The red lt. prev. exh. from the head of the Petroleum Depot Pier is now exh. from the end of the Bulk Oil Pier. Oct.
ALLEPPI.—The s.s. “Bhundara” is reported to have obtained a sounding of 4½ fms. off the Travancore coast, with Porakad (9° 21½′ N., 76° 22′ E.) S. 73° E., 5 miles, and Alleppi lt.-h. N. 15° E., and continued to get soundings of this depth for 3 miles, until Porakad bore N. 75° E., 4 miles, and Alleppi lt.-h. N. 6° E., when the depth increased to 7 fms. As the “Bhundara” afterwards steered in towards Porakad and first deepened the water to 8 fms. before reaching the bank extending off the shore, there would appear to be a detached bank of considerable size further out off the shore. COLOMBO HARB.—Mariners arriving off the port at night are cautioned not to come within ½ mile of the red lt. on the end of the breakwater, when a red lt. is shown from the flagstaff in answer to their sig. for a pilot, until they see the pilot-boat showing a flare-up lt. approaching them. Oct.
EASTERN ARCHIPELAGO, ETC.
Malacca Strait, &c.
DIAMOND PT.—The master of the s.s. “Nevasa” reports having seen discoloured water, and obtained shoal soundings of from 5½ to 8 fms., about 5 miles nrd. and N.-erd of Diamond Pt., Sumatra, where the chart shows depths of from 28 to 32 fms. Until this locality has been resurveyed, mariners are recommended to give Diamond Pt. a berth of at least 7 miles when passing it. Approx. position of the 5½ fms. 5° 21′ N., 97° 30½′ E. Oct.
ASAHAN RIVER.—The F. white lt., exh. from a post on the N. side of the entr. to the river, has been replaced by a more powerful F. white lt., vis. from S. 4° E., through S., to S. 57° W., R. 11 miles, exh. from a white frame iron lt.-h. 42 ft. high, in 3° 1½′ N., 99° 51′ E. Oct.*
GASPAR STRAIT.—A small reef, about 50 yds. in extent, carrying 2¼ fms., lies in approx. 3° 28¾′ S., 107° 11¼′ E., with Shoalwater Isl. lt.-h. N. 7° E., 9½ miles, and Sand Isl. S. 75° W., 1 mile. Oct.
PACIFIC OCEAN.
Samoa Islands.
TUTUILA.—PANGO PANGO HARB.—A F. white lt., elev. 183 ft. above H.W., R. 8 miles. is exh. from a white tripod in 14° 19′ S., 170° 39¼′ W., on the highest pt. of the bluff over Breaker Point, E. side of entr. to the harb. March.*
Two F. red leading-lts., R. 3 miles, are est. on the nrn. shore of the harb.—the front lt. elev. 20 ft., exh. from an iron standard, in approx. 14° 18′ S., 170° 40′ W., immediately in front of the new Roman Catholic church and about 10 yds. from H.W. mark; the rear lt. elev. 75 ft., exh. from a similar standard, ½ cable N. 27° W. from the front lt. These lts. in line, N. 27° W., lead into the harb. A red lantern lt. is exh. from the end of the pier in front of the Customhouse. Oct.
Tuamotu or Low Archipelago.
FAKARAVA ISL.—ROTOAVA.—A F. red lt. is exh. from a pole, 30 ft. high, in 16° 2½′ S., 145° 38¼′ W., about 50 yds. N. 49° E. from the shore end of the pier at Rotoava. The white pyra. near this position no longer exists. Also, the shoal, carrying 5 ft., marked on the chart as lying S. 41° W., one mile from the site of the white pyra., is situated 7 cables S. 18° W. from it, or 4 cables further erd. than prev. charted. Also, with regard to the beacons and buoy marking the shoals in the approach to Rotoava—(a) the 2 white beacons prev. marking the Poniu Reef in approx. 16° 4¼′ S., 145° 43¼′ W., no longer exist; (b) the reef Togamaitu-i-tai is now marked by a white beacon on its wrn. end, the 2 red beacons prev. marking it no longer exist; (c) the 2 red beacons prev. marking Togamaitu-i-uta Reef no longer exist; (d) the 8 ft. patch, lying 8 cables to the nrd. of Togamaitu-i-uta Reef, prev. marked by a black buoy, is now marked by an iron pole surm. by a white cyl.; (e) the Tapaeroa Reef is now marked at its N.-wrn. end by a pole surm. by a ball, instead of by a red beacon as formerly. Oct.

Subsidies to Public Libraries.

NOTICE is hereby given that the sum of £3,000 has been voted by Parliament for distribution to public libraries.
The distribution will take place on the 8th February, 1902, and no claim will be entitled to consideration that shall not have been sent in in due form and received by the Secretary for Education, Wellington, on or before the 31st January, 1902.

A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club, whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year from subscriptions and donations must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. A subsidy will not be given to more than one library in the same town.

In the division of the vote, a nominal addition of £25 will be made to the amount of the income of each library derived from subscriptions, donations, and rates, and the vote will be divided according to the amounts thus augmented; but no library will receive credit for a larger income than £75—that is, in no case will the augmented amount on which distribution is based exceed £100.

The whole of the subsidy must be expended in the purchase of books for the library.

Application to share in the distribution must be by means of a statutory declaration by the Chairman, or Secretary, or Treasurer of the institution on behalf of which it is made, and must be accompanied by a statement of the receipts and expenditure of the institution for the year ending on the 31st day of December, 1901; and such declaration must be on the form provided for the purpose, which form shall be as follows:—

I, [Name], of [Place of abode], [Occupation], do solemnly and sincerely declare that I am Chairman [or Secretary, or Treasurer] of the [Name of institution]; that during the year ending on the 31st day of December, 1901, the receipts of the aforesaid institution for the maintenance of the library only were as follows: From rates levied by a local governing body under “The Public Libraries Act, 1869,” pounds shillings and pence; from the subscriptions of members, pounds shillings and pence; and from voluntary contributions other than members’ subscriptions, pounds shillings and pence. And I do solemnly and sincerely declare that the information hereinafter furnished by me in the appendix hereto is correct in every particular; that the abstract of accounts is a true statement of the receipts and
