Additional Timber Regulations under “The Land Act, 1892.”
PLUNKET, Governor.
WHEREAS kauri-trees are frequently destroyed by the pernicious practice of “bleeding” them, and it is expedient to prevent the same, and otherwise to prevent the destruction of growing timber in forests:
Now, therefore, I, William Lee, Baron Plunket, the Governor of the Colony of New Zealand, in exercise and pursuance of the powers and authorities vested in me by “The Land Act, 1892,” do hereby make the regulations contained in the Schedule hereto for the purpose of preventing the destruction of growing timber in forests, and do declare that the said regulations shall be read with the existing timber regulations under the said Act.
SCHEDULE.
-
Any person who by himself, his agents or workmen, bleeds any kauri-tree in any forest shall be liable to a penalty not exceeding £25 for every tree so bled: Provided that neither the prosecution of the offender for such offence nor the payment of the penalty shall prevent the recovery from him of the value of all damage done by him (including the value of all gum obtained by him), or his prosecution for theft of the gum. To “bleed” the tree means to cut or make incision in any part of the tree so as thereby to produce or promote the flow or exudation of the gum.
-
Any person who unlawfully injures or destroys any timber-tree growing in any forest otherwise than by “bleeding” it as aforesaid shall be liable to a penalty not exceeding £5 for every tree so injured or destroyed.
As witness the hand of His Excellency the Governor, this ninth day of September, one thousand nine hundred and five.

-
The rural land described in the Schedule hereto is hereby set apart for disposal by way of selection on and after the fifteenth day of November, one thousand nine hundred and five, at the rental specified in the said Schedule.
-
The said land may be selected on lease in perpetuity only, as provided by section one hundred and twenty-one of “The Land Act, 1892,” as it contains, or is supposed to contain, metal, mineral, or valuable stone, and shall not be purchased for cash.
-
For the purposes of “The Bush and Swamp Crown Lands Settlement Act, 1903,” the land described in the said Schedule hereto shall be deemed to be “swamp land.”
-
No general rate shall be levied or collected by any local authority from the said land for the period of three years from the date from which such land is disposed of, and no local authority shall have power to levy or collect any such rate from such land during such period.
-
After the first half-year’s rent has been paid by the selector the further instalments of rent payable by him for a period of three years shall not be demanded: provided that if at any time during the first five years of his occupancy the selector disposes of his interest in the land the rent so conceded shall be paid by him in full, and thereupon the Land Board may remit such instalments of rent payable by the incoming tenant, not exceeding in the aggregate the amount of rent previously conceded to the selector, as the Board shall think fit.
