New Caledonia.
UEN ISL.—CAPE NDUA.—On 1st Sept., 1902, 2 F. white leading lts. were to be exh. on the cape, Prony Bay approach:—The high lt., elev. 620 ft. above H.W., R. 15 miles, from a stone block, 6 ft. high, in approx. 22°23½′ S., 166°56′ E., on the summit of the cape. The low lt. vis. from N.65° W., through W., to S.43° W., elev. 374 ft. above H.W., R. 10 miles, from a stone block 3 ft. high, 3 cables N.57° E. from the high lt. These 2 lts. in line S.57° W. lead through Havannah Passage. After passing Ioro Reef from the erd., the high lt. is obsc. It is intended to exh. a red sector of 5° from the high lt. over Prony Reef. Nov.
TCHIO.—A shoal carrying 2 fms. lies in approx. 21°35′ S., 166°14′ E., in the approach to Tchio, with Nuimbua Isl. N.60° E., 5 cables, and Tchio Church S.18° E. Dec.
Fiji Islands.
WAKAYA REEF LT.—This lt. (F. white) in 17°41½′ S., 179°4¾′ E., is vis. from S.46° W., through W. and N., to S.84° E., and obsc. in other directions. Dec.
Friendly Islands.
TONGATĀBU.—The red conical buoys marking the Juno Rk. (approx. 21°4½′ S., 175°11¼′ W.), the Augusta Rk. (approx. 21°3¼′ S., 175°11¼′ W.), and the buoy in approx. 21°2¼′ S., 175°15¼′ W., 2¾ cables nrd. of Atatá, Egeria Chan., have all been disc. Dec.

QUEEN CHARLOTTE SOUND.—The following rks. lie in New Chan.: (a.) A rk., awash at L.W. springs and marked by kelp, in approx. 50°52¼′ N., 127°33′ W., with Race Isl. N.70° E., 9¼ cables, and the wrn. extr. of Staples Isl. N.27° W. (b.) A rocky head, carrying 4¾ fms. at L.W., one mile S.-erd. of the above, with White Rk. N.32° E., 5¼ cables, and the wrn. extr. of Staples Isl. N.46° W. Dec.
VANCOUVER HARB.—On 15th Nov., 1902, the following F. white leading lts. were to be est. on the nrn. end of Galiano Isl.: The front lt. elev. 23 ft. above H.W., R. 9 miles on the alignment exh. from a square lt.-h. with an octagonal lantern, white, 24 ft. high, in 49°1′ N., 123°35′ W., on Race Pt., 50 ft. from the water’s edge; the rear lt. elev. 36 ft. above H.W., R. 11 miles, exh. from a square lt.-h. with square lantern, white, 31 ft. high, on the first pt. S.-wrd. of Race Pt., 125 ft. from the water’s edge, and 400 yds. S.7° E. from the front lt.-h. Dec.
BAYNES SOUND.—Three red spar buoys with movable topmarks are moored in the sound to mark the prize-firing baseline used by the Royal Navy. The S.-ern.-most buoy lies 7¾ cables S.65° W. from the highest tree in the clump on Sandy Isl.; the middle buoy 10¾ cables S.85° W.; and the N.-wrn. buoy 13¾ cables N.85° W. from the same tree. The topmarks will only be used when ships are engaged prize-firing. The target on the small Sandy Islet 8½ cables N.54° W. from the highest tree on Sandy Isl. will be marked by a post with a notice-board on it. Dec.
Oregon.
COLUMBIA RIVER BAR.—Peacock Spit bell buoy, conical, latticework surm. by a bell, has been disc., it being impracticable to keep it in position, owing to heavy seas and tides. Dec.
SOUTH AMERICA.
East Coast.
RIO DE LA PLATA.—A pyra. beacon with platform on top, black and white hor., elev. 19 ft. above H.W., is est. as a surveying-mark, in approx. 35°4′ S., 57°1′ W., on the sands, 7 miles N.31° E. from the Indio Pt. lt.-v. Dec.
PARANAGUA BAY.—The white bell buoy marking the entr. to the N. chan. into the bay has been moved to the position of the red buoy marking the entr. to the S. chan., and that buoy has been transferred to the position occupied by the bell buoy at the N. chan. entr. The bell buoy will in future be 5 miles S.38° E. from the fort on the Isl. do Mel (25°31′ S., 48°19½′ W.), and the red buoy 6⁷⁄₁₀ miles S.71° E. from the same pt. Dec.
SOUTH ATLANTIC OCEAN.
Special Warning to Mariners.
ICE.—On 9th May, 1902, the “Alsternixe” passed an iceberg ⅓ mile long, drifting E.N.E., in 52° S., 56° W. Aug. On 31st July, 1902, the ship “Lynton” passed through field ice in about 56° S., 53° W. Also, on 4th Oct., 1902, the s.s. “Panama” passed a large iceberg in about 53°22′ S., 59°50′ W., to the srd. of the Falkland Isls. From these reports it would appear that ice is again found in the neighbourhood of the Falkland Isls.; mariners are warned accordingly. Dec.

SPECIAL ORDERS MADE BY THE COUNCIL OF THE BOROUGH OF GISBORNE.
SPECIAL orders of the Gisborne Borough Council passed at a special meeting of the Council held at Gisborne on the 9th December, 1902, and confirmed at a meeting of the Council held on the 6th January, 1903:—
Special Order authorising Raising of a Loan of £4,000 for Establishment of Abattoirs.
In pursuance and exercise of the powers vested in it in that behalf by “The Municipal Corporations Act, 1900,” “The Slaughtering and Inspection Act, 1900,” and amendments thereto, the Gisborne Borough Council hereby resolves as follows: That for the purpose of the establishment of public abattoirs the Gisborne Borough Council hereby decides to raise a special loan of £4,000 from the Government under the provisions of “The Local Bodies’ Loans Act, 1901,” and amendments thereof, for a term of forty-one years, at the rate of 3½ per cent. per annum. It is proposed to pay cost of raising the loan and first year’s interest out of loan.
Special Order making Rate, Abattoir Loan.
In pursuance and exercise of the power vested in it in that behalf by “The Municipal Corporations Act, 1900,” and amendments thereof, the Gisborne Borough Council hereby resolves as follows: That for the purpose of providing the interest and sinking fund and other charges upon a loan of £4,000 authorised to be raised by the Gisborne Borough Council under the provisions of “The Local Bodies’ Loans
