SCHEDULE.
PART I.
Scale of Width of Tires in Proportion to Loads.
As regards vehicles on two wheels,—
Tires to be not less than 2½ in. wide for a load not exceeding 28 cwt.
Tires to be not less than 3¼ in. wide for a load exceeding 28 cwt. but not exceeding 35 cwt.
Tires to be not less than 4 in. wide for a load exceeding 35 cwt.
As regards vehicles on four wheels,—
Tires to be not less than 2½ in. wide for a load not exceeding 45 cwt.
Tires to be not less than 3¼ in. wide for a load exceeding 45 cwt. but not exceeding 65 cwt.
Tires to be not less than 4 in. wide for a load exceeding 65 cwt. but not exceeding 80 cwt.
Tires to be not less than 5 in. wide for a load exceeding 80 cwt.

This by-law was duly made by special order by the Lake County Council, and the resolution making such by-law by special order was duly passed at a special meeting of the said Council held on Tuesday, the 1st day of May, 1906, and was confirmed at a special meeting of the said Council held on Wednesday, the 20th day of June, 1906.
The common seal of the Chairman, Councillors, and Inhabitants of Lake County was hereto affixed by authority of the Lake County Council at its meeting held this 20th day of June, 1906, in the presence of—

- LAKE COUNTY, NEW ZEALAND.
By-law No. 6.—Heavy Traffic, and Traction-engines and Vehicles drawn thereby.
In pursuance of the powers, provisions, and authorities contained in “The Counties Act, 1886,” and “The Public Works Act, 1905,” and all or any amendments thereof respectively, and of all other enabling powers, provisions, and authorities contained in any other Acts or otherwise vested in it, the Council of Lake County doth hereby, by special order, make and ordain the following by-law for Lake County, that is to say:—
- In this by-law,—
“County” means the Lake County.
“Clerk” means the Clerk for the time being of Lake County Council.
“Engineer” means the Engineer for the time being of the Lake County Council, or the person from time to time appointed by the Council to perform the duties of County Engineer in relation to this by-law.
“Traction-engine” means a locomotive propelled or designed to be used for the purpose of drawing wagons or other vehicles carrying or capable of carrying goods, timber, stone, gravel, or other articles requiring transport, and also includes a vehicle propelled by steam or other power than animal power and used or designed for the carriage of goods, timber, stone, gravel, or other articles requiring transport, but does not include a locomotive or engine propelled by steam and used on a railway or tramway.
“Road” means any road or portion of road under the care, control, or management of the Lake County Council, or any road or portion of road within the Lake County as to which the Lake County Council has by law authority to make this by-law or as to which the same is capable of operating, and includes a ford.
“Bridge” means any bridge under the care, control, or management of the Lake County Council, or any bridge within the Lake County as to which the Lake County Council has by law authority to make this by-law or as to which the same is capable of operating, and includes a culvert.
“Heavy traffic” means the transportation of any vehicle or traction-engine which itself or together with any thing or things being transported thereon weighs more than 1½ tons avoirdupois to each pair of wheels.
“Vehicle” means any vehicle drawn by a traction-engine and which itself or together with any thing or things being transported thereon weighs more than 1½ tons avoirdupois to each pair of wheels.
1A. So much of this by-law as relates to licenses or license fees for any traction-engine or vehicle, or to the giving of security, or to acts that may not be done unless a license is in force in respect of such traction-engine or vehicle, shall apply only to such traction-engines or vehicles as are engaged in heavy traffic.

Any person desiring to obtain a license for a traction-engine under this by-law shall make application therefor to the Clerk in the Form A in the Schedule hereto, or to the like effect, and shall supply the particulars required by the said form.

Upon receipt of such application by the Clerk, and upon payment to him for the benefit of the Lake County Council of the fee hereinafter prescribed in that behalf, and upon the giving of such security as is hereinafter provided for, the Clerk shall allot a number to such traction-engine, and issue a license therefor in writing under his hand in the Form C in the Schedule hereto, or to the like effect.

Any person desiring to obtain a license for a vehicle under this by-law shall make application therefor to the Clerk in the Form B in the Schedule hereto, or to the like effect, and shall supply the particulars required by the said form.

Upon receipt of such last-mentioned application by the Clerk, and upon payment to him for the benefit of the Lake County Council of the fee hereinafter prescribed in that behalf, the Clerk shall allot a number to such vehicle, and issue a license therefor in writing under his hand in the Form D in the Schedule hereto, or to the like effect.

Every such license, whether for a traction-engine or a vehicle, shall be made out and continue in force for the period of one year from the date of its issue:
Provided always that if the applicant for a license, whether for a traction-engine or a vehicle, elects, as he is hereby authorised to do, to pay one-fourth, one-half, or three-fourths only of the license fee hereinafter prescribed for one year in respect thereof, then the license shall be made out and continue in force for the period only of one-fourth, one-half, or
