Special Orders made by the Council of the County of Waikato.

THE following special orders, made by the Waikato County Council, are published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

Special Orders.
THAT, in pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies’ Loans Act, 1901,” and its amendments, and by virtue of a Warrant issued under the hand of His Excellency the Governor in terms of section 118 of “The Public Works Act, 1905,” dated the 18th day of September, 1904, the Waikato County Council hereby resolves as follows :—

That, for the purpose of providing the Waikato County Council’s share of the cost of constructing a bridge over the Waikato River at Cambridge, known as the Cambridge High-level Bridge, the said Waikato County Council hereby authorises the raising of a loan of £1,200 at 5 per centum per annum for twenty-six years.

In pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies’ Loans Act, 1901,” and by virtue of a Warrant issued under the hand of His Excellency the Governor in terms of section 118 of “The Public Works Act, 1905,” dated the 18th day of September, 1904, the Waikato County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £1,200 sterling, authorised to be raised by the Waikato County Council, under the above-mentioned Acts, for the purpose of providing the Waikato County Council’s share of the cost of constructing a bridge over the Waikato River at Cambridge, known as the Cambridge High-level Bridge, such loan to be at 5 per centum per annum for a period of twenty-six years, the said Waikato County Council hereby makes and levies a special rate of ½d. in the pound upon the rateable value of all rateable property within the boundaries of the Waikato County; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of February and the 1st day of August in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off.
I hereby certify that the foregoing special orders were adopted by the Waikato County Council at a special meeting held on the 14th day of November, 1907, and were duly confirmed at a subsequent meeting of the Council held on the 20th day of December, 1907.

Revocation of Appointment of Bonding Warehouse.
CUSTOMS.—In exercise of the authority in me for this purpose vested, I, the Minister of Customs, do by this order under my hand revoke and annul the appointment of the undermentioned warehouse for the reception and security of goods entered to be warehoused without payment of duty upon the first entry thereof, namely,—
Port of Westport.
The warehouse known as
THE COMMERCIAL BOND,
as appointed and described in Minister’s Order No. 51, of the 15th day of September, 1871.

Approving and appointing a Bonding Warehouse.
CUSTOMS.—In exercise of the powers in me for this purpose vested by “The Customs Laws Consolidation Act, 1882,” I, the Minister of Customs, do hereby approve and appoint the undermentioned warehouse to be a warehouse for the reception of goods under bond, namely,—
Port of Westport.
A building of concrete, situated in Wakefield Street, below Russell Street, to be known as
THE COMMERCIAL BOND.

Minister’s Order No. 862.]
Regulations for the Manufacture of Methylated Spirits prescribed.
Department of Trade and Customs,
Wellington, 11th January, 1908.
IN pursuance and exercise of the powers vested in me by section 12 of “The Methylated Spirit Act, 1907,” I, John Andrew Millar, the Minister of Customs for the Dominion of New Zealand, do hereby prescribe the following regulations for the manufacture, use, and sale of methylated spirits :—
REGULATIONS.

No spirits shall be methylated which are of a lower strength than 50 per cent. overproof.

No mineral naphtha or wood naphtha shall be used for the purposes of methylation which have not been reported on by the Chemical Expert to the Customs Department, and approved by the Secretary of Customs.

Samples of wood naphtha or mineral naphtha to be submitted for approval must be drawn and sealed in the presence of an officer of Customs; the vessels containing the naphtha must also be sealed prior to delivery from Customs control.
Samples must not be less in quantity than one-half pint, and must bear on the label the marks and numbers of the packages of importation, the name of the country of origin, and the initials of the officer in whose presence they were drawn.
- No wood naphtha shall be approved which is of a less strength than 60 o.p. by Sikes hydrometer, and which is not sufficiently impure to impart to rectified spirit, to which it has been added in the proportion of one-ninth of the bulk of such rectified spirit, such nauseousness as will, in the opinion of the Chemical Expert, render it incapable of being used as a beverage or of being mixed with potable spirits of any kind without rendering them unfit for human consumption.
Wood naphtha must also conform to the tests required by the Inland Revenue Board of Great Britain. (Copies of these tests may be obtained at any Customhouse.)
