THE following special order, made by the Matamata Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

MATAMATA ROAD BOARD.
Special Order.
RESOLVED by the Matamata Road Board by special order to readjust the said Board’s Government loan, inscribed at the Treasury up to 1st February, 1891, as £952 4s. 10d., such readjustment to be under subsection (1) of section 2 of “The Government Loans to Local Bodies Act Amendment Act, 1899,” whereby the rate of interest on the said loan shall in future be 4½ per cent. for the existing term.
I hereby certify that the foregoing special order was proposed at a meeting of the Matamata Road Board held on 5th May, 1900, and was duly passed at a meeting of the said Board held on 11th August, 1900, in terms of section 75 of “The Road Boards Act, 1882.”

SOUTH RAKAIA ROAD BOARD.
THE following by-law was made by special order passed by the South Rakaia Road Road :—
By-law No. 1, 1900.
A BY-LAW to regulate the Pace, Mode, or Manner in which Bicycles, or Tricycles, or Motor-cars may pass any Vehicles on District Roads within the South Rakaia Road District.
In pursuance of the powers and authorities vested in them by “The Road Boards Act, 1882,” “The Public Works Act, 1894,” and the Acts amending the same respectively, and of all other powers and authorities thereunto in that behalf enabling them, the inhabitants of the South Rakaia Road District, by the Board thereof, commonly called “The South Rakaia Road Board,” do hereby make and ordain this by-law.

The Short Title of this by-law shall be “The Bicycle and Tricycle By-law, 1900.”

In the interpretation of this by-law the following words shall have the meanings hereby assigned to them :—
“District” means the South Rakaia Road District.
“District road” means any road within the district and under the management or control of the South Rakaia Road Board.
“Vehicle” means every conveyance upon or with wheels, whatever its form or construction.
Words importing the masculine gender include the feminine. Words importing the singular number include the plural, and words importing the plural include the singular.

During the period between sunset and sunrise every person riding, driving, propelling, or being upon a bicycle, tricycle, or motor-car on, along, or over any district road within the district shall carry attached to such bicycle, or tricycle, or motor-car a lamp, which shall be so constructed and placed as to exhibit a light in the direction in which he is proceeding, and so lighted as to afford adequate means of signalling the approach or position of the bicycle, tricycle, or motor-car.

No person shall drive or propel any bicycle, tricycle, or motor-car on, along, or upon any district road within the district unless such bicycle, tricycle, or motor-car is provided with an efficient alarm-bell or whistle.

Upon overtaking or approaching any vehicle being on or proceeding along any district road within the district, every person riding, driving, or propelling or being upon a bicycle, tricycle, or motor-car shall, within a reasonable distance from and before passing such vehicle, by sounding a bell or whistle, give audible and sufficient warning to the driver of such vehicle having the ordinary powers of hearing of the approach of such bicycle, tricycle, or motor-car ; and every such person shall, on passing such vehicle, reduce the speed of such bicycle, tricycle, or motor-car to a pace not exceeding two miles an hour faster than the pace at which the vehicle it passes is travelling.

Any person committing a breach of any of the provisions of this by-law shall be liable to a penalty not exceeding five pounds.

This by-law shall come into force and effect within the said district upon the date of its publication in the New Zealand Gazette.
This by-law was adopted by the South Rakaia Road Board at its special meeting held on the 2nd day of August, 1900, and confirmed at its special meeting held on the 6th day of September, 1900, and the common seal of the inhabitants of the South Rakaia Road District was hereto affixed in accordance with the special order of the South Rakaia Road Board this 6th day of September, 1900.

WEBER ROAD BOARD.
I HEREBY give public notice that the poll of the Weber Road Board District, taken on the 11th day of August, 1900, on the proposal to raise a loan of £3,000, under the provisions of “The Local Bodies’ Loans Act, 1886,” for the purpose of taking a deviation of road at Rhone Creek, and the continuation of metalling on the main road towards Waipatiki, and also the re-forming and metalling of the Wimbledon end of main road, resulted as follows :—
Number on roll, 112 ; number of votes exercisable on roll, 206 : Number of ratepayers on roll who voted, 53 ; number of votes recorded, 106 ; number of votes in favour of proposal, 85 ; number of votes against proposal, 21 ; informal, 1.
I accordingly declare the above proposal carried.

INNER ROUTE TO TORRES STRAIT.—DISCOLOURED WATER BETWEEN PERCY AND HIGH PEAK ISLANDS.
COAST-PILOT LEE reports that, when proceeding south in the s.s. “Yawatu Maru” on the 11th August, he observed discoloured water between the South-east Islet, Percy Group, and High Peak Island, extending in a west-north-west and east-south-east direction for about a mile and in a north-north-east and south-south-west direction for about half a mile.
A line drawn from the north-east extreme of the South-east Islet to High Peak Island passes over the discoloured water, from which
High Peak bears south 60° east ;
South-east Islet, northern extremity, bears north 60° west ;
Steep Island bears south 4° west.
The locality will be examined at an early date.
