trict; and that such special rate shall be an annual-recur-
ring rate during the currency of such loan, and be payable
yearly on the 1st day of February in each and every year
during the currency of such loan, being a period of twenty-
six years, or until the loan is fully paid off: the rate of in-
terest to be 5 per cent. per annum.

The above special order was instituted at a special meet-
ing held on the 20th day of January, 1904, and confirmed at
a meeting held on the 17th day of February, 1904.

STRATFORD COUNTY COUNCIL.

Special Order making Special Rate.

IN pursuance and exercise of the powers vested in it in that
behalf by “The Local Bodies’ Loans Act, 1901,” and “The
Counties Act, 1886,” and the Acts amending the same, the
Stratford County Council hereby resolves as follows: That,
for the purpose of providing the interest and other charges
on a loan of £50, being the further advance of 10 per cent.
on the original loan of £500 authorised to be raised by the
Stratford County Council, under the provisions of “The
Local Bodies’ Loans Act, 1901,” for completing the forming,
grading, and bridging of the Mangaehu Road from the Ma-
gaotuku Road to a point half-way along the road-frontage
of Section 16, Block III., Omona Survey District, the said
Stratford County Council hereby makes and levies a special
rate of ¼d. in the pound upon the rateable valuation of all
rateable property of the Mangaehu Road No. 3 Special-
rating District, comprising part Section 3 (eastern half),
Sections 4, 5, 6, 7, 10, 11, part Section 21 (southern half),
and part Section 23 (southern half) of Block II., Omona
Survey District, and Sections 4, 5, 6, 12, 13, 15, 16 of
Block III., Omona Survey District; and that such special
rate shall be an annual-recurring rate during the currency
of such loan, and be payable yearly on the 1st day of
February in each and every year during a period equal to
the currency of such loan, being a period of twenty-six
years, or until the loan is fully paid off: the rate of interest
to be 5 per cent. per annum.

The above special order was instituted at a special meet-
ing held on the 20th day of January, 1904, and confirmed at
a meeting held on the 17th day of February, 1904.

Notice to Mariners No. 17 of 1904.

REFERRING to Notice to Mariners No. 87 of 1903,
issued by this Department on the 7th December last,
the following notice, received from the Presidency Port
Officer, Madras, is published for general information.

INDIA.—EAST COAST.—VIZAGAPATAM.

Light established at Bimlipatam.

WITH reference to Notice to Mariners No. 58 of 1903, it is
further notified that on the 20th December, 1903, a group
occulting white light showing four occultations every minute
(a group of four occultations of about 4½ seconds separated
by light of about 5¼ seconds, and followed by light of about
26 seconds’ duration) has been established at Bimlipatam, at
an elevation of 35 ft. above high water, and visible in clear
weather from a distance of 11 miles in all directions sea-
ward. The light, which is of the fourth order (the light-
power being 500 candles), is shown from a masonry tower
36 ft. high, erected close to the port flagstaff. Approximate
position. latitude 17° 53′ N., longitude 86° 27′ E.

Marine Board, Port Adelaide, South Australia, is
published for general information.

SOUTH AUSTRALIA.—SPENCER GULF.

Plank Point.

MASTERS of vessels, pilots, and others are informed that a
pile beacon, with square head painted black, has been placed
in 24 ft. O.L.W.S., with the highest sandhill (63 ft.) at
Plank Point bearing N. 34° W., distant 5 miles. Approxi-
mate position, lat. 33° 32′ S., long. 137° 23′ E.

As the water shoals rapidly inshore of this beacon, vessels
of deep draught should not when south of it bring it to
bear eastward of north, or when north of it to the south-
ward of S.S.W.

Western Shoal.

Also that a pile beacon with a diamond-shaped head has
been placed on the western edge of the 18 ft. patch in 17 ft.
O.L.W.S., summit of Hummock Hill N. 2° W., 6½ miles
distant. Approximate position, lat. 33° 9′ S., long. 137°
36′ E.

Mariners navigating Spencer Gulf north of Tiparra Shoal
are cautioned against making too free with the western
shore, as between Franklin Harbour and Point Lowly the
shoal-water extends in several places from 1½ miles to
4 miles from the shore-line, which in many places is very
low and often distorted by mirage.

Vessels beating up or down the gulf against strong head
winds are therefore cautioned to keep about the middle of
the gulf, towards the Middle Bank Lightship, which may be
passed close-to. They may also anchor anywhere north of
Tiparra Shoal and await a slant of wind.
