Shooting Season for Imported and Native Game, License Fee, &c., Otago District.

RANFURLY, Governor.

IN exercise of the powers vested in me by “The Animals Protection Act, 1880,” and the Acts amending the same, I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, do hereby notify that hares and Californian quail may be taken or killed within the Otago District—being all that area in the Provincial District of Otago bounded on the east and south by the ocean from Shag Point to the mouth of the Mataura River; on the west, south-west, and south by the Mataura River and the Counties of Southland and Wallace; on the north-west by the ocean; and on the north, north-west, and north-east by the Counties of Westland and Waitaki: excepting therefrom the County of Lake and the areas described in the Schedule hereto—from the first day of April, one thousand nine hundred and two, to the thirtieth day of June, one thousand nine hundred and two, both inclusive (subject, nevertheless, to the restrictions in the said Acts mentioned). And I do further notify that licenses to take or kill such game within the said district shall be issued on payment of the sum of twenty shillings each, and that licenses to sell game and native game shall be issued on payment of the sum of five pounds each; and the Chief Postmaster at Dunedin is hereby appointed to sign and issue the said licenses.

And I do further declare that native game, excepting wild geese, tui, huia, white heron, bittern, and crested grebe, may be taken or killed within the abovementioned district from the first day of April, one thousand nine hundred and two, to the thirtieth day of June, one thousand nine hundred and two, both days inclusive.

SCHEDULE.

AREAS WITHIN WHICH GAME AND NATIVE GAME MAY NOT BE TAKEN OR KILLED.

  1. ALL that area in the Greenvale Survey District described in the New Zealand Gazette No. 81, of the 5th October, 1899, page 1870.

  2. The Lakes Waihola and Waipori, and half a mile of land surrounding them. (See New Zealand Gazette No. 107, of the 19th December, 1899, page 2317.)

  3. The Lagoon Reserve in the Borough of Hawksbury. (See New Zealand Gazette No. 4, of the 10th January, 1901, page 70.)

  4. All that area between Milford Sound and Lake Te Anau. (See New Zealand Gazette No. 10, of the 6th February, 1902, page 240.)

As witness the hand of His Excellency the Governor, this third day of March, one thousand nine hundred and two.

Amendments to the Volunteer Regulations.

RANFURLY, Governor.

WHEREAS by “The Defence Act, 1886,” it is, among other things, enacted that the Governor may from time to time make, alter, or revoke regulations respecting, inter alia, the enrolment, promotion, discipline, training, exercise, and pay of the Forces, or any portion thereof, and respecting the several other matters in the said Act relating to Volunteers: And whereas on the twenty-sixth day of February, one thousand eight hundred and ninety-five, certain regulations were made under the said Act, and were published in the New Zealand Gazette of the twenty-eighth day of February, one thousand eight hundred and ninety-five: And whereas it is expedient to revoke part of the said regulations and to make additional regulations as hereinafter set forth:

Now, therefore, I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, in pursuance and exercise of the above-recited power and authority, do hereby revoke regulation number fifty-nine of the said recited regulations, and do hereby make the several additional regulations set forth in the First and Second Schedules hereto. And I do further declare that the regulations hereby made shall come into force on the twenty-sixth day of February, one thousand nine hundred and two.

FIRST SCHEDULE.

  1. REGULATIONS FOR SCHOOLS OF INSTRUCTION FOR OFFICERS AND NON-COMMISSIONED OFFICERS.

  2. STAFF ESTABLISHMENT.

The establishment of the School of Instruction shall consist of—

(a.) Commandant and Chief Instructor.

(b.) Sergeant-major for field-engineering instruction.

(c.) Sergeant-major for musketry instruction.

Attached for duty as required—

(d.) Regimental sergeant-major, R.A., for instruction in artillery subjects.

(e.) Sergeant-major for instruction in mounted infantry duties.

(f.) Sergeant-major, infantry duties, and clerk.

In addition, when necessary, an officer may be attached as acting adjutant during the course.

While so attached regimental sergeant-major, R.A., will be allowed 4s. per diem, the sergeant-major, mounted infantry and infantry duties, 2s. per diem, clerk, 2s. per diem, extra; and the acting adjutant 5s. per diem extra-duty pay, exclusive of Sundays.

  1. With a view to raise the standard of proficiency of officers and N.C.O.s of New Zealand Forces, classes of instruction will be held from time to time under the direction of the Commandant of the Forces.

  2. Courses for officers and N.C.O.s of the various arms will be arranged for by the Commandant, Schools of Instruction. Places and dates will be published in General Orders from time to time, as follows:—

For officers—

A course: Headquarters corps.

B course: Outlying corps.

For N.C.O.s—

C course: Headquarters corps.

D course: Outlying corps.

  1. HOURS OF ATTENDANCE.

A Class.—7.30 p.m. to 9.30 p.m. Mondays to Fridays, 3 p.m. to 5 p.m. on Saturday afternoons; and will extend over about six weeks.

B Class.—6.30 a.m. to 7.30 a.m., 9 a.m. to 11.30 a.m., 2 p.m. to 5 p.m., and lectures in the evening; and will be for three weeks.

C Class.—Same as for A.

D Class.—Same as for B.

  1. Applications to attend courses for which dates have been fixed must be forwarded (see form of application) through officers commanding districts, to reach headquarters at least fourteen days prior to date of commencement of course.

All correspondence addressed to Commandant, School of Instruction, should be forwarded through officers commanding districts, unless otherwise notified.

  1. Officers and N.C.O.s attending B and D classes respectively will be accommodated, as far as is found practicable, in barracks, a daily charge being made for messing, and applications should state whether candidates desire to avail themselves of the accommodation provided. N.C.O.s will be attached for maintenance to the Permanent Artillery, and will be charged about 2s. per diem for messing.

  2. ALLOWANCES.

Free railway-passes and passages to join the courses, and return journey, will be granted to all officers and N.C.O.s selected.

Subject to passing the examination at the conclusion of the course, and on recommendation of the Commandant of the School, the following will be allowed:—

For B and D courses: Officers, 6s. 6d. per diem and N.C.O.s 5s. per diem for the period over which the course extends.

For A and C courses: A grant of £4 for officers, and for N.C.O.s £2 and a badge.

An extra grant, £2 per annum for two years after date of passing examination, will be made towards capitation of corps for each officer and N.C.O. who has passed the School of Instruction in all subjects, and is in possession of the certificate.

Bedding will be supplied, but candidates must bring their own blankets.

  1. KNOWLEDGE OF DRILL REQUIRED BEFORE ATTENDING A CLASS.

Candidates will be expected to have prepared themselves by previous study, and should be conversant with—

Field Artillery.

Officers.—Gunnery terms; knowledge of ammunition, &c.; foot-drill (movements by fours and divisions); fire discipline of a battery; gun-laying; battery gun-drill; ranging; guard-mounting; manual exercise.
