Local Government Orders




  1. All work shall be done to the satisfaction and approval
    of the Waterworks Engineer or other officer appointed by
    the Board, and must be passed by him before the water
    shall be turned on at the main.
  2. Should any meter be out of repair, or cease to register,
    or register inaccurately, the officer duly appointed by the
    Board shall estimate the consumption at the average of the
    previous four quarters and decide the amount to be charged
    to the consumer, who shall be liable to pay accordingly, and
    such decision shall be final. For the first quarter the previous average daily consumption shall form the basis of such estimate.
  3. All drawing-cocks used must be of the best quality and most approved description, and must be those known as “screw-down valves,” and in exposed or public places must be enclosed with a wooden or iron box under lock and key.
  4. In addition to the valve-cock at the junction of the main in each service a second valve-cock shall, if ordered by the Board, be placed in a strong wooden box within the boundary of the property supplied at the expense of the consumer. In no case will the use of instantaneous closing taps, valves, or cocks be permitted.
  5. Meters must be fixed in such position and place as may be approved by the Board’s officers, and in all cases must stand on brick or wood approved by the said officers.
  6. All hose-connections to be by meter only.
  7. Urinals in hotels, in lodging or boarding houses where accommodation is provided for five or more lodgers, and also water-closets in the same or private house, 17s. 6d. per annum, or by meter.
  8. The Board hold the right to discontinue supplying any consumers on the shortage of water or any other cause beyond the control of the Board, and for the breach of any of the foregoing regulations, and the Board shall not be liable or responsible for any loss or inconvenience caused by such breach.
    At a special meeting of the Mount Wellington Road Board held at Ellerslie, Auckland, on Monday, the 10th day of December, 1906, a resolution was passed that the foregoing regulations be passed as a by-law and by way of special order, and that the same be submitted to a special meeting of the said Board to be held on Monday, the 21st day of January, 1907, for confirmation as a special order. The above special order was confirmed on the 21st day of January, 1907.
    I do hereby certify that the foregoing special order was duly made in accordance with the provisions of “The Road Boards Act, 1882,” and that the necessary notices were published in the papers, and the necessary notices given to the members.

Special Order made by the Council of the County of Cook.

THE following special order, made by the Cook County Council, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

Special Order made on the 21st day of November, 1906; confirmed on the 21st day of December, 1906.
In pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies' Loans Act, 1901,” the Cook County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £1,200, authorised to be raised by the Cook County Council, under the above-mentioned Act, for restoring Ngatapa Road, £500; forming dray-road, Tahora-Steele’s, £400; erecting bridge and formation of road, Aroha Creek, £300, the said Cook County Council hereby makes and levies a special rate of ½d. in the pound upon the rateable value of all rateable property of the Ngatapa Loan District, comprising Wharekopae 2A2, part Okahuatiu 2 (15,190 acres), Subdivision 2 of Run 29, Grazing-run 30, Hangaroa-Matawai 2B, Hangaroa-Matawai 3B, Grazing-runs 76, 77; and that such special rate shall be an annual recurring rate during the currency of such loan, and be payable yearly on the 1st day of July in each and every year during a period equal to the currency of such loan, being a period of forty-one years, or until the loan is fully paid off. The rate of interest to be 4 per cent.
The common seal of the Chairman, Councillors, and Inhabitants of the County of Cook was hereto affixed in the presence of—

In pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies' Loans Act, 1901,” the Cook County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £1,000, authorised to be raised by the Cook County Council, under the above-mentioned Act, for forming a dray-road from peg 6, Wharekopae-Koranga Road to the Wharekopae-Mutuera Road, the said Cook County Council hereby makes and levies a special rate of 1⅛d. in the pound upon the rateable value of all rateable property of the Tahora No. 2 Loan District, comprising Sections 10, 14, 15, Tahora 2; Sections 6, 7, 12, 13, Tahora 2; Lot 9, Tahora 2: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of July in each and every year during a period equal to the currency of such loan, being a period of forty-one years, or until the loan is fully paid off; the rate of interest to be 4 per cent.
