Licensing of Vehicles By-law made by the Whangaroa County Council approved.

IT is hereby notified, in accordance with section 311 of “The Counties Act, 1886,” that so much of the by-law made by the Whangaroa County Council as appoints the several sums to be paid to the county funds for the licensing of vehicles has this day been approved by His Excellency the Governor.

Notice of Proposed Addition to the Borough of Whangarei.

A PETITION having been presented to His Excellency the Governor praying that the district described in the First and Second Schedules hereto might be incorporated in the Borough of Whangarei, His Excellency directs it to be notified that, unless within two months from the publication hereof a petition or petitions as required by section 32 of “The Municipal Corporations Act, 1886,” is, or are, presented to His Excellency, he will proceed to incorporate the said district into the said Borough of Whangarei, and to add the district described in the said First Schedule to the North Ward, and the district described in the said Second Schedule to the South Ward of the said borough.
FIRST SCHEDULE.
ALL that area in the Auckland Land District, situated in the Purua and Whangarei Survey Districts, bounded towards the north-west by the Town District of Kamo, as described in the New Zealand Gazette No. 72, 19th June, 1884, from the Kamo–Whangarei Road to the easternmost corner of a subdivision of Mair’s grant, the property of George Burnett, thence by the production of the south-eastern boundary-line of that subdivision to the Otaingerei Stream; thence towards the east generally by the right bank of the said Otaingerei Stream to the northern boundary of Block IX., Whangarei Survey District; thence towards the south by the said Block IX. and Block XII., Purua Survey District, to the Kamo–Whangarei Road; and thence towards the west by the east side of that road to the place of commencement.
SECOND SCHEDULE.
ALL that area in the Auckland Land District, situated in the Purua Survey District, bounded towards the north-east by the Wharowharo No. 2 Block, and the production of its south-western boundary-line to the Hihi River; thence towards the south-east by the left bank of that river to a point due south of the north-western corner of W. G. Robertson’s property (part of Subdivision No. 7 of Raumanga No. 2 Block); thence towards the west by a right line running due north to the Maunu Road, thence by the south side of that road to a point in line with the western boundary-line of Horahora No. 1 Block, thence by a right line to and by that boundary-line to the northernmost corner of the said Horahora No. 1 Block, and thence by a right line to the westernmost corner of Wharowharo No. 2 Block aforesaid, the place of commencement.

The Secretary of State presents his compliments to the Officer administering the Government of New Zealand, and has the honour to transmit to him, for the information of his Ministers, the papers described in the subjoined schedule respecting the sale of arms, ammunition, and liquor to the natives of the Caroline Islands.

MY LORD,—I have the honour to transmit to your Lordship herewith copies and translation of a decree which has appeared in the current number of the Official Colonial Gazette prohibiting the sale of arms, ammunition, and alcoholic liquors to natives in the Carolines Protectorate.

DECREE respecting the Prohibition to provide the Natives in the Protectorate of the Carolines, Pelews, and Marianne Islands with Arms, Ammunition, Explosives, or Alcoholic Liquors.
[Translation.]
§ 1. It is hereby prohibited to furnish natives of the Carolines, Pelews, or Mariannes, or other coloured persons residing in the group, with firearms, ammunition, explosives, or alcoholic liquors without the special permission of the local administrative authority.
§ 2. If there are at the present time any supplies of firearms or spirits which from their nature are not suited for sale to Europeans, the same should be reported by the owners to the local administrative authorities within four months from the issue of the present decree.
§ 3. Offenders against the prohibition contained in § 1 shall be liable to imprisonment not exceeding three months or to a fine not exceeding one thousand marks (=£50). The authorities may also decree the confiscation of any arms, ammunition, or explosives found in the possession of the offender, so far as these in the opinion of the Court exceed the personal requirements of the owner.
§ 4. The present decree comes into force upon the date of its publication.

THE following special order, made by the Te Horo Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

TE HORO ROAD BOARD.
SPECIAL order made on the 28th July, 1900, at an ordinary meeting, and confirmed at a special meeting on the 31st August, 1900:—
“That this, the Te Horo Road Board, do hereby make the following special order: viz., That, for the purpose of the readjustment of the now existing loans obtained under the provisions of the Government Loans to Local Bodies Acts, and specified in the Schedule hereto, the Te Horo Road Board do hereby order and authorise the said now existing loans, and inscribed debt in respect of such loans, to be readjusted under the provisions of subsections (1) and (3) of section 2 of ‘The Government Loans to Local Bodies Act Amendment Act, 1899,’ for the unexpired period of twenty-six and forty-one years respectively, such readjustment to take effect on the 1st day of February next; the payments to be made by the Te Horo Road Board on such loans and inscribed debt to be at the rate of 4½ and 3½ per centum per annum, payable half-yearly, during the unexpired period of twenty-six and forty-one years, as from the 1st day of February as aforesaid.

“Loan of £2,580 4s. 5d., at 4½ per centum, for the unexpired portion of twenty-six years; construction of District Road. Loan of £1,329 0s. 8d., at 3½ per centum, for the unexpired portion of forty-one years; construction of Gorge Road. Loan of £508 17s. 6d., at 3½ per centum, for the unexpired portion of forty-one years; construction of Waihoanga Road extension. Loan of £50 4s. 6d., at 3½ per centum, for the unexpired portion of forty-one years; construction of Waihoanga Road extension.”
I, the undersigned, hereby certify that the foregoing special order was duly made on the above date as required by “The Road Boards Act, 1882.”
