- The owner of any vehicle engaged in heavy traffic used
in carting bricks, pipes, stone, earth, or scoria ash upon any
of the roads within the boundaries of the Eden Terrace Road
District shall before using such vehicle upon any such roads
apply to the Eden Terrace Road Board for a license, and
shall pay to the said Board the yearly license fee as fol-
lows, viz. :
For vehicles having tires of the width of 4½ in. or £
over .. 5
For vehicles having tires under 4½ in. in width .. 10
- Provided nevertheless that the Board may in its
discretion, and on application by the owner or driver of
any vehicle engaged in heavy traffic, permit the owner or
driver of such vehicle to use the same for the purpose of
carting bricks, pipes, stone, earth, or scoria ash upon or over
all or any of the roads within the boundaries of the aforesaid
road district without having paid such license fee, upon
payment to the said Board of the following charges by way
of compensation for any damage likely to occur to such
roads :
For every load carried on any one day upon s. d.
or over any such road .. .. .. 1 0
If more than three loads are carried in any one
vehicle on any one day upon or over any such
roads, then for that day .. .. .. 3 0

Any person who after the coming into operation of this
by-law shall use any vehicle for heavy traffic within the
boundaries of the Eden Terrace Road District without having
first paid the said license fee for such vehicle, or obtained the
permission of the said Board under clause 2 of these by-laws,
and paid the charges prescribed thereunder, or who shall do
or cause to be done or be concerned in doing anything con-
trary to any provision of these by-laws, or shall omit to do
anything required to be done by him by any such provision,
shall be deemed to have committed a breach of these by-
laws, and on conviction thereof shall be liable for each offence
to a penalty not exceeding £5. -
“Heavy traffic” shall mean the transportation of any
vehicle, engine, or machine which shall, together with any
bricks, pipes, stone, earth, or scoria ash being transported
thereon, weigh more than 1½ tons avoirdupois to each pair
of wheels. -
Any constable or any officer of the Board may stop and
detain any vehicle which in his opinion infringes any of
these by-laws, and inspect, examine, and measure the tires
thereof, and the weight of such vehicle and the contents
thereof; and the driver or person for the time being in charge
of such vehicle shall permit such inspection, examination,
measurement, and weighing to be made accordingly, and
shall, if so requested by any such constable or officer of the
Board, take such vehicle, together with the contents thereof,
to the nearest public weighbridge, and then and there weigh
the same, and no person shall obstruct any such constable or
officer in or about the making of such inspection, examina-
tion, measurement, or weighing. -
Applications for licenses under clause 1, or a permit
under clause 2, of these by-laws shall be made in writing to
the Clerk of the Board. Such licenses or permits shall be
under the hand of the Clerk. All licenses shall expire twelve
calendar months from the date of the issue thereof. -
The Clerk shall keep at the office of the Board a register
of all licenses issued under clause 1, and permits under
clause 2, of these by-laws. Such register shall be open to
public inspection without fee. -
Every license shall be numbered, and the owner of the
licensed vehicle shall cause the number to be legibly painted
and maintained during the currency of the license on the
off side of such vehicle, in black figures on a white ground,
together with the letters “E.T.R.B,” each of such figures
and letters to be not less than 1½ in. in length.
I hereby certify that the foregoing special order was duly
passed on the 14th day of October, 1902, and the several pro-
visions of sections 75 and 76 of “The Road Boards Act, 1882,”
and “The Public Works Act, 1894,” and “The Public Works
and Government Railways Acts Amendment Act, 1895,”
were duly complied with.

THE following special order, made by the Stratford
County Council, is published in accordance with the
provisions of “The Local Bodies’ Loans Act, 1901.”

STRATFORD COUNTY COUNCIL.
Special Order making Special Rate.
In pursuance and exercise of the powers vested in it in that
behalf by “The Counties Act, 1886,” and “The Local
Bodies’ Loans Act, 1901,” the Stratford County Council
hereby resolves as follows :
That, for the purpose of providing the interest and other
charges on a loan of £177, being the further advance of
10 per cent. on the original loan of £1,775 authorised to be
raised by the Stratford County Council under the provisions
of “The Local Bodies’ Loans Act, 1901,” for completing the
construction of portions of the Brewer, Kirai, Makahu, and
Mangaehu Roads as contemplated under the original loan
proposal, the said Stratford County Council hereby makes
and levies, in accordance with the Acts providing for rating
on the unimproved value of land, a special rate of ³⁄₁₆d. in
the pound upon the rateable valuation of all rateable pro-
perty of the Brewer, Kirai, Makahu, and Mangaehu Roads
Special-rating District, comprising Sections 12 and 134 of
Block XIV.; Sections 1, 2, 3, 4, 5, 6, 7, 8, 9, part 15 (north-
eastern half), 16, 17, 18, 28, and 29 of Block XV.; Sec-
tions 1, 2, 3, 4, 5, 6, part 7 (eastern half), 8, 9, 10, 11, 12, 13,
14, 16, and 17 of Block XVI.; all blocks being in the Ngati-
maru Survey District; Subsections 13 and 16, Pohokura
Block; Subsection 1, Pahautuhia Block; and part of Sub-
section 9, Pohokura Block, being 500 acres bounded on the
south by the southern boundary of Subsection 9, Pohokura,
on the east by the Makahu Road, on the north by a line
parallel to the southern boundary of Subsection 9, Poho-
kura, and on the west by Section 12 of Block XI., Ngati-
maru Survey District; and that such special rate shall be an
annual recurring rate during the currency of such loan, and
be payable yearly on the 1st day of February in each and
every year during a period equal to the currency of such
loan, being a period of twenty-six years, or until the loan is
fully paid off; the rate of interest to be 4½ per cent. per
annum.
The above special order was instituted at a special meeting
of the Stratford County Council held on the 15th day of
October, 1902, and confirmed at a meeting held on the 26th
day of November, 1902.

every year during a period equal to the currency of such
loan, being a period of twenty-six years, or until the loan is
