the Secretary, Council of Defence, together with the medical-inspection form duly filled in and certified to by a medical practitioner, also two certificates as to character, one of which must be from a Justice of the Peace or a clergyman.

  1. Applications must be made by the parent or guardian of the candidate, accompanied by a written consent to his enrolment, and on the candidate being finally enrolled an undertaking must be given that he will not be removed from the vessel (unless discharged) for a period of two years, or for such other period as the Minister may determine.

  2. A candidate who is selected for enrolment must report himself to the Commander for the time being of the training-ship at Wellington within ten days from the date specified in the notice which will be sent to him, when he will be placed on probation for one week; on the expiry of which he will, if found suitable, be finally enrolled.

  3. Boys will, on acceptance, be received on probation on board the training-ship.

The period of probation will be one week, when, should the boy then be found unsatisfactory in any respect, he will be immediately discharged.

  1. Boys found satisfactory will then be enrolled and the necessary kit issued, the civilian clothing being returned, if it is, in the opinion of the Commander for the time being of the training-ship, worth returning, to the boys’ parents or guardians, otherwise it will be destroyed.

  2. No boy will be allowed, while in the service, to wear clothing other than that supplied to him on the training-ship. This condition will also apply to boys when on leave.

  3. A free pass (second by railway and steerage by steamer) will, where necessary, be granted to boys attending for enrolment, also to their homes in the colony on the occasion of their annual leave.

  4. In the case of boys failing to pass the official medical examination, which takes place either before or during probationary period, or are rejected after probation, similar passes will also be granted back to their homes in the colony.

  5. In order to qualify boys to take service in either the British navy or the mercantile marine on completion of their training in the training-ship the minimum age at entry is fixed at thirteen years and a half, and the maximum at fourteen years and a half: both these limits of age may be varied at the discretion of the Minister. The period of service on the training-ship shall be not less than eighteen months nor more than two years, at the discretion of the said Minister.

  6. No officer or member of the staff or crew, other than the Commander for the time being of the training-ship, shall be deemed to be a Civil servant within the meaning of the Acts regulating the Civil Service of the colony.

PAY AND EMOLUMENTS.

  1. On enrolment every boy will be rated as a “second-class boy.” The sum of 1d. per day will be placed to his credit on the books of the training-ship from the date of final acceptance.

  2. On his being raised to the rank of “first-class boy,” which may not take place until he has completed at least six months’ service, his pay may, if the Minister so approves, be raised to the amount of 2d. per day.

  3. On receipt of one “good conduct” stripe, which should not take place until he has completed at least one year’s service, his pay may, if the Minister so approves, be further increased to the amount of 3d. per day.

  4. On being promoted to the rank of “petty officer,” which should not take place until he has completed at least fifteen months’ service, his pay may, if the Minister so approves, be further increased by an additional 1d. per day.

DISCIPLINE (BOYS).

  1. Boys who are disorderly or dirty in their behaviour, or disrespectful to the staff or crew, or who may make away with, destroy, or damage any portion of the equipment of the training-ship, or the property on issue to them, may, on a first offence, be reported by the Commander for the time being of the training-ship to the Minister for decision in accordance with these regulations.

  2. Breaches of discipline, carelessness, disobedience of orders, bad conduct, &c., on the part of boys will be punished as may be directed by the Commander for the time being of the training-ship, unless of such serious nature as to require the decision of the Minister.

  3. Money placed to the credit of a boy is subject to fines and forfeiture, and will affect the credit of any such boy however concerned.

  4. Shortages of, or destruction of, any portion of kit or other Government property will affect the credit of the boy or boys implicated to the value of the articles or property so lost or destroyed.

  5. Should any continued breaches of discipline or other unsatisfactory conduct occur on the part of a boy or boys, the Commander for the time being of the training-ship will at once report the matter to the Minister for consideration as to what punishment is to be inflicted, or whether the boy is to be dismissed the ship.

  6. Any boy or boys absent from the ship, or his duty (if on shore), without leave shall be dealt with by the Commander for the time being of the training-ship; on a second offence occurring the matter shall be reported to the Minister for decision.

  7. Should any boy be absent without leave for more than six hours he is to be suspended, and the matter may be reported to the Minister.

  8. The Minister may, where not provided for or not repugnant to these regulations, make and issue such standing orders as may be found necessary for the daily routine and efficient government of the training-ship.

  9. In all the foregoing regulations pertaining to discipline, and numbered 16, 17, 18, 19, 20, 21, 22, the decision of the Minister is to be final.

DISCIPLINE (STAFF).

  1. In all cases when and where practicable, and when not provided for otherwise in these regulations, the King’s Regulations and Admiralty Instructions may be taken as a guide and as forming part of these regulations in so far as the maintenance of discipline on the training-ship is concerned.

  2. All members of ship’s staff shall conduct themselves in a temperate and orderly manner; they shall show an unremitting attention to duty, which must be performed with alacrity and cheerfulness, both of which are conducive to the harmony of the ship.

  3. The Commander for the time being of the training-ship, while upholding the authority of the various members of the ship’s staff under his control, will check by timely reproofs any tendency he may notice to abuse of power, recommending by his example that firm but conciliatory manner of conducting duty which is the surest way to gain the confidence of the boys.

  4. Any member of the staff who is desirous of lodging a complaint regarding the conduct of a boy or boys is to lay the matter before the Commander for the time being of the training-ship as soon as possible after the occurrence has taken place. On this being done the Commander will at once advise what steps are to be taken to prevent a recurrence of the trouble.

  5. Alcoholic liquors will not be allowed to be brought on board without the permission of the Commander for the time being of the training-ship. Any member of the staff or crew found to be under the influence of liquor will be liable to suspension and be sent on shore. A report of such conduct to be sent to the Minister, who shall decide what action is to be taken in the matter. On a second similar offence within six months the offender will be dismissed. If the offence is committed at a greater than six months’ interval from the first offence the offender shall be fined £1. Such fine may be recovered from the offender in any Court of competent jurisdiction, or may be deducted from any pay due to the offender: Provided that no such deduction shall be made except on the written permission or direction of the Commander for the time being of the training-ship first obtained. In case of a third offence the offender shall be dismissed.

  6. Smoking will not be allowed on deck whilst any duty is being performed, either by the staff or crew.

  7. When any member of the staff or crew is convicted of any serious offence by the civil power, the offender is to be suspended and reported by the Commander for the time being of the training-ship for the consideration of the Minister, who shall decide what action is to be taken.

  8. Members of the staff or crew against whom debts are recovered in a civil Court will have the fact recorded in their defaulters’ sheets, and entries of this description shall be a bar to all promotion or advancement, if not otherwise more severely dealt with, as may be directed by the Minister.

  9. Any member of the staff or crew shall, unless otherwise decided by the Minister, forfeit the whole of his day’s pay for every day he is absent without leave or under suspension.

  10. A member shall be regarded as absent for one day—
    (a.) When he is absent without leave for six consecutive hours.
    (b.) When, owing to his absence without leave, he has been prevented from performing any of the duties apportioned to him, and which duties were thereby, owing to his absence, thrown on some other person.

  11. If a member of the staff or crew is absent for twenty-four hours without leave, he shall be suspended by the Commander for the time being of the training-ship, who will at once report the case to the Minister, who shall thereupon decide whether the member is to be fined, reduced, or dismissed from the ship.

  12. In case of breaches or non-fulfilment of duty on the part of any member of the staff or crew, the offender is to be
