three-fourths of a year according to the proportion of fee paid.

No person shall drive, use, or propel, or cause to be driven, used, or propelled, or cause to stand, any traction-engine on or along any road or bridge unless at the time of so doing a license shall be in force under this by-law in respect of such traction-engine.
-
No person in charge of a traction-engine shall draw, or cause or permit to be drawn, on or along any road or bridge any vehicle attached to a traction-engine unless at the time of so doing a license shall be in force under this by-law in respect of such vehicle.

No person shall drive or draw, or cause to be driven or drawn, any traction-engine or vehicle in respect of which a license is in force hereunder on or along any road or bridge unless, in the case of a traction-engine or vehicle, there are marked upon it, or upon some plate or board firmly attached to it, in a conspicuous position upon the right-hand side thereof the number of the license and the words “Licensed by the Lake County Council” in letters and figures not less than 2 in. deep nor less than ⅜ in. thick in any part thereof, which letters and figures shall be in white upon a black ground, and unless, in the case of a vehicle, there is also painted thereon in a conspicuous place the weight unloaded thereof in figures not less than 2 in. deep nor less than ⅜ in. thick.

No person shall drive or draw, or cause to be driven or drawn, any traction-engine on or along any road or bridge unless such traction-engine shall comply with the following conditions, in addition to any other of the requirements of this by-law:—
(a.) The tires of the wheels of the traction-engine shall be of the width hereunder respectively specified—that is to say, if the traction-engine shall be 8 tons in weight or under, or shall be designed to draw or carry a load which together with the weight of the traction-engine shall not exceed 8 tons, the width of the tire of each driving-wheel shall not be less than 12 in., and of the tire of each steering-wheel 6 in. If the traction-engine shall exceed 8 tons in weight, or shall be designed to draw or carry a load which together with the weight of the traction-engine shall exceed 8 tons, then for each additional ton or part of a ton in excess of 8 tons there shall be added to the width of the tire of each driving-wheel 1 in. in addition to the 12 in. aforesaid, and to the width of the tire of each steering-wheel ½ in. in addition to the 6 in. aforesaid.
(b.) If propelled by steam the engine shall be a compound engine, or if propelled by any other motive power it shall be provided with an efficient muffler or other effective means of preventing noise from explosions.
(c.) If coke, coal, wood, or other like fuel shall be burnt in the furnace of the engine it shall be provided with an efficient smoke-consumer and spark-arrester.
(d.) The outer surface of each wheel shall be smooth, or shod with bars not less than 3 in. in width and not more than 1 in. thick, and extending wholly across the tire, and being not more than 3 in. apart, and having smooth surfaces parallel to the circumference of the wheel.
- No person in charge of a traction-engine shall cause any vehicle to be drawn thereby on or along any road or bridge—
(1.) Unless the tire of every wheel of such vehicle is of a width equal to 1 in. for every 10 cwt. or part of 10 cwt. of load for each pair of wheels of such vehicle, but so that no tire shall be of less width than 6 in. if the body of the vehicle is supported on springs, but otherwise no tire shall be of less width than 8 in.; and
(2.) Unless the axle-trees of such vehicle are not more than 12 ft. apart; and
(3.) Unless the back wheels of such vehicle do not run in the track of its corresponding front wheels; and
(4.) Unless the greatest width of the body of such vehicle does not exceed 7 ft. 6 in. over all; and
(5.) Unless the load (if any) on such vehicle does not project more than 6 in. on either side of such vehicle.

No person shall drive or draw, or cause to be driven or drawn, on or along any road or bridge any traction-engine any of the wheels of which shall have attached thereto or affixed thereon any studs, spuds, spikes, or other arrangement which shall present to the surface of the road a face not extending from edge to edge of the tire of the wheel of less than 3 in. in width or more than 1 in. thick, or more than 3 in. apart, or on a curve not parallel to the circumference of the wheel.

No person shall drive or cause to be driven on or along any road or bridge a traction-engine drawing at one and the same time more than three loaded vehicles, exclusive of any vehicle solely used for carrying water for the traction-engine, provided always that the length over all of traction-engine with the vehicle or vehicles attached thereto shall not exceed 74 ft.

No person shall drive or draw, or cause to be driven or drawn, on or across any of the bridges mentioned in the next succeeding clause of this by-law any traction-engine, either separately or with a vehicle or vehicles attached, if the weight of such traction-engine or the combined weight of the traction-engine and vehicle or vehicles attached, whether loaded or unloaded, shall exceed in weight the weight specified in the next succeeding clause of this by-law as the maximum carrying-capacity of such bridge.

Before any license is issued under this by-law for a traction-engine the owner of such traction-engine shall give security in favour of the Corporation of the Chairman, Councillors, and Inhabitants of Lake County in the sum of £50 by a bond of agreement, with two approved sureties, that no special damage shall accrue to any road or bridge by reason of the use thereon of such-traction-engine or of any vehicle attached thereto.

The person in charge of any traction-engine shall give immediate notice to the Clerk or Engineer of any damage or injury done by such traction-engine, or any vehicle attached thereto or connected therewith, to any road or bridge, or any fence, watercourse, drain, or gutter, or any other thing appertaining thereto.

Every person in charge of a traction-engine on a road shall upon request by the Clerk or the Engineer exhibit to him the current license for such traction-engine, and the current license for each vehicle attached to or connected with such traction-engine.

The person in charge of any traction-engine shall, so long as the fires of such traction-engine are alight or the traction-engine contains in itself sufficient motive power to move it, cause one person to remain in attendance of it whilst it is on any road or bridge although it is stationary.

No person shall take a traction-engine on or along any road or bridge except during the period after sunrise and before sunset.

No person shall take a traction-engine on, over, or across any bridge so as to meet or pass upon such bridge any other traction-engine, or any vehicle drawn by horse or other animal, or any person on horseback, or any animals being led or driven on or over such bridge.

No person shall take any traction-engine along a road or bridge at a pace of more than four miles an hour.

No person shall whilst within sight at a distance of less than a quarter of a mile of any person riding, driving, leading, or in charge of a horse or stock upon a road or bridge do any of the following things, that is to say:—
(a.) Sound or cause or permit to be sounded the whistle of a traction-engine on a road or bridge.
(b.) Open or cause or permit to be opened the cylinder-tap of a traction-engine on a road or bridge.
(c.) Blow off or cause or permit to be blown off the steam of a traction-engine on a road or bridge.

No person shall discharge, or cause or permit to be discharged, on any road or bridge cinders, ashes, or other refuse from the furnace of a traction-engine.

The fee to be paid for a license under this by-law for a year from the date of issue of the license shall be respectively as follows:—
For every traction-engine, the fee of £5.
For every vehicle, the fee of £5.

Every person who shall commit a breach of this by-law shall be liable to a penalty, in the discretion of the Court inflicting the same, not exceeding in any case the sum of £5.

This by-law shall apply to the whole of Lake County, and shall come into force on the 26th day of July, 1906.
