Regulations for Civil Service Examinations.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this twenty-fourth day of July, 1901.

THE RIGHT HONOURABLE R. J. SEDDON PRESIDING IN COUNCIL.
WHEREAS by “The Civil Service Reform Act, 1886” (hereinafter called “the principal Act”), it is enacted that, with certain specified exceptions, all appointments to the Civil Service shall be by competitive examination, in subjects to be appointed by the Governor in Council : And whereas by “The Civil Service Examination Act, 1900” (hereinafter called “the amending Act”), it is enacted that no cadet appointed after the passing of the principal Act shall receive more than two hundred pounds per annum unless he has passed such examination as is prescribed by regulations to be made under the amending Act by the Governor in Council, and also that no cadet appointed after the passing of the amending Act shall receive more than two hundred pounds per annum unless he has passed the Senior Civil Service Examination, or until he shall have served in the Civil Service for a period of five years, and shall have passed the examination to be prescribed as aforesaid under the amending Act :
Now, therefore, His Excellency the Governor, by virtue of the power and authority conferred upon him by the said Acts, and of all other powers hereto him enabling, and by and with the advice and consent of the Executive Council of the colony, doth hereby revoke all the regulations heretofore made under the principal Act prescribing examinations under that Act, and in lieu thereof doth make the regulations specified in the Schedule hereto prescribing the examination requirements contemplated by the said Acts :
Provided that, notwithstanding such revocation, the regulations made on the twenty-sixth day of September, one thousand eight hundred and ninety-eight, shall be deemed to continue in force in so far as is necessary in order to give effect to clause twelve of the regulations specified in the Schedule hereto.
SCHEDULE.
REGULATIONS FOR THE JUNIOR EXAMINATION.

THE competitive examination, hereinafter called “The Junior Examination,” required by “The Civil Service Reform Act, 1886,” shall be held every year, in the month of January, between the sixth day and the eighteenth day of the month, in every city or borough in which the Board of any education district has its office, and in any other places that may from year to year be appointed for the purpose by the Minister of Education.

Every candidate for the Junior Examination must give notice, and such notice must be in a form prescribed by the Minister of Education, and must be sent so as to be delivered at the office of the Education Department not later than the thirty-first day of October next before the examination : Provided that a candidate’s notice shall be received between the thirty-first day of October and the fifteenth day of November if it is accompanied by a bank receipt for a late fee of one pound, in addition to the receipt referred to below for the ordinary entrance-fee. With the aforesaid notice, each candidate must send, —
(a.) Evidence of having attained the age of fifteen years.
(b.) Testimonials as to character.
(c.) A bank receipt for the payment of one pound to the Public Account at some branch of the Bank of New Zealand ; and
(d.) The names of the two optional subjects chosen by the candidate.
If the candidate is willing to accept appointment to some one particular department only, or to one of two or more departments, and to no other, it will also be necessary for him to send —
(e.) The name of the particular department or departments.

As soon as possible after a Junior Examination has been held, the Minister of Education shall publish a list of the names of the candidates, arranged in the order of their merit, which order shall be wholly determined by the marks assigned to the several candidates by the several examiners, except that if the marks assigned to any candidate in any subject are so low that, in the judgment of the Minister, they indicate failure in that subject, such marks shall not be counted.

Appointments to places in the Civil Service (with the exceptions indicated in the aforesaid Act), in the order in which vacancies occur, shall be offered to the candidates in the order in which their names appear in the published list of the results of the Junior Examination of the January next preceding the date at which the appointments are offered, except that a candidate for appointment to one particular department only, or to one of two or more particular departments only, named by him at the time of giving the notice required by clause 2 of these regulations, shall not receive an offer of appointment to any department that he has not so named ; and that girls shall receive offers of appointment to such vacancies only as in the opinion of the departments concerned are suitable for girls. Every candidate, on receiving an offer of appointment, must produce a medical certificate of fitness for the service, such certificate being in the form prescribed in the Schedule hereto, and the appointment shall not take effect until the certificate is received and approved of. A candidate declining an offer made to him under this clause shall have his name struck off the list of candidates for appointment unless the Colonial Secretary otherwise directs.

At every Junior Examination every candidate shall be examined in the three following subjects : (1) English grammar, composition, and spelling ; (2) Arithmetic ; (3) Geography ; and these shall be called compulsory subjects for the Junior Examination : and, at the same examination, also in two (and not more than two) subjects chosen by the candidate from the following list of subjects, which shall be called optional subjects : —
(1.) Latin ;
(2.) Greek ;
(3.) French ;
(4.) German or Italian ;
(5.) Maori ;
(6.) Elementary mathematics ;
(7.) English history ;
(8.) Elementary theoretical mechanics ;
(9.) Elementary chemistry ;
(10.) Sound, light, heat ;
(11.) Magnetism and electricity ;
(12.) Elementary botany ;
(13.) Elementary zoology ;
