Regulations for the Importation, Storage, and Use of the
Explosive known as “Monobel.”

PLUNKET, Governor.
ORDER IN COUNCIL.
At the Government House, at Wellington, this eighth
day of October, 1906.

Present:
His Excellency the Governor in Council.

WHEREAS it is expedient to make regulations for the
importation, storage, and use of the explosive
known as “Monobel,” hereinafter described:
Now, therefore, His Excellency the Governor of the
Colony of New Zealand, in exercise of the powers conferred
by “The Explosives Act, 1882,” and “The Explosives Act
Amendment Act, 1899,” and acting by and with the advice
and consent of the Executive Council of the said colony,
doth hereby order and declare that the explosive described
in the First Schedule hereto and known as “Monobel” may
be imported into the colony, and stored and used subject to
the several regulations and conditions set out or referred
to in the Second Schedule hereto.

FIRST SCHEDULE.
“Monobel” powder, an explosive powder, consisting of the
following mixture:—

SECOND SCHEDULE.
REGULATIONS.

  1. The said explosive (hereinafter referred to as “the
    explosive”) shall be used only when contained in a case of
    paper thoroughly waterproofed with ceresine and resin.

  2. The explosive, if compressed into a pellet, shall not
    have a density exceeding 1·3, and each cartridge shall be
    provided with an axial perforation or cavity of sufficient
    dimensions to admit of the ready insertion of the detonator,
    and that the ends or end of the paper case of each cartridge
    shall be clearly marked to indicate the position of the said
    perforation or cavity.

  3. The explosive shall be used only with a detonator or
    electric detonator of not less strength than that known as
    No. 6 (i.e., the detonator or electric detonator to be used
    shall possess an effective detonative strength as great as, or
    greater than, that of one containing 15 grains of a composi-
    tion consisting in every 100 parts by weight of 80 parts of
    fulminate of mercury and 20 parts of chlorate of potassium.)

  4. That the explosive has been made at the works of
    Nobel’s Explosives Company (Limited), at Ardeer, in the
    County of Ayr.

  5. That the explosive is in all respects similar to the
    samples submitted to test in England on the 6th day of
    October, 1903, and other dates. and also in New Zealand on
    the 15th day of September, 1906.

  6. In addition to the marking on the outer package
    required by an order of the Secretary of State in England,
    made under “The (Imperial) Explosives Act, 1875” (and in
    force for the time being), such outer package shall bear the
    words “As defined in the List of Permitted Explosives”;
    and, further, that each inner package shall be clearly marked
    with the words “Permitted Explosive, to be used only with
    not less than No. 6 detonator,” and also with the name of
    the explosive, the name of the manufacturer, the date and
    place of manufacture, and the nature and proportion of the
    ingredients.

  7. The said explosive shall be deemed to be an explosive
    within Class 3, Division 1, of the regulations of 6th June,
    1898, referred to in the next paragraph hereof.

  8. That the foregoing regulations shall be read and con-
    strued as part of the following regulations, viz.:—
    (1.) Regulations dated 6th June, 1898, and gazetted
    16th idem, classifying and defining explosives
    and providing for their importation.
    (2.) Regulations dated 8th January, 1900, and gazetted
    11th idem, providing for the inspection, manu-
    facture, and storage of explosives.

Exempting Road between Sections 156 and 160, 161, and 162,
Block XX, Tokomairiro District, from the Provisions of
Section 117 of “The Public Works Act, 1905.”

PLUNKET, Governor.
ORDER IN COUNCIL.
At the Government House, at Wellington, this eighth
day of October, 1906.

Present:
His Excellency the Governor in Council.

WHEREAS by subsection one of section one hundred
and seventeen of “The Public Works Act, 1905,”
it is, inter alia, provided that the said section shall not apply
in any case where the local authority having control of a
road or street, by resolution, declares that the provisions
thereof shall not apply to any specified road or street, or any
specified part thereof, and such resolution is approved by
the Governor in Council:
And whereas the Council of the County of Bruce, the
local authority having control of the road described in the
Schedule hereto, did by resolution declare that the pro-
visions of section one hundred and seventeen of “The
Public Works Act, 1905,” shall not apply to the said road:
And whereas such resolution was in the following terms:
“That at its meeting held the third day of April, one
thousand nine hundred and six, the Bruce County Council
declared, by resolution, that the provisions of section one
hundred and seventeen of ‘The Public Works Act, 1905,’
shall not apply to the road marked ‘District Road,’ situated
on the north-west boundary of the land comprised in this
plan, and which said road lies between Section 156 and
Sections 160, 161, and 162, Block XX, Tokomairiro Dis-
trict:”
And whereas it is deemed expedient that such resolution
should be approved:
Now, therefore, His Excellency the Governor of the Colony
of New Zealand, in pursuance and in exercise of the powers
conferred by the above-in-part-recited Act, and acting by
and with the advice and consent of the Executive Council
of the said colony, doth hereby approve of the said resolu-
tion.

SCHEDULE.
That road in the Otago Land District abutting on Sec-
tions 156, 160, 161, and 162, Block XX, Tokomairiro District;
as the same is more particularly delineated on plan marked
R. 7738, deposited in the office of the Chief Engineer of
Roads, at Wellington, in the Wellington Land District, and
coloured sienna, and lettered AB thereon.

Domain Board appointed to have Control of the Taupiri
Mountain Domain.

PLUNKET, Governor.
ORDER IN COUNCIL.
At the Government House, at Wellington, this eighth
day of October, 1906.

Present:
His Excellency the Governor in Council.

WHEREAS by section two of “The Domain Boards
Act, 1904” (hereinafter termed “the said Act”), it
is enacted that the Governor may from time to time, with
respect to any public domain, appoint such persons (not
exceeding nine) as he thinks fit to be a Domain Board
having, subject to “The Public Domains Act, 1881,”
control of such domain:
And whereas by an Order in Council made under the
provisions of “The Public Reserves Act, 1881,” on the
twelfth day of July, one thousand nine hundred and six,
and published in the New Zealand Gazette of the nineteenth
day of July, one thousand nine hundred and six, the land
described in the Schedule hereto was brought under the
operation of and declared to be subject to the provisions
of “The Public Domains Act, 1881”:
And whereas it appears expedient to appoint a Domain
Board to control the said domain:
Now, therefore, His Excellency the Governor of the
Colony of New Zealand, in exercise of the powers con-
ferred by the said Act, and acting by and with the advice
of the Executive Council of the said Colony of New
Zealand, doth hereby appoint
