All that area in the Otago Land District, bounded towards the north generally by the northern side of the road intersecting Section No. 64, Block VI., Dunedin and East Taieri Survey District, and forming the northern boundaries of Sections Nos. 38 and 39, Block VI. aforesaid, from the road forming the western boundary of Section No. 64 aforesaid to the road forming the eastern boundary of Section No. 39 aforesaid; thence by the eastern side of that road to the road forming the southern boundary of Section No. 40, Block VI. aforesaid; thence by the northern side of the road forming the southern boundaries of said Section No. 40 and Sections Nos. 42 and part 60, Block VI. aforesaid, to a point in line with the eastern side of a road intersecting Section No. 45, Block VI.; thence by a right line to the intersection of the eastern side of the road intersecting Section No. 45 aforesaid with the southern side of the road forming the north-western boundary of the last-mentioned section; thence towards the north-east generally by the eastern side of the road intersecting Section No. 45, Block VI. aforesaid, and by the eastern side of the road intersecting Sections Nos. 32 and 33, Lower Kaikorai Survey District, and by the eastern side of the road intersecting Section No. 45, Block VI., Town Survey District, to the south-western boundary-line of Block VI., Town Survey District; thence by that boundary-line to the southern side of the Main South Road; thence towards the south-east by the southern side of the Main South Road to the south-eastern boundary of original Section No. 40, Lower Kaikorai Survey District; thence by Block XV., Dunedin and East Taieri Survey District, to the southernmost corner of original Section No. 54, Lower Kaikorai Survey District, across a road, and thence towards the south by Block XV. aforesaid, and by Sections No. 18, 17, and 16, Green Island Bush Survey District, to the road intersecting Section No. 16 aforesaid; thence towards the south-east by the eastern side of the road and its continuation intersecting Sections Nos. 16 and 15 to the southern boundary-line of Section No. 15; thence towards the south generally by the southern side of the road intersecting Section No. 19, Green Island Bush Survey District aforesaid; thence by the southern side of the road forming the northern boundary of the said Section No. 19 to the north-western corner of the last-mentioned section; thence by a right line to the point of intersection of the eastern side of the road intersecting Section No. 20 with the western side of the road forming the boundary between Sections Nos. 19 and 20, being the northernmost corner of Section No. 20; thence by a right line to the intersection of the southern side of the road forming the north-western boundary of Section No. 20 with the western side of the road intersecting Section No. 20; thence by the southern side of the road forming the north-western boundaries of Sections Nos. 20, 21, 22, 23, 24, 25, 26, and 27 to the north-western corner of the last-mentioned section; thence by a right line to the north-eastern corner of Section No. 28, Green Island Bush Survey District aforesaid; thence towards the south-west generally by a right line to the south-eastern corner of Section No. 37; thence by Section No. 37, the abutment of a road, and again by Section No. 37, the crossing of a road, and by Sections Nos. 44, 45, 46, and 47, to the Kaikorai Stream; thence by the left bank of the Kaikorai Stream to a point in line with the right bank of Abbott’s Creek, forming the eastern boundary of Section No. 61, Block VIII., Dunedin and East Taieri Survey District; thence by a right line across the Kaikorai Stream to the right bank of Abbott’s Creek, and by the right bank of Abbott’s Creek to the northern side of the Main South Road; towards the north-west generally by the northern side of the Main South Road to the left bank of Abbott’s Creek; thence by a right line to the place of commencement: excepting from the above area the Borough of Green Island, as described in the New Zealand Gazette, 24th January, 1878, No. 9, page 89.

IN pursuance of the power and authority conferred upon me by section 2 of “The Towns Main Streets Act, 1902,” I, Thomas Young Duncan, Minister of Lands, do hereby authorise the laying-off of Baretta Street, in the Town of Castellan, Canterbury Land District, of a width of 66 ft., instead of 99 ft. as prescribed by section 17 of “The Land Act, 1892.”

Subsidies to Public Libraries.

NOTICE is hereby given that the sum of £3,000 has been voted by Parliament for distribution to public libraries.
The distribution will take place on the 8th February, 1904, and no claim will be entitled to consideration that shall not have been sent in in due form and received by the Secretary for Education, Wellington, on or before the 31st January, 1904.

A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year from subscriptions and donations must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. A subsidy will not be given to more than one library in the same town.

In the division of the vote a nominal addition of £25 will be made to the amount of the income of each library derived from subscriptions, donations, and rates, and the vote will be divided according to the amounts thus augmented; but no library will receive credit for a larger income than £75—that is, in no case will the augmented amount on which distribution is based exceed £100.

The whole of the subsidy must be expended without delay in the purchase of books for the library.

Application to share in the distribution must be by means of a statutory declaration by the Chairman, or Secretary, or Treasurer of the institution on behalf of which it is made, and must be accompanied by a statement of the receipts and expenditure of the institution for the year ending on the 31st day of December, 1903; and such declaration must be on the form provided for the purpose, which form shall be as follows:—
DECLARATION.
I, [Name], of [Place of abode], [Occupation], do solemnly and sincerely declare that I am Chairman [or Secretary, or Treasurer] of the [Name of institution]; that during the year ending on the 31st day of December, 1903, the receipts of the aforesaid institution for the maintenance of the library only were as follows: From rates levied by a local governing body under “The Public Libraries Act, 1869,” or “The Municipal Corporations Act, 1900,” pounds shillings and pence; from the subscriptions of members, pounds shillings and pence; and from voluntary contributions other than members’ subscriptions, pounds shillings and pence. And I do solemnly and sincerely declare that the information hereinafter furnished by me in the appendix hereto is correct in every particular; that the abstract of accounts is a true statement of the receipts and expenditure of the institution for the year herein specified; that the whole of the subsidy received during the year was expended in the purchase of books for the library; and that by the rules of the library it is open to the public free of charge.
