notice dated the 29th day of August, 1901, and signed by the Chairman and Clerk of the County of Selwyn, and published in the Lyttelton Times newspaper of the 31st day of August, the 7th, 14th, 21st, and 28th day of September, and the 5th day of October, 1901, in pursuance of section 193 of the said Act, was duly submitted to the ratepayers in respect of the properties proposed to be rated as stated in the said proposal, at the schoolhouse at Rabbit Island, Mr. W. Aitken’s house near Irwell, and the library at Tai Tapu, within the area proposed to be rated, on the 1st day of November, 1901, and that the said resolution was duly carried. The voting in respect of the said resolution was as follows :—
Number of ratepayers who voted at the poll, 135; number of votes recorded in favour of the proposal, 182; number of votes recorded against the proposal, 5.

In the matter of “The Counties Act, 1886,” “The River Boards Act, 1884,” “The Halswell River Drainage District Act, 1893,” and “The Local Government Voting Reform Act, 1899”; and in the matter of a proposal for the construction and execution of certain works within the Halswell River Drainage District, as set out in a notice dated the 29th day of August, 1901, and signed by the Chairman and Clerk of the County of Selwyn, and published in the Lyttelton Times newspaper on the 31st August, 1901; and in the matter of “The Justices of the Peace Act, 1882.”
I, William Jameson, of Christchurch, Clerk to the Council of the County of Selwyn, do solemnly and sincerely declare,—

That all proceedings required by the above-named Acts, or any of them, to be taken in or towards obtaining the sanction of the ratepayers to the above-mentioned proposal have been duly taken.

That a poll of the ratepayers in respect of properties proposed to be rated as stated in the said proposal was duly taken at the library at Tai Tapu, the schoolhouse at Rabbit Island, and Mr. W. Aitken’s house near Irwell, within the area proposed to be rated, on the 1st day of November, 1901, and that the resolution in favour of the said proposal was duly carried. The voting on the said resolution was as follows, that is to say :—
Number of ratepayers who voted at the poll, 135; number of votes recorded in favour of the proposal, 182; number of votes recorded against the proposal, 5.
And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the provisions of “The Justices of the Peace Act, 1882.”

SPECIAL ORDER PASSED BY THE OKATO ROAD BOARD.
Oxford Road Special Rating District.
In pursuance and exercise of the powers conferred by “The Local Bodies’ Loans Act, 1886,” and “The Government Loans to Local Bodies Act, 1886,” the Okato Road Board do hereby resolve as follows :—
That, for the purpose of providing interest at the rate of 4 per cent. per annum and other charges on a loan of £500, authorised to be raised by the Okato Road Board, under the provisions of “The Local Bodies’ Loans Act, 1886,” for the construction of roads and streets in the Okato Township and Oxford Road, the said Okato Road Board does hereby make and levy a special rate of ½d. in the pound upon the rateable valuations of all rateable property of the Oxford Road Special Rating District, comprising Okato Township Sections 51 to 54, 59 to 62, 65, 66, 69, 70, 73, 74, 77, 78, 81, 82, 85, 86, 89, 90, 93, 94, 97, 98, 101, 102, 105, 106, 109, 110, Block VI.; Town Belt, 3, 4, Block VI.; Rural Sections 38, 39, 42, 43, 44, 48, 49, 53, 54, 57, 58, 59, 62, 63, 67, 68, 69, 73, 74, 75, 76, 77, 81, 82, 85, 86, 87, 90, 91, 92, 94, 95, 96, 99, 100, 101, 102, 105, 106, Block VI.; Sections 12, 13, 14, 16, 17, Block X.; Sections 7, 8, 9, 10, 11, 12, 13, Block XI.; all in the Cape Survey District, and containing 4,503 acres (be the same a little more or less): and that such special rate shall be an annual rate during a period equal to the currency of such loan, being a period of thirty-two years, or until the loan is fully paid off, and that such rate shall be payable yearly on the 1st day of April in each and every year.

THE following Notices to Mariners, received from the Board of Trade, London, are published for general information.

RED SEA.
NEW LT.-HS.—During Sept., 1901, the constr. of lt.-hs. was to be commenced at the following places in the Red Sea :
- At Mocha, near the S. fort, in approx. 13° 18′ N., 43° 13′ E.
- On Quoin Isl., Abu Ail group, in approx. 14° 5′ N., 42° 48′ E. 3. On Centre Peak Isl., Zebayir group, in approx. 15° 1′ N., 42° 9′ E. 4. On the Isl. of Jebel Tier, in approx. 15° 32′ N., 41° 49′ E. To facilitate the constr. of these lt.-hs., and to carry the material and working-parties, &c., the s.s. “Afrique” will be constantly employed. The “Afrique,” which flies the French flag, will also show at the foremost-head a white pennant with the word “Afrique” in red letters, above a square flag with red and blue corners, having in the centre a red lt.-h. on a white lozenge, and the letters B.B.T. above the lt.-h. Masters of vessels passing near the “Afrique” are requested to take letters from her, for transmission to the constructors, on the usual sig. (JY) being made by the International Code. During constr. powerful lts. may be used at the lt.-h. sites for facilitating the work by night, and also on board the steamer “Afrique,” which will often lie at anchor in their vicinity. One or two black flags hoisted at the lt.-h. works will indic. that a serious accident has happened, or that there is urgent need for help. In this case the masters of vessels are requested to sig. the accident to the “Afrique,” should they afterwards encounter her, or to report it at the first tel. station they pass, or, if possible, to afford assistance themselves. The lts. at these lt.-hs. may be exper. shown before being perm. exh. Oct.

KARACHI HARB.—Lts. are now exh. from the following buoys in the harb. :—a. A F. white lt. on the red conical buoy, No. 2, in approx. 24° 47¾′ N., 66° 58¾′ E., marking the srn. limit of the port. b. A F. green lt. on the red buoy, one cable N. 77° W. from the Bulk Oil Pier. c. A F. green lt. on the black buoy, one cable N. 66° W. from the nrn. end of the Merewether Pier. Also, the 2 leading lts. (F. red) prev. shown from the chan. beacon in the railway yard have been disc., and are now exh., elev. 38ft. and 29ft. respectively, from a beacon in 24° 48¼′ N., 66° 58¾′ E., 300 ft. N. 16° W. from the front chan. beacon, which exh. a F. green lt. Oct.
