And I, William Benjamin Scandrett, the Mayor of the said borough, do hereby declare the said proposal to be carried.
The said proposal is as follows:—
Public notice is hereby given that the Council of the Borough of Invercargill proposes to borrow the sum of £16,000 by way of special loan under “The Local Bodies’ Loans Act, 1901,” for the purpose of constructing, providing, and establishing the following public work and engaging in the following undertaking, that is to say, the erection of a Town Hall and Municipal Offices on Sections 5, 6, 17, and 18, Block III., in the Town of Invercargill.
And notice is hereby further given that the said Council also proposes that the said loan of £16,000 and the interest thereon shall be secured upon the annual revenues, rents, issues, and profits which may be derived by the said Council from the said Town Hall and Municipal Offices and the said lands, and also upon all the general rates, and all the annual revenue, rents, and income of the Mayor, Councillors, and Burgesses of the Borough of Invercargill aforesaid.
And notice is hereby further given that the said Council also proposes that the said loan of £16,000 shall be raised by the issue of 160 debentures of £100 each, repayable at the expiration of twenty years from the date thereof respectively, and bearing interest at the rate of £4 10s. per centum per annum, payable half-yearly, and charged upon the annual revenues, rents, issues, and profits, general rates, and annual income aforesaid, and that the principal and interest of the said debentures shall be payable at the Bank of New Zealand, Invercargill.
And notice is hereby further given that the said Council also proposes that the cost of raising the said loan, and the first year’s interest thereon, shall be paid out of the said loan.

INDIAN OCEAN.
ICE.—On 20th Nov., 1903, the ship “Australia” passed two bergs, one 180 ft. high, in 40° 50′ S., 105° 32′ E., in the track of vessels bound to Australia. Feb.
On 15th Oct., 1903, the s.s. “Ruapehu” obser. five bergs, two large and three small, the highest being about 160 ft. high, in 48° S., 95° E. Feb.
AUSTRALIA.
South Coast.
SPENCER GULF.—The following beacons have been est. on the wrn. shore of the gulf:—a. Plank Pt.: A pile beacon with a square head, black, in 24 ft. l.w., in approx. 33° 32′ S., 137° 23′ E., with Plank Pt. summit (56 ft.) N. 34° W. 5 miles, and Shoal Water Pt. S. 43° W. b. Wrn. Shoal: A pile beacon with a diamond-shaped head, in 17 ft. l.w., in approx. 33° 9′ S., 137° 36′ E., on the wrn. edge of the 3-fm. patch off Wrn. Shoal, with Hummock Hill N. 2° W. 6½ miles, and Mount Young N. 68° W. April.
GULF OF ST. VINCENT.—A small cluster of rks., about 20 ft. in extent, carrying 1½ fms. at l.w. springs, exists in approx. 35° 0′ S., 133° 29¾′ E., 2¼ cables S. 44° W. from the head of Glenelg Jetty. A red cask has been provis. placed to mark the position. March.
A f. green lt., r. 5 miles, is to be exh. from a black pile beacon, in 11 ft. water, off the srn. pt. of the nrn. bank at the entr. of Port Adelaide River, about 1½ cables N. 62° W. from the old lt.-h. (34° 48′ S., 138° 28′ E.). During the constr. of this beacon, a barge and pile-driver, exh. a f. white lt., is to be moored in the position. The exact position is not given of the above beacon. April.
Torres Strait.
FLINDERS PASSAGE.—The s.s. “Maranoa” is reported to have struck on some hard substance in approx. 10° 33¾′ S., 142° 17¾′ E., in Flinders Passage, between Wednesday and Horn Isls., with King Pt. S. 52° E. one mile, and the s.-ern. extr. on Wednesday Isl. N. 43° E. Note.—The draught of the above vessel is not given, but, as the soundings on the chart in this locality are irregular, vessels should proceed with caution when passing through this passage. Feb.
BOOBY ISL.—The s.s. “Varzin,” drawing 18½ ft. is reported to have struck on a rk. in approx. 10° 32½′ S., 141° 55¼′ E., with Booby Isl. S. 8° W. 3¾ miles. The danger has been charted in the above position as “Varzin Shoal, P.D.” April.

JUAN DE FUCA STRAIT.—The s.s. “Alki,” drawing 17 ft., struck on the Hein or Fonte Bank, and in consequence it is estimated that there is a small head of hard clay and gravel, carrying 13 ft., on this shoal, in the position of the 3¼ fms. shown on the chart, in approx. 48° 20¾′ N., 123° 3½′ W. April.

West Coast.
CHILE.—UNIFORM SYSTEM OF BUOYAGE.—The following uniform system of buoyage and beaconage has been est. in Chilian waters:—1. Buoys or beacons marking the port side of the chan., harb., or river are cyl. or square, black; if surm. by a topmark, that also will be square and black. 2. Buoys or beacons marking the starb. side of the chan. are conical or pyra., red; if surm. by a topmark, that also will be conical and red. 3. Buoys or beacons marking middle grounds, which may be passed on either side, are spher., black and white hor.; if surm. by a topmark, that also will be spher., black and white hor. 4. Beacons marking rks., and those marking the coast which it is not necessary to see at any dist., are posts, surm. by topmarks, of the form and painted the colour according to the position they occupy with respect to the chan. or harb. in which they are placed. The shape and colour of the leading-beacons also corresponds with the position in which they are situated in chan. or harb. 5. Wrks. are marked by a spher., or, in default of this, cyl. buoy, green, with or without a topmark. 6. Mooring-buoys for quarantine are yellow, and those for vessels carrying explosives, red. If one buoy is used for both purposes it will be red. The name of the danger which it marks is painted in large white letters on the buoy. The form of the beacons and buoys is more important than the colour, as the colour of beacons may vary to suit the background against which they are seen. The shape of the topmarks is of greater importance than the shape of the beacons or buoys. The port side denotes that side which is on the left hand of the mariner either going with the main stream of flood, or entering a harb., river, or estuary from seaward; the starb. side denotes the right hand of the mariner under similar circumstances.
