The said Council proposes to appropriate and pledge as security for the said loan and interest thereon, and a sinking fund of £1 per centum per annum on the amount of the said loan, (a) the said waterworks and the revenues therefrom, (b) an annually recurring special rate of 3d. in the pound on the rateable value (on the basis of the unimproved value) of all rateable property within the Borough of Waimate to be made and levied for the purposes of the loan.

It is proposed that the said loan shall be repayable as follows: The sum of £700, part thereof, on the 31st December, 1912; the sum of £900, part thereof, on the 31st December, 1919; and the sum of £3,400, the balance thereof, on the 31st December, 1926.

It is proposed to pay out of the said loan the cost of raising the loan and the interest thereon for the first year during the construction of the works, and a sum not exceeding £100 for surveys and other preliminary expenses incurred in connection with the scheme for which the loan is to be raised.

Public notice is hereby given that at the poll of ratepayers of the Borough of Waimate taken on the 18th day of September, 1905, upon the above proposal, the votes recorded were as follows:—

For the proposal, 150 votes; against the proposal, 25 votes; informal, 5 votes.

And we hereby declare the said proposal to be carried.

THE following Notice to Mariners, received from the Harbour Department, Hongkong, is published for general information.

HONGKONG.—NOTICE TO MARINERS.

Port of Victoria.—Green Island Light.

NOTICE is hereby given that on and after the 1st January, 1906, the existing light at Green Island will be discontinued, and a light with the following characteristics substituted:—

The illuminating apparatus will be dioptric, of the first order, occulting, for 3 seconds every 20 seconds.

The light will show white from E. ½ S., through west, to N. by W. ½ W.; thence red to N. ½ E. From N. ½ E. to E. ½ S. it will be obscured by Green Island (bearings magnetic from light).

The focal plane of the light will be 110 ft. above high water, and in clear weather it should be seen at a distance of 18 nautical miles.

The tower will be round, of brick, painted white.

The dwellings will be white.

The total height of the lighthouse from base to vane will be 58 ft.

The position of the lighthouse is—latitude 22° 17′ 18″ N., longitude 114° 6′ 42″ E.

Notice to Mariners No. 75 of 1905.

BUOYS OFF GORDON POINT, PORT NICHOLSON.

Wellington, N.Z., 19th September, 1905.

NOTICE is hereby given that the Defence Department has moored two small iron buoys between Gordon Point and Kau Point, inside of the usual steamer course passing Mahanga Bay, but in the fairway for vessels entering or leaving Mahanga Bay from or to the south. The buoys are 1⅓ cables apart, and in line with one another, with the Steeple Rock bearing S. 20° E.; Kau Point bearing from the northern buoy N. 48° W., distant 2·8 cables.

The buoys are spherical in shape, and are painted red.

Notice to Mariners No. 76 of 1905.

CAPE CAMPBELL LIGHTHOUSE, SOUTH-WESTERN ENTRANCE TO COOK STRAIT.

Wellington, N.Z., 25th September, 1905.

NOTICE is hereby given that a new iron tower has been erected for the light at Cape Campbell 40 ft. S.W. of the present tower, and that in consequence of the removal of the apparatus from the old to the new tower the usual light will not be exhibited on the 13th and 14th October, 1905, but during the time that the revolving light is stopped a fixed white light, produced by four port lights, will be shown from the old tower.

On and after the night of the 15th October, 1905, the light will be exhibited from the new tower, which is approximately in latitude 41° 43′ S., and longitude 174° 18′ E. The light, which is a revolving white light of the second order dioptric, attaining its greatest brilliancy once a minute, is elevated 155 ft. above high water, will show all round the horizon seaward, and should be visible for a distance of eighteen miles.

IT is hereby notified for public information that the undermentioned local governing bodies have by special order declared the plants enumerated opposite each to be noxious weeds within the meaning of “The Noxious Weeds Act, 1900,” in the district under the jurisdiction of each respectively:—
