suspended by the Commander for the time being of the training-ship, and who shall report the matter to the Minister, whose decision in the case shall be final.
HOLIDAY LEAVE (BOYS).

Leave will be granted twice a year—i.e., twenty-one days at midsummer and fourteen days in midwinter, in all thirty-five days—subject to good conduct.

Parents or guardians will be notified at least ten days before leave is to be granted, and will be required to reply by letter to the Commander for the time being of the training-ship stating that they will accept such boy, provide for and maintain him until the expiration of his leave of absence; that they will meet him on arrival, take charge of, be responsible for, and on the expiration of his leave of absence see him and his effects safely away on his return journey to the training-ship. Should this assurance not be received, then the boy shall remain on board.

No boy or boys will be allowed leave, other than the half-holiday leave, until he has served at least three months on board the training-ship (since enrolment).

Allowance when proceeding on Holiday Leave.—When going home on leave each boy may, at the discretion of the Commander of the training-ship, and provided that he has sufficient to his credit, be allowed to draw for spending purposes during leave as follows (according to length of service):—
Having completed six months’ service and less than nine months’ s. d.

Having completed nine months’ service and less than twelve months’ 10 0
Having completed twelve months’ service and less than fifteen months’ 12 6
Having completed fifteen months’ service and less than eighteen months’ 15 0

If the amount standing to the credit of a boy who has not been punished or fined for breaches of discipline is less than the prescribed amount set forth in the above list, he will, when proceeding on holiday leave, be allowed the minimum rate of pocket-money prescribed for boys of over six months’ and under nine months’ service.

Holiday Kit.—Sufficient kit for use whilst on holiday leave will be allotted to boys when proceeding on such leave; such kit will be inspected and counted on the boy’s departure and return. Parents or guardians of such boy will be held responsible should any shortages of clothing occur on the boy’s return to the training-ship at the expiration of such leave.
HALF-HOLIDAYS (BOYS).

Half-holidays will take place twice each week—viz., on Wednesdays and Saturdays, between the hours of 1.30 p.m. and 5 p.m. Leave will be granted to all boys (subject to good conduct) with the exception of one boat’s crew.

Friends or relatives of boys will be allowed to visit the ship on the Wednesday half-holiday only; other visitors will be allowed on board on production of passes, which are to be obtained by application to the Secretary, Council of Defence.

On half-holidays each boy may, at the discretion of the Commander for the time being of the training-ship, be allowed to draw money (provided he has sufficient to his credit) to the extent of 3d. per week for spending purposes.
DISCHARGE.
- On attaining the maximum age or length of service, or when leaving the training-ship finally through any cause whatsoever, boys will then be discharged, and the Commander for the time being of the training-ship will issue a certificate on the prescribed form, in which shall be stated the standard of education attained by the boy, his efficiency, length of service, and character.
INSTRUCTION.
- Boys will be instructed in the following subjects:—
Seamanship.—Comprising parts of the ship, knotting, splicing, sail-making, rigging, worming, parceling, serving, heaving and marking the lead-lines, heaving and marking the log-lines, flag-semaphore and Morse signalling, rigging tackles, anchor gear, boat pulling and sailing, sending spars up and down, compass, steering, block-stropping, &c.
Gunnery.—Comprising guns-crew drill, loading, training, laying, aiming, guns-mountings, gun-cleaning, charges, projectiles, &c.
Squad Drill, Rifle Exercises, and Bugle-calls.—As taught in the Imperial service.
Company Formation and Marching.—Will be taught on shore as weather permits.
Exercises.—Single-sticks, sword-bayonet exercise, and club-swinging will be taught occasionally.
Rudiments of Navigation.—Will be taught as boys attain proficiency in other details.
Engine-room.—Instruction in engine-room and stokehold duties will be given by the permanent engineer in charge.
OFFICERS (QUARTERS AND DUTY).
- The instructors comprise the following:—
(1.) First instructor: All classes of work on deck, aloft, drill, gunnery, boats, &c.
(2.) Instructor: All classes of work on deck, aloft, drill, gunnery, boats, &c.

(4.) Instructor: All classes of work on deck, aloft, drill, gunnery, boats, &c.
(5.) Engineer: All work in engine-room and stokehold, also drill and bugle-calls.
(6.) Engine-room hand: Subordinate to engineer for engine-room and stokehold duties.
(7.) Schoolmaster: Scholastic teaching and lectures as arranged with the Commander of the ship.

The first instructor will rank as the ship’s first officer. The other instructors will rank as the “petty officers” of the ship, and will exchange routine at the discretion of the Commander.

The instructors (4), schoolmaster (1), engine-room hand (1), and engineer (1) will each take their turn sleeping on mess-deck in the room provided there for that purpose; two of the aforementioned will always sleep there. The instructors (4) will exchange their rooms for this purpose when required to do so and as directed by the Commander for the time being of the training-ship.

One-half of the permanent staff will sleep on board at night continuously.

In harbour during bad weather, or when ship is under steam, the entire staff and crew will, if so ordered by the Commander for the time being of the training-ship, remain on board.

All members of the staff are to see that the training-ship is kept clean, well ventilated, and in all respects equal to a ship of the British navy.

The regularity of the boys messing is of the first importance, as their health, good order, and comfort in a great measure depend upon it; the strictest attention of officers is therefore demanded to this. Two officers will always be present on the mess-decks during meals to insure that all matters relating to messing are satisfactory.

If any complaints as to the food, &c., are made by the boys the officer will at once report it to the Commander for the time being of the training-ship, who will take steps to prevent a recurrence, and, if necessary, report the matter to the Minister.

All members of the staff or crew (excepting boys) shall, whilst on duty, wear the uniform laid down.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN exercise of the powers conferred upon him by “The New Zealand International Exhibition Act, 1906,” His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby order and declare as follows:—
DUTIES OF CUSTOMS.
- The Collector of Customs at Christchurch may allow goods imported for the purposes of the Exhibition to be cleared without payment of duty in any of the following cases, that is to say:—
(a.) Calendars, post-cards, and other advertising matter and articles relating to exhibits from beyond New Zealand, on condition that such articles are distributed free of charge within the Exhibition buildings or grounds.
