Philippine Islands.
LUZON.—MALABRIGO Pt. Lt.-h.—This lt.-h. (13° 36′ N., 121° 16′ E.) was to be altered in colour from red to white. Sept.
SAMAR.—KALBAYOK RIVER.—On 10th July, 1903, the colour of the lt. exh. in 12° 4′ N., 124° 36′ E., on the S.E. entr. pt. of the river, was to be altered from white to red. Sept.
SAMAR.—KATBALOGAN RIVER.—A f. white lt., vis. from S. 77° E., through E. and N., to N. 14° W., but obsc. by the Daraguai and Kagdullon groups of isls., elev. 130 ft., R. 12 miles, is est. on a perm. structure in 11° 46¾′ N., 124° 52¼′ E., on the N. pt. of the entr. to the river, with Jesus Pt. N. 81° W. 6 cables, and Aguada Pt. S. 17° E. Sept.
NORTH AMERICA.—WEST COAST.
British Columbia.
FISHER CHAN.—A small pinnacle carrying 9½ ft. at l.w. has been found on Walbran Rk. The rk. is at present thickly marked with kelp. Sept.
QUEEN CHARLOTTE SOUND.—The lt.-h. on the islet close wrd. of Egg Isl. has been moved 64 ft. N. 22° E., and is now vis. from N. 39° W., through N., E., and S., to S. 6° W., obsc. by Egg Isl. elsewhere, elev. 85 ft. above h.w., R. 15 miles, in 51° 14¾′ N., 127° 51′ W., on the extr. summit of the islet. Sept.
Vancouver Island.
SISTERS RKS. LT.-h.—A small rk., carrying 10 ft. at l.w., with 7 fms. between it and the rk. on which the lt.-h. stands (49° 29′ N., 124° 28′ W.), lies one cable N.E. from the lt.-h. Close outside the rk. is 20 fms., deepening rapidly to 40 fms. and no btm. Also, a rk. which dries 1 ft. at extreme l.w., where 5 fms. is shown on the charts, lies 1¾ cables S. 28° W. from the lt.-h. Sept.
California.
SAN FRANCISCO HARB.—Arch Rock, in approx. 37° 49½′ N., 122° 26¾′ W., 8 cables to the wrd. of Alcatraz Isl., has been removed, and there is now a depth of 30½ ft. at l.w. over the position it formerly occupied. Sept.
The f. white lt. (37° 48′ N., 122° 20′ W.) has been moved 75 ft. N. 76° W., and exh., without change of char., from a white square building with brown pyra. roof, about ¹⁄₁₆ mile wrd. of the end of, and nearly in line with, the N. jetty at the entr. to San Antonio Creek, Oakland Harb. A new fog bell, struck by machinery, a single blow every 5 secs (the same char. as the old bell) is also est. in the new building. Sept.

SHOAL OFF OTAGO HARBOUR ENTRANCE.

NOTICE is hereby given that there has been considerable shoaling of the water on a bank which has been forming one cable and half a cable to eastward of Otago Harbour main entrance, and in one place having only 11 ft. when the Sand Flat beacons are in line. The Otago Harbour Board have previously notified (Notice No. 66 of 1903) that masters should not use the old channel, but should in future work the main channel only.
The following-mentioned soundings have been taken, which, if plotted on the chart, will indicate the direction in which the bank has been forming :—
18 ft., N. 24° W. 6·6 cables from Taiaroa Head Lighthouse.
(This is the furthest northern shoaling. At 7 cables off the lighthouse the soundings showed practically the same as on the Admiralty Chart.)
20 ft., N. 24° W. 6·1 cables from Taiaroa Head Lighthouse.
18 ft., N. 26° W. 5·2 " " "
27 ft., N. 34° W. 4·95 " " "
18 ft., N. 32° W. 3·9 " " "
18 ft., N. 59° W. 2·65 " " "

There has been no shoaling in the centre of the main channel on the line of leading-beacons, but the channel is narrowed, especially near the North Mole end.

Licensing of Vehicles.—By-law made by the Thames County Council.

IT is hereby notified, in accordance with section 311 of “The Counties Act, 1886,” that so much of By-law No. 1, made by the Thames County Council on the 23rd day of September, 1903, as appoints the several sums to be paid to the Thames County funds for the licensing of vehicles plying for hire for the carriage of passengers or goods within the County of Thames has this day been approved by His Excellency the Governor.

Bonus for Treatment of Auriferous Black Sand.

NOTICE is hereby given that a bonus of £2,000 will be paid to any person who, before the 1st January, 1904, shall invent such appliances as will successfully save gold from black sands in New Zealand.
The bonus will be paid on compliance with the following conditions :—

The invention shall, in its main features, differ from all machinery and appliances at present in use for the saving of gold, whether coarse or fine.

It shall be readily transportable from place to place, and shall be capable of utilising local water for all its requirements.
-
The invention must be capable of treating not less than 30 cubic yards an hour of black sand or any coarser material up to a diameter of 4 in. ; and it must be capable of treating such material profitably where there is not more than a value, in gold, of 3d. per cubic yard; not less than 80 per cent. of the gold contained in the material to be recovered by the machine.

No bonus to be paid until the invention has been continuously worked for not less than six months, and it shall, during that period, have treated not less than 100,000 cubic yards of material, working three shifts a day.

The bonus will be paid on the certificate of an officer that not less than twenty persons other than the applicant for the bonus are successfully working the invention.

Any person who receives the bonus shall not be allowed to take out patent rights in New Zealand for his invention.
