EKETAHUNA COUNTY.

THE following is the result of the poll taken on the 31st October, 1900, at Mr. Holdsworth’s residence, Rongomai, on a proposal to borrow £1,000, under “The Local Bodies’ Loans Act, 1886,” and the Amendment Act of 1899, for the works of metalling and road-formation on Hamua–Rongomai Road (£650), formation on Makakahi Road North (£50), and to supplement Government subsidy (£1 for £1) for erection of traffic-bridge over the Makakahi River at Hamua (£300) :—

Number of ratepayers on special roll, 13, representing 15 votes: Number of votes recorded for the proposal, 8; against, 4.

As a majority of the votes were recorded in favour of the proposal, I therefore declare the proposal carried.

THE following is the result of the poll taken on the 31st October, 1900, at the County Offices, Eketa huna, on a proposal to borrow £75, under “The Local Bodies’ Loans Act, 1886,” and the Amendment Act of 1899, for the work of metalling portions of North Road, West Parkville :—

Number of ratepayers on special roll, 6, representing 6 votes: Number of votes recorded for the proposal, 2; against, nil.

As a majority of votes were recorded in favour of the proposal, I therefore declare the proposal carried.

Number of ratepayers on special roll, 3, representing 3 votes: Number of votes recorded for the proposal, 1; against, nil.

As the vote recorded in favour of the proposal constitutes a majority, I therefore declare the proposal carried.

My Lord,—In reply to your Lordship’s despatch, No. 42, of the 2nd July, I have the honour to inform you that the Queen has been graciously pleased to approve of the retention of the title of “Honourable” by Mr. John McKenzie, who has served for more than three years as a member of the Executive Council of the Colony of New Zealand.

A notice to this effect will be published in the London Gazette.

Additional Regulations for Examination of Masters and Mates

IN pursuance and exercise of the powers vested in me by the 24th and 25th sections of “The Shipping and Seamen’s Act, 1877,” I do hereby make the following additional regulations for the conduct of examinations of masters and mates, and as to the qualifications of candidates; and I do order that these regulations shall be read with and form part of the regulations for the examination of masters and mates which were made on the 2nd day of April, 1898, and published in the New Zealand Gazette No. 24, of the 7th day of the same month.

REGULATIONS.

Provisional Certificates.

  1. PROVISIONAL certificates for foreign-going ships or for foreign-going steamships, according to the candidate’s qualifications, are granted on the conditions stated below to any officer of the Mercantile Marine who may require such a certificate to qualify him for appointment to or promotion in the Royal Naval Reserve. These certificates are only issued for Royal Naval Reserve purposes, and do not authorise the holders to go to sea as first mate or master.

  2. Candidates for these certificates must apply at a Mercantile Marine office, fill up the form of application (Exn. 2), and pay the usual fee. They must produce their first or second mate’s certificates of competency and an authority from the Registrar-General of Seamen before they can be examined.

  3. Provisional Certificates as First Mate.—Provisional certificates as first mate are granted to candidates who can prove that they have served five years at sea, and that during one year of this period they have served in a capacity not lower than fourth mate while holding a second mate’s certificate. They must pass the usual examination for first mate and pay the usual fee. The provisional certificate is exchangeable for the full certificate as first mate, without further payment or examination, on production to the Marine Department of satisfactory proofs that the holder has served at sea not less than twelve months in a foreign-going vessel in a capacity not lower than fourth mate, and that during the whole of that period he has been in regular charge of a watch and in possession of a full certificate of competency as second mate.

  4. Provisional Certificates as Master.—Provisional certificates as master are granted to candidates who can prove not less than six and a half years’ service at sea, and who pass the usual examination for master and pay the usual fee. Of this service two and a half years must have been served in a capacity not lower than fourth mate of an ocean-going steamship, during the last twelve months of which the candidate must have been in possession of a full certificate as first mate. These certificates will be exchanged for the full certificate as master without further payment or examination, on production to the Marine Department of satisfactory proofs that the holder has served at sea not less than two and a half years in a foreign-going vessel in charge of a watch in a capacity not lower than fourth mate, and that during twelve months of this period he has served as second mate while in possession of a full certificate of competency as first mate.
