WAIUKU ROAD BOARD.
Proposed Loan, £600.

RESULT of a poll taken on the 15th day of August, 1903, at the Road Board Office, Waiuku, on a proposal to borrow the sum of £600 under “The Local Bodies’ Loans Act, 1901,” for the purpose of metalling further portions of the main Waiuku–Drury Road:—

Number of valid votes given for the proposal, 27; number of valid votes against the proposal, nil; informal votes, nil.

As the number of valid votes (27) recorded in favour of the proposal is greater than three-fifths of the total valid votes recorded, I therefore declare the proposal carried.

Despatch from the Secretary of State respecting Law of Italy affecting Free Entry to Museums, &c.

SIR,—I have the honour to inform you that I have learnt from the Foreign Office that His Majesty’s Chargé d’Affaires at Rome has reported that applications are being received at the British Embassy from various British colonial subjects, arriving in Italy for purposes of study, who, having left their colony in ignorance of the new regulations with regard to entry without payment to the national museums, galleries, excavations, and monuments of Italy, are not furnished with the necessary academic document upon which free passes are granted.

  1. I transmit, therefore, for your information, and for such publication as may be considered desirable, a copy of a notice recently issued (17th June, 1902) from the Foreign Office giving the substance of the law passed in April last in so far as it affects foreigners coming to Italy for purposes of study.

(ENCLOSURE TO CIRCULAR DATED 1ST NOVEMBER, 1902.)

His Majesty’s Chargé d’Affaires at Rome has sent to the Foreign Office the law regulating entry, without payment of the ordinary fee, to the national museums, galleries, excavations, and monuments of Italy, which has been approved by the Royal Decree of the 13th April, 1902.

The privilege of free entry is by the law accorded to foreigners who are—

(a.) Artists.

(b.) Art students and art critics who have issued noteworthy publications.

(c.) Professors of Archæology, History, Literature, and Art.

(d.) Pupils of archæological, historical, and art institutions; students in the departments of literature and philosophy, and in schools of practical engineering.

Applications for a general permit for free entry to all museums, &c., must be sent to the Ministry of Public Instruction on stamped paper of 1 lira 20 c., with an unmounted photograph (of the applicant) not to exceed 5 centim. by 8 in size.

Applications for free entry to archæological and artistic institutes in a single town must be sent on stamped paper of 60 centimes to one of the heads of the institutes; and if the permit is required for more than a month a photograph must be sent of the size mentioned in the preceding paragraph.

The applications must be accompanied by the following documents:—

For persons under (a) and (c), by an academic document visé by the Italian Diplomatic Representative or Consul in the country to which the applicant belongs, or by the Diplomatic Representative of that country in Italy.

For persons under (b), by one of the publications which they have published.

For persons under (d), by an official document showing that they stand on the books of the institutions mentioned under that heading, for the year in which they apply. The document must be visé as in the case of the documents furnished by persons under (a) and (c).

As His Majesty’s Diplomatic Representative at Rome is not always in a position to authenticate, without previous inquiry, documents issued by institutions in the United Kingdom, art students, &c., are recommended to have such documents countersigned by the Italian Consular officers in this country before leaving.

CHINA SEA, ETC.

Cochin China.

CAPE VARELLA.—A group-fl. white lt. showing groups of two fls. every 10 secs., dura. of each fl. 1/10 sec., elev. 318 ft. above H.W., R. 24 miles, is to be exh. from a cyl. granite lt.-h., 46 ft. high, now being constr. in 12° 53¾′ N., 109° 26¼′ E., on the pt. srd. of Cape Varella. This lt. will probably be exh. exper. at the end of 1903. July.

PULO GAMBIР (KAMBIR).—A group-fl. white lt. showing groups of four fls. every 15 secs., dura. of each fl. under 1/10 sec., elev. 387 ft. above H.W., R. 26 miles, is to be exh. from a cyl. granite lt.-h., 42 ft. high, now being constr. in 13° 36¼′ N., 109° 20¼′ E., on the summit of the ern. pt. of Pulo Gambir. This lt. will probably be exh. exper. in 1904. July.

KIN HON (THI NAT) HARB.—A F. white lt., vis. over an arc of 275°, elev. 164 ft. above H.W., R. 8 miles, is to be exh. from an iron gibbet attached to a dwelling now being constr. in 13° 45¼′ N., 109° 13½′ E., on the S.W. pt. of the Huong Mai Penin., entr. to the harb. The lt. will probably be exh. exper. at the end of 1903. July.

Annam.

TOURANE BAY.—The F. white lt. in 16° 8¼′ N., 108° 17¾′ E., on Tien Sha Penin. is to be replaced by a group-fl. white lt. every 10 secs.—Fl. 1/10 sec.; ecl. 2½ secs.; fl. 1/10 sec.; ecl. 7³/₁₀ secs.—vis. from N. 39° W., through W. and S., to S. 53° E., elev. 518 ft. above H.W., R. 20 miles, exh. from a stone lt.-h. with white lantern, 28 ft. high. The new lt. was to be exh. exper. on 15th May, 1903, and during the exper. the F. white lt. was to remain exh. July.

China.

NAU CHAU ISL.—A fl. white lt. every 5 secs., elev. 341 ft. above H.W., R. 26 miles, is to be exh. from a cyl. stone lt.-h. 62 ft. high, now being constr. in 20° 54′ N., 110° 35½′ E., on the summit of the isl. This lt. will probably be exh. exper. in March, 1904. July.

WUSUNG RIVER.—With reference to prev. notices, further notice has been given that the following alterations have been made in the lts. and buoys at the bar: 1. Wusung bar lt., F. (31° 23¼′ N., 121° 30′ E.), has been altered to show white from the coast to the nrd. to S. 22° W.; green from S. 22 W. to S. 65° W.; and red from S. 65° W. to the river’s bank srd. of the lt.-h. 2. A F. red lt. is exh. from a white pole surm. by a disc, est. on the extr. of Prince’s Wharf 8/10 cable N. 76° E. from Wusung Bar Lt.-h. This red lt. in line S. 76° W. with Wusung bar lt. leads over the deepest water on the outer bar, and the sigs. now given indic. the depth on this line. 3. A conical buoy, red and black vert., surm. by a black ball, is moored in 18 ft. on the n.-ern. edge of Wusung Spit, with Wusung Lt.-h. S. 62° W. 10¹/₁₀ cables. 4. Fort lt.-buoy, exh. an occ. white lt., vis. 4 secs., ecl. 2 secs., has been moved about 1 cable S. 48° W., and now lies with Wusung Lt.-h. S. 87° W. 4¹/₁₀ cables. Vessels anchoring outside should take up a berth well clear of the leading-marks over the bar. July.

SHANGHAI.—Tsung Ming Crossing W. Spit buoy in approx. 31° 28¼′ N., 121° 29¼′ E., and E. Entr. buoy, have been replaced by lt.-buoys, conical (the former red and black vert., and the latter black), each exh. an occ. white lt., vis. 4 secs., ecl. 2 secs. Also the S.E. Spit buoy, at the srn. entr. to the Harvey Pt. Chan., has been replaced by a lt.-buoy, conical, black, exh. an occ. white lt., vis. 4 secs., ecl. 2 secs. July.

AUSTRALIA.

West Coast.

FREMANTLE APPROACH.—With reference to Admiralty Notice to Mariners No. 374 of 1903: Further notice has been given that on 1st August, 1903, the following buoys are to be est. in the approach to Fremantle: (a.) A red conical buoy moored in approx. 31° 58′ S., 115° 33′ E., about 1 cable nrd. of Roe Reef, off the N. coast of Rottnest Isl., with Bathurst
