—and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of January and the 1st day of July in each and every year during the currency of such loan, being a period of forty-one years, or until the loan is fully paid off; and the rate of interest thereon shall be at the rate of 4 per cent. per annum.

The resolution to make this special rate was passed at a special meeting of the Featherston County Council held in the Council Chambers, Martinborough, on Wednesday, the 22nd day of November, 1905, and was confirmed as a special order at a subsequent meeting of the said Council held in the same place on the 12th day of January, 1906.

RAGLAN COUNTY COUNCIL.
Result of Poll for Proposed Loan, Raglan County.
I HEREBY give notice that the following is the result of a poll of ratepayers taken on the 9th January, 1906, on the proposal of the Raglan County to borrow the sum of £8,000 for the purpose of forming and metalling the Ngaruawahia-Waimai Main Road, and improvements to the Waingaro Beach Road, and to levy a special rate of 1½d. in the pound within the Special-rating District of Waingaro-Tainui as security for the loan.
Number of valid votes recorded in favour of the proposal, 45; against, 12.
The number of valid votes recorded in favour of the proposal being more than three-fifths of the total number of valid votes recorded, I hereby declare the proposal to be carried.

Result of poll taken on the 10th day of January, 1906, on proposal to borrow £1,200, under “The Local Bodies’ Loans Act, 1901,” and amendments, for the following works, viz. :—
(1.) The construction of a bridge across the Mangaone Stream on the Rangitikei Line at a cost of £650. (2.) The construction of a bridge across the Mangaone Stream on the Bunnythorpe-Kairanga Road at a cost of £550.
Number of voters on roll representing votes, 762; votes recorded in favour of the proposal, 26; votes recorded against the proposal, 7; informal, 1.
I therefore declare the proposal to be carried.

BRITISH COLUMBIA.
VANCOUVER ISLAND.—VICTORIA HARBOUR.—LAUREL POINT.—LIGHT ESTABLISHED.—The Canadian Government has given notice that on 16th October, 1905, a fixed red electric light, consisting of two 16-candle power incandescent electric lamps suspended in a red globe, will be exhibited at a height of 25 ft. above high water from a pole standing on the bare rock at high-water mark, on the extremity of Laurel Point, southern side of Victoria Harbour, Vancouver Island. The light should be visible 1 mile from all points of approach by water.
Approx. position: Lat. 48° 25′ 22″ N., long. 123° 23′ 2″ W.
QUEEN CHARLOTTE SOUND.—BROUGHTON STRAIT.—MALCOLM ISLAND.—GRAEME POINT.—LIGHT ESTABLISHED.—Referring to Notice to Mariners No. 31 (1195) of 1905, the Government of Canada has given notice that on 12th September, 1905, a fixed white dioptric light of the 7th order, elevated 38 ft. above high water and visible 11 miles, was established in the lighthouse recently erected on Graeme Point, Malcolm Island, Queen Charlotte Sound. The light is visible over an arc of 230° from N. 80° W. true (W.S.W. ⅓ W. w’ly mag.) to S. 30° E. true (S.E. ⅓ E. mag.), the light being obscured over the remainder of the horizon by the high land of Malcolm Island.
The lighthouse stands on the extremity of the low gravel spit. It is a square wooden building with a square wooden lantern rising from the middle of a cottage roof. It is painted white, with red roof, and is 35 ft. high from base to vane.
Approx. position: Lat. 50° 37′ 50″ N., long. 127° 9′ 50″ W.
HAWAIIAN ISLANDS.
OAHU.—PEARL HARBOUR.—ALTERATION IN BUOYAGE.—Referring to Notice to Mariners No. 44 (1795) of 1905, further notice is given that on 18th October, 1905, the following changes were made in the buoyage at Pearl Harbour, Oahu:—
Dredged Channel Buoy No. 6.—A second-class nun was substituted for the former second-class spar.
Dredged Channel Buoy No. 5.—A second-class can was substituted for the former second-class spar.
Tripod Reef Buoy No. 7.—A second-class can was substituted for the former second-class spar.
Ford Island Spit Buoy No. 19.—A black second-class spar was substituted for the former third-class spar.
BRITISH COLUMBIA.
VANCOUVER ISLAND.—EAST COAST.—GANGES HARBOUR.—SHOALS.—Information dated 24th July, 1905, has been received from Captain J. F. Parry, H.B.M. surveying vessel “Egeria,” of the existence of the following rocks and shoals in Ganges Harbour, east coast of Vancouver Island:—
A pinnacle rock, with a depth of 2 fathoms over it at low water, south-westward of the Ackland Isles, situated 700 yards S. 89° W. true (S.W. by W. ⅓ W. mag.) from Point Liddell.
A rock, with 3 fathoms over it at low water, south-westward of the Ackland Isles, located 1,400 yards N. 83° W. true (W.S.W. ⅓ W. mag.) from Point Liddell.
Approximate position of Point Liddell, latitude 48° 48′ 15″ N., longitude 123° 22′ 0″ W.
A rock, with 2½ fathoms over it at low water, in the approach to Glenthorne Creek, located 2,060 yards S. 49° E. true (E.S.E. ⅓ E. mag.) from the southern point of the entrance to Long Harbour.
The shoals shown with 3½ and 2 fathoms, located respectively 700 yards S. 64° W. true (S.W. ⅓ S. s’ly mag.) and 700 yards S. 82° W. true (S.W. by W. ⅓ W. mag.) from the southern point of entrance to Long Harbour, were found to have depths of 3 fathoms and 4 ft. over them at low water, the latter being well marked by kelp.
A shoal, with 3 fathoms over it at low water, east-south-eastward of 1-fathom patch, located 2,800 yards S. 8° E. true (S.S.E. ⅓ E. mag.) from the southern point of entrance to Long Harbour.
A shoal, with 1¾ fathoms over it at low water, southward of the eastern end of the Chain Islands, located 2,600 yards S. 75° W. true (S.W. ⅓ W. w’ly mag.) from the southern point of the entrance to Long Harbour.
A shoal, with 5 fathoms over it at low water, situated in Captain Passage at a distance of 700 yards S. 79° E. true (E.N.E. ⅓ E. mag.) from the southern point of the entrance
