  1. That the proposal of the Council of the Borough of Timaru to raise a special loan of £6,000 for permanent improvements to the streets of the Borough of Timaru was, on the 13th day of October, 1903, duly submitted to the electors of the Borough of Timaru as by law required.

  2. That all proceedings required by law to be taken in or towards obtaining the sanction of the said electors to the proposal have been duly taken, and that the resolution in favour of the proposal has been duly carried.

And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the provisions of “The Justices of the Peace Act, 1882.”

I, JAMES CRAIGIE, Mayor of the Borough of Timaru, have the honour to notify you that the number of votes recorded at the poll of the electors of the Borough of Timaru, held, under the provisions of “The Municipal Corporations Act, 1900,” on Tuesday, the 13th day of October, 1903, for a loan of £2,500 for improving and beautifying Caroline Bay: Number of votes recorded for the proposal, 330; number of votes recorded against the proposal, 77; informal votes, 8; total votes, 415: majority of valid votes for the proposal, 253: and that the said proposal was therefore carried.

I, JAMES CRAIGIE, of Timaru, in the Provincial District of Canterbury, New Zealand, Mayor of the Borough of Timaru, do solemnly and sincerely declare—

RANGITIKEI COUNTY COUNCIL.

Result of Poll.

THE following is the result of a poll taken at Taihape on Friday, the 16th day of October, 1903, on the proposal of the Rangitikei County Council to borrow £1,000, under “The Local Bodies’ Loans Act, 1901,” for drainage-works in the Taihape Township, and to levy a special rate within the Taihape Drainage Special-rating District as security for such loan :—

Number of valid votes recorded in favour of the proposal, 20; number of valid votes recorded against the proposal, nil.

The total number of valid votes recorded in favour of the proposal being more than three-fifths of the total number of valid votes recorded at the poll, I therefore declare the proposal to be carried.

(1950.) CALIFORNIA.

San Francisco Harbour Approach — San Francisco Light-vessel No. 70—Change in Character of Light.—Notice is given that on or about 26th October, 1903, an electric light will be substituted for each of the two oil lights now shown from San Francisco light-vessel stationed about 3½ miles outside of the bar off the entrance to San Francisco Harbour, about 10⅞ miles S. 72° W. true (S.W. ⅞ W. mag.) from Fort Point Lighthouse, and about 500 ft. to the northward of the range line marked by Fort Point light and Alcatraz light. The characteristic of the lights will be changed from fixed white to fixed white during periods of 5 seconds, separated by eclipses of 10 seconds’ duration. The height of the lights will be increased to 57 ft., and their visibility to 13 miles in clear weather, the observer’s eye 15 ft. above the sea. Each light will, as heretofore, be shown from three lens lanterns encircling a masthead. No other change will be made.

(1980.) CHINA, EAST COAST.

Tung Yung Island—Non-existence of Rock to the North-eastward.—Information has been received from Commander E. C. Hardy, H.B.M. surveying-vessel “Waterwitch,” that an examination recently made of the area north-east of Tung Yung Island shows there is nothing less than depths of 29 fathoms, mud, in the position or in the neighbourhood of the rock reported to exist 6 miles north-eastward from that island. This rock, the existence of which rests on slender foundation, and of which nothing is known by the Chinese fishermen in the neighbourhood, has therefore been expunged from the Admiralty charts. Approx. position: Lat. 26° 27′ 45″ N., long. 120° 34′ 15″ E. (N.M. 39, 1903.) (Notice to Mariners No. 708, Admiralty, London, 1903.) Hydrographic Office charts: Nos. 529 and 1305.
