THE following special order, made by the Remuera Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

REMUERA ROAD BOARD.—WATERWORKS BY-LAWS.

By-laws of the Remuera Road Board, made in pursuance of “The Road Boards Act, 1882,” and “The Road Boards Act 1882 Amendment Act, 1888,” by special order, and sealed with the common seal of “The Inhabitants of the Remuera Road District” on the 20th day of March, 1903 :—

In pursuance of sections 126 to 131 of “The Road Boards Act, 1882,” and Part I. of “The Road Boards Act 1882 Amendment Act, 1888,” and of all other powers and provisions it hereunto enabling, the Remuera Road Board hereby makes and levies the following rates, and declares the following as the conditions upon which the said Road Board will supply water on and to all the rateable properties within the Remuera Road District from the date of these by-laws being duly gazetted.

Explanation of Terms used herein.

“Board” shall mean the Remuera Road Board.

“Ordinary supply” shall mean water supplied by meter, and to be used continuously by householders and residents for their usual purposes.

“Extraordinary supply” shall mean water supplied to builders and others, and water supplied for any other purposes than ordinary supply.

“Consumer” shall mean any person who has applied for or agreed to take water from the Board.

Ordinary Supply.

On properties in the Remuera Road District all consumers to be supplied by meter at the following rates :—

  1. If by ½ in. service meter and ½ in. service pipe, at 1s. 6d. per 1,000 gallons, and minimum charge shall be for 2,500 gallons at least per quarter. Rent of meter, 1s. 3d. per quarter in addition.

  2. If by ¾ in. service meter and ¾ in. service pipe, at 1s. 6d. per 1,000 gallons, and minimum charge shall be for 3,500 gallons at least per quarter. Rent of meter, 2s. per quarter in addition.

  3. If by 1 in. service meter and 1 in. service pipe, at 1s. 6d. per 1,000 gallons, and minimum charge shall be for 5,000 gallons at least per quarter; rent of meter 3s. 6d. per quarter in addition.

  4. All applications for the supply of water shall be made in writing at the office of the Board in the form set out in the Schedule hereto.

  5. Rates by meter shall be payable quarterly.

  6. The fee for cutting off and turning on water-supply, 5s. each.

  7. Persons making application for connection with the water-main shall pay to the Board 30s. for laying service pipe and necessary work in connection therewith to the boundary of the property to be supplied. This applies to applications made after 30th April, 1903.

  8. Meters shall be fixed in such places as the Board shall direct, and be charged for as mentioned in scale of charges.

  9. Should any meter be out of repair, or cease to register, or register inaccurately, or be considered so or to do so by the officer duly appointed by the Board, he shall estimate the consumption at the average of the previous four quarters charged to the consumer, and such decision shall be final, and the consumer shall pay the Board in accordance with such decision.

  10. All water-meters must be enclosed in a wooden box, and the keys of both meters and boxes, duly labelled with the name of the owner, must be lodged at the office of the Board. If required by the consumer the box may have a glass front.

Extraordinary Supply.

  1. Temporary supply to builders and others by meter shall be paid for at the rate of 2s. 6d. per 1,000 gallons, with a minimum charge for at least 10,000 gallons; but no rent shall be charged for the meter, and the consumer shall return the same to the Board in good order and condition.

Plumbers.

  1. Competent plumbers, approved by the officer appointed by the Board, may be licensed by the Board to lay pipes and do any work in connection with water-supply on payment of an annual fee of £1 1s., or by paying 2s. 6d. for every authority issued. No person, unless duly licensed by the Board, shall attach or alter or do any work in connection with any service pipe, or in any other way interfere with any pipe, tap, cock, or any matter or thing connected with the water-supply.

  2. No licensed plumbers shall do any work connected with the water-supply without giving at least one clear day’s notice thereof, and receiving written authority to do such work from the officer appointed by the Board.

  3. Plumbers shall be responsible for all damage done or caused by them in performing any work whatever, either through bad workmanship or inferior material.

  4. All work shall be done to the satisfaction and approval of the Waterworks Engineer or other officer appointed by the Board, and must be passed by him before the water shall be turned on at the main.

  5. All drawing-cocks used must be of the best quality and most approved description, and must be those known as “screw-down” valves; and in exposed or public places must be enclosed with a wood or iron box, under lock and key, of a size, quality, and description approved on behalf of the Board.

  6. Every licensed plumber shall forward a monthly return (on forms supplied to him) of the work he has done during the preceding month to the office of the Board, and shall not be entitled to do any work in connection with the waterworks while he makes default in complying herewith.
