within the said district, was taken on the 16th day of October, 1907, in the matter of the proposal to borrow from the Colonial Treasurer the sum of £600 for two years’ expenditure in curbing, metalling, and asphalting footpaths within the said district, and to provide interest and other charges thereon by a special rate of 2d. in the pound sterling upon the annual value of all rateable properties in the said district for a period of forty-one years, at 4 per cent., and that it is proposed to pay out of the loan the cost of raising the loan and the first year’s interest, and the following was the result: Number of valid votes recorded, 30; for the proposal, 30; against the proposal, nil; informal votes, nil.
As the total number of valid votes recorded at the said poll in favour of the said proposal exceeds three-fifths of the total number of valid votes recorded thereat, I therefore declare the said proposal to have been carried.

Transfer of Account by Savings-Bank Depositor.
IN pursuance and exercise of the power and authority conferred on me by section 5 of “The Post Office Act Amendment Act, 1906,” I, Joseph George Ward, Postmaster-General for the Dominion of New Zealand, do hereby make the following regulations to give effect to transfers of deposits in cases where a reciprocal arrangement has been entered into with any Government Savings-Bank authority either in Great Britain or in any British possession or foreign country for the transfer of sums standing to the credit of depositors in such Government Savings-Bank to the Post-Office Savings-Bank in New Zealand, or from the Post-Office Savings-Bank in New Zealand to such Government Savings-Bank; and I do hereby declare that the regulations hereby made shall have effect on and after the first day of December, one thousand nine hundred and seven.

REGULATIONS.
TRANSFER OF ACCOUNT TO OTHER GOVERNMENT SAVINGS-BANK.
- (1.) THE amount at credit of an account which has been open for a period of not less than three months may, upon the application of the depositor, be transferred from the Post-Office Savings-Bank of New Zealand to the Government Savings-Bank of Great Britain or that of any British possession or foreign country with which a reciprocal arrangement to that effect has been made, provided that the total amount standing to the credit of the account, inclusive of interest, does not exceed the maximum sum which may be deposited under the law of the country to which such transfer is desired.
(2.) Such application shall be made in the authorised form, which may be obtained at any savings-bank, and shall be accompanied by the depositor’s book, or by other evidence, to the satisfaction of the Postmaster-General, of the title of the applicant to the deposits to which the application relates.
(3.) There shall be paid by depositors to the Postmaster-General for the transfer of their accounts a fee regulated by the rate of exchange between New Zealand and the country to which the transfers are to be made.
TRANSFER FROM THE SAVINGS-BANK OF GREAT BRITAIN OR THAT OF ANY BRITISH POSSESSION OR FOREIGN COUNTRY.
- (1.) Where application is made to the Postmaster-General to accept transfer to the Post-Office Savings-Bank of New Zealand of any sum standing to the credit of a depositor in the Government Savings-Bank of Great Britain or that of any British possession or foreign country with which a reciprocal arrangement to that effect has been made, the Postmaster-General may place such sum to the credit of that depositor’s account in the Post-Office Savings-Bank.
(2.) Subject to the provisions of “The Post Office Act, 1900,” and its amendments, in so far as they relate to the conduct of the Post-Office Savings-Bank, and of these regulations, sums transferred to the Post-Office Savings-Bank of New Zealand from the Government Savings-Bank of Great Britain or of any British possession or foreign country shall for all purposes be treated as deposits made in the Post-Office Savings-Bank.
Customs Holiday.

AFRICA.
WALVISCH BAY.—A shoal, carrying 4½ fms., exists in approx. 22° 54′ S., 14° 26′ E., erd. of Pelican Pt., 7¾ cables S. 87° E. from the red and white beacon, 41 ft. high, on Pelican Pt.
CHINA SEA.
On 1st Oct., 1907, Cape Collinson lt., F. white and red (22° 16′ N., 114° 15½′ E.), Tathong Chan., is to be altered to an occ. lt., vis. 7 secs., ecl. 3 secs., over the same red and white sectors, R. 16 miles. During the alteration the present F. white and red lt. is to be exh. from a platform alongside the lt.-h. and at the same elev.
PAGODA ANCHORAGE APPROACH.—In consequence of the extension to the nrd. of the shoal in the vicinity of Niu Tau Rk., the black can buoy marking it has been moved about ⅓₀ cable N., and now lies in approx. 26° 1′ N., 119° 29′ E., 2⁷⁄₁₀ cables S. 66° E. from Pine Pt.
The following buoys in Langshan Crossing have been moved: 1. N. Bank buoy moved 2 cables S. 22° W., and now lies in 49 ft. L.W., 5⁷⁄₁₀ miles S. 76° E. from the Fushan Fort (31° 48½′ N., 120° 45½′ E.). 2. Langshan buoy moved 5½ cables S. 28° E., and now lies in 58 ft. L.W., 3⁶⁄₁₀ miles S. 83° E. from the fort. 3. Vine Pt. buoy moved 3½ cables S. 30° E., and now lies in 66 ft. L.W., 2²⁄₁₀ miles N. 28° E. from the fort. 4. The black spar buoy marking Waterman Bank, prev. 1⁸⁄₁₀ miles N. 18° E. from Fushan Fort, has been withdrawn.
PACIFIC OCEAN.
HAWAIIAN (SANDWICH) ISLANDS.—HAWAII.—HILO BAY.—Paukaa lt. (19° 46′ N., 155° 6′ W.), Hilo Bay, has been altered from F. green to F. white; Pepeekeo lt. (19° 51′ N., 155° 7′ W.) altered from F. white to F. red; and Laupahuhu lt. (20° 0′ N., 155° 16′ W.) altered from F. red to F. white.
SOUTH AMERICA.
MAGELLAN STRAIT, ETC.—PATAGONIA AND TIERRA DEL FUEGO.—ATTITUDE OF NATIVES TOWARDS SHIPWRECKED MARINERS.—The Chilean Government has given notice that instances have come to light of shipwrecked mariners being deterred from landing on the isls. of Tierra del Fuego, and in the neighbourhood of Magellan Strait, on account of the hostility of the Natives. Mariners are informed that they can trust the Yahgans, Natives of the srn. chans., to conduct them to mission-stations or settlements in the archip., where they can obtain assistance. On the other hand, the Alacalufs, or Natives of the Patagonian Chan., who occasionally cross the strait to the N.-wrn. chans. of Tierra del Fuego, are aggressive and treacherous; but, however great their number, they will not attack a combination of three or four persons, especially if they are aware that these persons possess firearms or implements resembling them. There are in the Fuegian Archip. many inhabited places; amongst those perm. occupied in the ern. isls. are the cattle-stations of Lennox, Neuva, Picton, and Navarino, and in the wrn. part the mining works, which are occupied during part of the year, on the Noir Isls., and at Diego Ramirez and other places.
