ing light will be discontinued from the night of Monday,
the 19th January, 1903, to the night of Sunday, the 1st
February, 1903, both of those nights being included in the
period of discontinuance. During that period a fixed white
light, visible about fifteen miles from a vessel’s deck in
clear weather, will be exhibited.

Permits for Transvaal and Orange River Colonies, South

THE following telegram, dated London, 1st December
instant, received from the Secretary of State for the
Colonies, is published for general information.

TELEGRAM.
On representation of Lord Milner, it has been decided,
after 1st December, no permits to Transvaal or Orange
River Colony will be issued except at South African ports.
Persons wishing to proceed to those colonies should there-
fore apply for permits to Permit Office at port where they
propose to land.
Such permits may be refused, and, in order to avoid
disappointment or delay, it is suggested that persons about
to go to those colonies should ascertain, before sailing for
South Africa, from Permit Office at port of landing whether
permits will be granted.
Under Peace Preservation Ordinance now in force in
Transvaal and Orange River Colony persons entering with-
out permits may be ordered to leave, and, if order is not
obeyed within a certain time, are liable to fine and im-
prisonment.
Should be glad if your Ministers would give instructions
accordingly to Permit Officers in New Zealand, whose ser-
vices will be no longer required, and also publish notice to
above effect.
Notice respecting Proposed Alteration in the Boundaries of
the Borough of Roslyn, County of Taieri.

PURSUANT to section 176 of “The Municipal Corpora-
tions Act, 1900,” His Excellency the Governor directs
it to be notified that a petition in accordance with regula-
tions, signed by not less than one-fourth of the electors of
the area described in the Schedule hereto, has been pre-
sented to him, praying that the said area may be excluded
from the Borough of Roslyn and included in the County of
Taieri.
All persons affected are hereby called upon to lodge any
written objections to or petitions against the proposed
alteration within one month from the first publication of
this notice.
Such objections or petitions are to be addressed and for-
warded to the Colonial Secretary, Wellington.

SCHEDULE.
AREA PROPOSED TO BE SEVERED FROM THE BOROUGH OF ROSLYN.
ALL that area in the Otago Land District, situated in
Waikari and Dunedin and East Taieri Survey Districts,
bounded towards the north generally by Sections Nos. 31,
2 of 32, and 1 of 32, Block V., Dunedin and East Taieri
Survey Districts; a road, Section No. 57, and a road form-
ing the southern boundary of the last-mentioned section,
and by Sections Nos. 56 and 59, Block V. aforesaid, to the
westernmost corner of Section No. 53, Waikari Survey Dis-
trict: thence towards the north-east generally by the last-
mentioned section to Helensborough Road: thence towards
the south-east generally by Helensborough Road to Sec-
tion No. 130, Waikari Survey District; thence by the south-
eastern boundary-line of the said Section No. 130 and that
boundary-line produced across a road to Section No. 115;
thence by a road forming the north-eastern and south-
eastern boundaries of the said Section No. 115, and the road
forming the south-eastern boundary of Section No. 116,
Waikari Survey District, and by a closed road in the Lower
Kaikorai Survey District, to the easternmost corner of Sec-
tion No. 121, Waikari Survey District; thence by Sections
Nos. 121, 122, 123, 124, 125, 126, 127, 128, and 129, Waikari
Survey District, to the westernmost corner of the last-men-
tioned section: thence towards the south-west generally by
Sections Nos. 1 of 49, 2 of 49, 68, and 57, Block VI., Dun-
edin and East Taieri Survey District, and by the eastern
boundary-line of the last-mentioned section produced across
a road; thence by the road forming the northern boundaries
of Sections Nos. 57, 56, 55, and 54 to the easternmost corner
of Section No. 52, Block VI. aforesaid; and thence by the
said Section No. 52 to its northernmost corner: thence
towards the west generally by Sections Nos. 2 of 27 and 50,
Block VI. aforesaid, to the Dunedin and North Taieri Road;
thence by the said Dunedin and North Taieri Road to a
point in line with the eastern boundary-line of Section
No. 65, Block VI. aforesaid; thence by a right line across
that road and by the said Section No. 65 to its northern-
most corner; and thence by a right line across a road to the
south-western corner of Section No. 31, Block V., Dunedin
and East Taieri Survey District, the place of commence-
ment.

By-laws for the Management of the Picton Railway Wharf.

IN pursuance and exercise of the powers conferred by
“The Government Railways Act, 1900,” I, Joseph
George Ward, the Minister for Railways, do hereby make
the following by-laws for the management of that portion
of the Picton section of railways (being one of the railways
open for traffic in the Colony of New Zealand) known as
the Picton Railway Wharf, that is to say:—
BY-LAWS.
- The Harbourmaster shall have power to close the
Picton Railway Wharf, or any portion thereof, whenever
he considers it advisable to do so, and no person shall enter
upon the wharf or portion thereof so closed without the
consent of the Harbourmaster. - No person shall be allowed on the said wharf unless
he has, in the opinion of the Harbourmaster, legitimate
business to warrant his presence thereon. - No person shall disobey the orders of the Harbour-
master, or in any way obstruct the traffic on the said wharf,
or make use of abusive or improper language thereon, or
refuse or fail to truly state the nature of his business war-
ranting his presence on the said wharf when asked by the
Harbourmaster so to do. - Every person when on the said wharf, whether em-
ployed on the wharf or not, shall be under the control of
the Harbourmaster, and shall immediately leave the wharf
if ordered to do so by him. - Every person who commits a breach of any of the
foregoing by-laws shall be liable to a penalty not exceeding
£1 if he is employed in or about the railway and the by-law
relates to his conduct, and to a penalty not exceeding £10
in any other case.

me by section 2 of “The Towns Main Streets Act, 1902,”
I, Thomas Young Duncan, Minister of Lands, do hereby
authorise the laying-off of the main streets in the Town of
Somerfield, Canterbury Land District, of a width of 66 ft.,
instead of 99 ft., as prescribed by section 17 of “The Land
Act, 1892.”
