THE following Proclamation by the Governor of the State of Victoria, dated 26th May, 1902, is published for general information.

Vegetation Diseases Acts, 1896 and 1901.
INSECTS AND FUNGI.
Proclamation.
IN pursuance of the provisions contained in “The Vegetation Diseases Act, 1896” (59 Vict., No. 1432), and “The Vegetation Diseases Act, 1901” (1 Edw. VII., No. 1773), I, the Governor of the State of Victoria, by and with the advice of the Executive Council thereof, do by this my Proclamation declare certain insects named respectively as hereunder, that is to say,—
Acarid (“Maori” on citrus fruits),
Aspidiotus rossi (black flat scale),
Aspidiotus coccineus (red or orange scale),
Aspidiotus perniciosus (San José scale),
Caecocia responsana (light-brown apple-moth),
Carpocapsa pomonella (codlin-moth),
Chionaspis citri (white scale of orange),
Chionaspis eugeniae (white mussel-scale),
Halterophora capitata (European fruit-fly),
Leptops hopei (apple-root borer),
Lecanium olea (olive-scale),
Mytilaspis pomorum (apple-bark or mussel-scale),
Mytilaspis citricola (lemon leaf and peel scale),
Myzus cerasi (black peach-aphis),
Phylloxera vastatrix (vine-louse),
Selandria cerasi (pear-slug), and
Tephritis tryoni (Australian fruit-fly),
to be insects within the meaning of the said Acts; and certain fungi named respectively as hereunder, that is to say,—
Fusicladium dendriticum (apple-scab),
Fusicladium pyrinum (pear-scab)
Phyllosticta circumscissa (shot-hole of apricot),
Exoascus deformans (leaf-curl of the peach),
Phoma citricarpa (anthracnose, or black spot of the orange and lemon),
Cladosporium carpophilum (peach-freckle),
Puccinia pruni (prune-rust),
“Melanose,” and
“Bitter pit,”
to be fungi within the meaning of the said Acts.
By-laws regulating Traffic on Tirau–Rotorua and other Roads.
IN pursuance and in exercise of the powers conferred by section 130 of “The Public Works Act, 1894,” and its amendments, I, Thomas Young Duncan, Minister of Lands, do, in respect of the Government roads known as Tirau–Rotorua (from the Piako County boundary to its junction with Tauranga–Napier Road), Tauranga–Napier Road (from the Tauranga County boundary to Runanga), Taupo–Tokaanu Road (from its junction with the Tauranga–Napier Road at Waipahihi to Tokaanu), Lichfield–Atiamuri Road (from the Piako County boundary to its junction with the Tauranga–Napier Road near Mangaharakeke Stream), Wairakei–Puketara Road (from Wairakei to its junction with the Tauranga–Napier Road at Puketara), Rotowhero–Waikaremoana Road (from Rotowhero to Ruatahuna), Maketu–Rotorua Road (from the Tauranga County boundary at Waiwhakaretu to Rotorua), Rotorua–Te Teko Road (from its junction with the Maketu–Rotorua Road near Te Ngae to Te Teko), Mamaku to Tirau–Rotorua Road (from the Mamaku Railway-station to its junction with the Tirau–Rotorua Road), Mamaku–Arahiwi Road (from Mamaku to Arahiwi), Rotorua–Taupo Road (from its junction with the Tauranga–Napier Road at the Hemo Gorge through Waio-tapu to Taupo Township); all roads in Mamaku Village; Waimangu Geyser Road (from its junction with the Rotorua–Taupo Road near 13-mile post from Rotorua (Earthquake Flat) to Waimangu Geyser), Rotorua–Wairoa Road (from its junction with the Maketu–Rotorua Road at the 2-mile post from Rotorua to Te Wairoa, Tarawera Lake), Rotorua–Ngongotaha Mount Road (where it branches off from Napier–Tauranga Road, about a mile and a quarter north of Rotorua, to the summit of Ngongotaha Mountain), Maraeroa–Oturoa Road (from its junction with the Tauranga–Napier Road near the 7-mile post from Rotorua to its junction with Tirau–Rotorua Road), hereby make the following by-laws:—

The use of bullocks as traction animals on the said roads is prohibited for the period from 1st May to 1st November in any year.

The haulage or transportation on the said roads of any vehicle, engine, or machine coming under the definition of “heavy traffic” within the meaning of clause (a) of subsection (1) of section 130 of “The Public Works Act, 1894,” during the months of May, June, July, August, and September in any year shall cease.
“Heavy traffic” is defined, in the section above referred to, to be “the transportation of any vehicle, engine, or machine which shall itself, or together with any thing or things being transported thereon, weigh more than one and a half tons avoirdupois to each pair of wheels.”
- The width of tires of all vehicles upon the said roads, whether plying for hire or not, shall bear the following proportion to the number of animals employed to draw the same, that is to say:—

No more than eight bullocks shall be used at any one time as traction animals to any vehicle having two wheels, nor more than twelve bullocks as traction animals to any vehicle having four wheels.
- I do hereby prescribe that the weight of timber carried on any vehicle subject to these by-laws shall be ascertained by measurement at the rate of 600 superficial feet of timber to the ton weight avoirdupois; and I do further prescribe that the manner of ascertaining the weight of the following articles shall be by computation according to the following scale:—
Wheat, 10 bags of 4 bushels to 1 ton weight avoirdupois.

The driver of any vehicle or machine shall, at the verbal request of any person authorised by me, stop such vehicle or machine, and shall give such information as to the load thereon or contents thereof, and as to the quantity, weight, size, or measurement of the same, as such person shall require, and the driver shall stop such vehicle or machine for such reasonable time as such person may require for the purpose of ascertaining such quantity, weight, size, or measurement.

If any person shall commit a breach of any of the foregoing by-laws he shall be liable, upon conviction for such breach, to a penalty of £5: Provided that the Court before which proceedings may be taken in respect of such breach may, if it thinks fit, impose such lower penalty as it may think adequate to the particular case.
