Special Order made by the Council of the Borough of Napier.

THE following special order, made by the Napier Borough Council, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

NAPIER BOROUGH COUNCIL.
Special Order making Special Rate.—Security for Loan of £1,000 (Abattoir Extension).
WEDNESDAY, 2nd September, 1903. Moved by Councillor Edwards, seconded by Councillor Spence,—
In pursuance and exercise of the powers vested in it on that behalf by “The Municipal Corporations Act, 1900,” the Napier Borough Council resolves as follows, viz.: That, for the purpose of providing interest and other charges on a loan of £1,000, authorised to be raised by the Napier Borough Council, under the provisions of “The Slaughtering and Inspection Act, 1900,” for abattoir-extension purposes, the said Napier Borough Council hereby makes and levies a special rate of ½d. upon the rateable valuation of all rateable property of the Borough of Napier; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 30th day of June and the 31st day of December in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off.
Passed by the Napier Borough Council at a special meeting on Wednesday, the 2nd day of September, 1903.

Confirmation of the above Special Order.
Wednesday, 7th October, 1903. Moved by Councillor R. A. Wilson, seconded by Councillor J. P. Thomson,—
That the special order making a special rate of ½d. in the pound upon all the rateable property in the Borough of Napier for a special loan of £1,000 for abattoir-extension purposes, passed by the Council at a special meeting of the said Council on the 2nd September, 1903, be now confirmed.

THE following special order, made by the Stratford County Council, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

STRATFORD COUNTY COUNCIL.
Special Order making Special Rate.
In pursuance and exercise of the powers vested in it in that behalf by “The Counties Act, 1886,” and “The Local Bodies’ Loans Act, 1901,” the Stratford County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £800, authorised to be raised by the Stratford County Council, under the provisions of “The Local Bodies’ Loans Act, 1901,” for the purpose of defraying the cost of metalling the Makuri (Huiroa) Road for a distance of about two miles eastward from the end of the present metal, the Stratford County Council hereby makes and levies a special rate of 2½d. in the pound upon the rateable valuation of all rateable property of the Makuri (Huiroa) Road Special-rating District, comprising Sections 2, 3, 4, 5, 6, 7, south-western half of 9, 12, 13, 14, south-eastern half of 15, 23, and 24 of Block XII., Huiroa Survey District; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of February in each and every year during a period equal to the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off; the rate of interest to be 4½ per cent. per annum.
The above special order was instituted at a special meeting of the Council held on the 20th day of May, 1903, and confirmed at a meeting of the Council held on the 16th day of September, 1903.

STRATFORD COUNTY COUNCIL.
Special Order making Special Rate.
In pursuance and exercise of the powers vested in it in that behalf by “The Counties Act, 1886,” and “The Local Bodies’ Loans Act, 1901,” the Stratford County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £350, authorised to be raised by the Stratford County Council under the provisions of “The Local Bodies’ Loans Act, 1901,” for the purpose of defraying the cost of forming, grading, and culverting the Autawa Road from the suspension bridge northward as far as the money will allow, the road to be formed 12 ft. wide on the side cuttings and fillings and 10 ft. wide in the block cuttings, the Stratford County Council hereby makes and levies a special rate of 3d. in the pound upon the rateable valuation of all rateable property of the Autawa Road Special-rating District, comprising Sections 9 and 13 of Block VIII., Huiroa Survey District, and Sections 18 and 24 of Block V., Ngati-maru Survey District; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of February in each and every year during the currency of such loan, being a period of twenty six years, or until the loan is fully paid off; the rate of interest to be 4½ per cent. per annum.
The above special order was instituted at a special meeting of the Council held on the 16th day of September, 1903, and confirmed at a meeting held on the 21st day of October, 1903.

I HEREBY give notice that at the poll taken on Wednesday, the 28th day of October, 1903, on the proposal of the East Invercargill Borough Council to raise by way of loan the sum of £2,500 for the purpose of carrying out certain public works, the following votes were recorded:—
For the proposal, 68; against the proposal, 1: majority in favour of the proposal, 67.
I therefore declare the proposal carried.
