main physical and geographical features, the distribution of mineral products and of kauri gum, the distribution of vegetable products, the distribution of industries, the distribution of forests and of the main timber trees, the distribution of density of population, railway routes and trade lines, routes by sea to the countries with which most trade is done. He should also know what special inducement is offered by the Government of New Zealand to any given trade, and what exports and imports are carried on under special Government supervision or regulation.

Group IV.

(37.) Book-keeping.—(a.) The same matter as is required for Class D [clause 23, section (27)], but treated in a more advanced manner. (b.) The explanation of the more difficult commercial terms, such as rebate, account current, account sales, depreciation, lease, assignment, bill of sale, bill of lading, freight, dock warrant, free on board, demurrage, average, brokerage, ad valorem, del credere. A knowledge of the transactions involved and the documents employed in connection with the purchase and sale of goods, with the import and export trades, with partnership accounts, assignments, adventures, and account sales. A knowledge of the cash-book ruled for discount, office, and bank, and of bill-books. A general knowledge of the nature of capital, of debentures, stocks, and shares, and of company and government book-keeping.

(38.) Shorthand.—Writing one hundred and thirty words a minute, and transcribing accurately into longhand. Candidates should be able to explain the principles of the system they use.

(39.) Needlework.—The same as for Class D. [See clause 35, sections (1) to (6), and clause 23, section (29).]

(40.) Two of the subjects of Handwork (1) to (8).—[See clause 36.]

SPECIAL CERTIFICATES FOR HANDWORK AND OTHER SUBJECTS.

  1. Candidates may, upon giving notice in the usual way as provided for in clauses 18 and 19, and upon payment of an entrance fee of two shillings and sixpence for each branch taken, be examined in any one or more of the branches of manual work named in this clause, and shall, upon passing, receive a special certificate of having so passed. A successful candidate that holds a teacher’s certificate of any class may elect to surrender his special certificate and to have his success recorded by endorsement upon his teacher’s certificate instead. (The issue of a special certificate for drawing is provided for in clause 23, section (5).)

(1.) Modelling in plasticine or clay: Finger and tool impressions and strokes, and the production of simple borders, patterns, and ornamental devices. Modelling in low relief of borders, patterns, and ornamental devices. Modelling in relief and in the round of simple natural forms and common objects.

(2.) The following subjects: (a.) Paper work: Paper folding, and the necessary drawing in connection therewith; paper parquetry, or designing with coloured papers, combined with colour work with brush or stump. (b.) Paper or straw plaiting, cane weaving. (c.) Wire work or brick laying, with the drawing necessary for teaching how to make plans and elevations.

(3.) Modelling in carton and cardboard, with the drawing necessary for the construction of the nets, and for the representation of plans, elevations, oblique projections, and sections of suitable objects. A candidate may also be required to sketch the objects made.

(4.) Wood work, and the drawing pertaining thereto.

(5.) Iron work, and the drawing pertaining thereto.

(6.) Cookery, household management, laundry work. (Two of these branches will suffice.)

(7.) Dairy work.

(8.) Cottage gardening, including a practical knowledge of the life of plants.

(9.) Knitting.

(10.) First aid and ambulance.

(11.) Military and physical drill.

(12.) Swimming and life saving.

The Department reserves the right to hold the examinations in these subjects at any time and place, or to require candidates to take the examination of the City and Guilds of London Institute or other examinations.

SPECIAL MENTION AT EXAMINATION.

  1. With the report of every examination for certificates, lists will be published containing the names of candidates who pass in any subject well enough to deserve special mention.

LICENSE TO TEACH.

  1. A candidate that falls not far short of the examination requirements for a certificate may, if of the age of twenty-one years, and having not less than two years’ experience as defined in clause 5, receive a license to teach, which license shall be in force for two years from the last day of June or the last day of December, as the case may be, next following the date on which it is issued, and shall during its currency have the force of a certificate.

LIST OF CERTIFICATED TEACHERS.

  1. In the month of June in each year a list of teachers holding certificates and licenses shall be issued by the Minister of Education, and such list shall set forth in every case of promotion to a higher class or division the reason of such promotion; and after the publication of such list every teacher that has been so promoted shall be entitled, upon making due application to the Inspector-General of Schools, to have a record of his promotion endorsed upon his certificate. The name of any teacher that is not known to have been actively engaged in the work of education at any time during the previous five years shall be omitted from the list, unless he shall have made application since the publication of the previous list to have his name retained on the list or restored to it.

OLD CERTIFICATES.

  1. Subject to the provisions of clause 1, certificates, licenses, passes, partial passes, and exemptions from examination granted under any regulations hereby repealed shall remain in force under these regulations, except that provisional certificates granted to teachers that have still to pass in one or more of the subjects necessary to their examination shall rank as licenses to teach.

CANCELLATION OF CERTIFICATES.

  1. The Minister of Education shall have power to cancel any certificate or license to teach if the holder of such certificate or license shall at any time be proved guilty of immoral conduct or gross misbehaviour within the meaning of “The Education Act, 1877,” or of any subsequent Act.

GENERAL.

  1. These regulations shall come into force on the first day of June 1904, and on that day the regulations that were previously in force shall be deemed to be repealed.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-sixth day of October, 1903.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by section twelve, subsection one, of “The Public Works Acts Amendment Act, 1900,” it is enacted that a local authority shall not declare any county or district road to be stopped, and such road shall not be deemed to be stopped, until the consent thereto of the Governor by Order in Council gazetted is obtained:

And whereas the Clutha County Council has applied for such consent in respect to the road described in the Schedule hereto:

Now, therefore, in pursuance and in exercise of the above-in-part-recited Act, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby consent to the Clutha County Council closing the road mentioned in the Schedule hereto.
