No. 3710 (in red), Block VIII., Rangiora Survey District (formerly part of Reserve No. 1579). Bounded towards the east by the Beach Reserve, 20 chains from high-water mark; towards the south-west by Section No. 11316; and towards the north-west by Section No. 13758, a road-line, the stream forming the eastern boundary of Reserve No. 709, and drain reserve 100 links wide: save and except a road and drain reserve each 1 chain wide intersecting the above-described area.
Also all that area in the Canterbury Land District, containing by admeasurement 140 acres, more or less, being Section No. 3718 (in red), Blocks VIII. and XII., Rangiora Survey District (formerly part of Reserve No. 1579). Bounded towards the north by Section No. 11316 and Reserve No. 3710; towards the east by the Beach Reserve, 20 chains from high-water mark; towards the south by Reserve No. 807; and towards the west by Section No. 34845, a road-line, and Section No. 11318: save and except a road 1 chain wide intersecting the above-described area.
As the same are delineated on the plan marked S.G. 37197B, deposited in the Head Office, Department of Lands and Survey, at Wellington.

Amendment of Regulations under “The Education Act, 1904,” regarding Training Colleges and Pupil-teachers.

At the Government House, at Wellington, this eleventh day of September, 1905.

His Excellency the Governor in Council.
IN pursuance and exercise of the powers and authorities vested in him by “The Education Act, 1904,” His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby revoke clause eleven of the regulations regarding training colleges made under the provisions of the said Act by Order in Council dated the fifteenth day of March, one thousand nine hundred and five, and also so much of clause eight thereof as refers to students admitted under Division B, and in lieu thereof doth substitute the clause and part of clause set forth in the First Schedule hereto; and with the like advice and consent doth make the further provision, respecting clause six of the regulations regarding pupil-teachers made by the said Order in Council, set forth in the Second Schedule hereto; and also, with the like advice and consent, doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
FIRST SCHEDULE.
Division B.
- To be admitted under Division B a student must satisfy all of the following conditions, (a), (b), (c), viz.: he must—
(a.) (i.) Have passed the first section of his B.A. or B.Sc. degree; or
(ii.) Have gained credit at the University Junior Scholarship Examination; or
(iii.) Have kept terms for at least one year at a university college; or
(iv.) Have passed the Matriculation Examination of the University of New Zealand:
(b.) Comply with such conditions as to probation in teaching as the principal of the training college with the approval of the Board may require:
(c.) Satisfy conditions (d) and (e) as for students under Division A.
The allowances payable to a student under Division B shall be £10 a year, together with the fees of the university college classes attended by the student with the approval of the principal.
Further, in each training college there may be allotted in each year not more than four boarding-scholarships to students under Division B who are obliged to live away from home to attend a training college. These shall be allotted in order—first, to those qualified under subclause (a) (i) hereof; secondly, to those qualified under subclause (a) (ii) hereof; thirdly, to those qualified under subclause (a) (iii) hereof; and, fourthly, to those qualified under subclause (a) (iv) hereof; and, if necessary, an examination may be held to determine to which candidates scholarships shall be allotted. Each of these scholarships shall be of the annual value of £30 a year, in addition to the allowances named above. The scholarships shall not be tenable with any other scholarships.
- Notwithstanding anything in the above provisions, the Board may admit to the training college, for such period (not exceeding two years) as it may determine, any teacher of a public school or of a secondary school who, on the certificate of an Inspector of Schools or the recommendation of the Board of Governors of such secondary school respectively, may be deemed worthy of further training in professional work. No allowances shall be payable in such cases.
SECOND SCHEDULE.
- (vi.) A pupil-teacher who during the first or second year of his pupil-teacher-ship passes the Matriculation Examination of the University of New Zealand, or obtains at least a partial pass for Class D in the Teachers’ Certificate Examination, shall be entitled to rank as a third-year pupil-teacher as from the nearest 1st January.

Additional Regulations under “The New Zealand State Forests Act, 1885.”

ORDER IN COUNCIL.
At the Government House, at Wellington, this eleventh day of September, 1905.

His Excellency the Governor in Council.
WHEREAS kauri-trees are frequently destroyed by the pernicious practice of “bleeding” them, and it is expedient to prevent the same, and otherwise to prevent the destruction of growing timber in State forests:
Now, therefore, in pursuance and exercise of the powers and authorities conferred by “The New Zealand State Forests Act, 1885,” His Excellency, William Lee, Baron Plunket, the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby make the regulations contained in the Schedule hereto for the purpose of preventing the destruction of growing timber in State forests, and doth declare that the said regulations shall be read with the existing regulations under the said Act.
SCHEDULE.

Any person who by himself, his agents or workmen, bleeds any kauri-tree in any State forest shall be liable to a penalty not exceeding £25 for every tree so bled: Provided that neither the prosecution of the offender for such offence nor the payment of the penalty shall prevent the recovery from him of the value of all damage done by him (including the value of all gum obtained by him), or his prosecution for theft of the gum. To “bleed” the tree means to cut or make incision in any part of the tree so as thereby to produce or promote the flow or exudation of the gum.

Any person who unlawfully injures or destroys any timber-tree growing in any State forest otherwise than by “bleeding” it as aforesaid shall be liable to a penalty not exceeding £5 for every tree so injured or destroyed.
