.
Situated nearly in mid-channel lies a rocky shoal known as Hastings Reef, with depths of 7 ft. and less upon it. This reef is circular in shape and nearly 300 yards in diameter. The shoalest part near its north-west extreme, which is nearly awash at low water, lies 0·8 mile N. 66° 15′ W. true (W. ⅔ S. s’ly mag.) from Inskip Point. Vessels may pass on either side of it.
