Result of Poll for Proposed Loan, Masterton Road District, County of Wairarapa North.

THE following notice, received from the Chairman of the Masterton Road Board, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1886.”

RESULT of a poll taken on the 5th day of October, 1898, upon a proposal to raise a loan of £100 for cutting and embankment in Bentley Street:—
Number of ratepayers on special roll, 4, exercising 4 votes: Number of ratepayers who voted in favour of the proposal, 3, exercising 3 votes; number of votes unrecorded, 1.
As the majority in number of the ratepayers voted in favour of the proposal, and the number so voting are entitled to more than one-half in number of the votes which can be exercised by the whole number of ratepayers, I declare the proposal to be carried.

THE following special order, made by the Ekatahuna Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

EKETAHUNA ROAD BOARD.
SPECIAL ORDER making By-laws for the Good Rule and Government of the Township of Ekatahuna as therein defined, under the Provisions of Section 126 of “The Road Boards Act, 1882.”
WHEREAS at an ordinary meeting of the Board held on Saturday, the 6th day of August, 1898, the following resolution was adopted, viz.:—
That, in pursuance of “The Road Boards Act, 1882,” and other Acts thereto it empowering, the Board hereby resolves to make the following by-laws for the good government and sanitation of the Township of Ekatahuna, viz.:—

An Inspector may be appointed by the Board, who shall be empowered to inspect and, if necessary, to have erected, pulled down and re-erected, or altered and repaired, so as to be of uniform size, with doors on hinges, and inside fittings conveniently constructed for the removal of nightsoil, at the cost of the owners or occupiers of the premises, all privies within the area of the Township of Ekatahuna, which shall comprise the following properties: viz., Sections 12 and 24, Block X., Sections 13 and 23, Block VI., to the Makakihi River, all in the Mangaone Survey District.

The Inspector may at all reasonable times inspect such privies, and the cleansing and keeping in order of the same shall be under the superintendence and control of said Inspector, who shall report to the Board from time to time as to the condition in which such privies are kept; and the said Inspector shall have power to prosecute any person or persons for any breach or breaches of these by-laws.

The Board shall supply all buckets or drums required for said privies, and shall contract for the removal of nightsoil or refuse at the rates mentioned in the Schedule annexed to these by-laws: Provided that the Ekatahuna Public School shall not be subject to this by-law in so far as the rate of charges for removal of nightsoil is stipulated for in said Schedule, but it shall be charged at a lesser rate, such rate to be the rate to be paid by the Board to its contractor under this by-law.

No person shall suffer or permit any nightsoil or refuse, or any offensive rubbish or matter of any kind whatever, to accumulate, or remain, or be in any backyard in any private premises in any part of the Township of Ekatahuna as hereinbefore defined, of which private premises he shall be the occupier, or (in the case of unoccupied private premises) of which he would be for the time being entitled to receive the rent if such premises were let, so as to be injurious or dangerous to health, or so as to cause an offensive smell.

No person shall bury or cause or procure to be buried any nightsoil or refuse, or any offensive rubbish or matter of any kind whatever, within the Township of Ekatahuna as aforesaid.

No person shall carry or cause to be carried through, over, or upon any part of any public or private street or public place within any part of the Township of Ekatahuna as aforesaid any refuse, rubbish, or offensive matter of any kind whatever, in any cart or vehicle which shall not be constructed so as to prevent the escape of any of its contents, or of any offensive smell arising from any of its contents.

No person shall suffer or permit any such refuse matter, rubbish, or any offensive smell whatever to escape from any cart or vehicle in any public or private street or public place in any part of the Township of Ekatahuna as aforesaid.

No pig or pigs shall be kept within 3 chains of any dwellinghouse, or within 3 chains of any public road or street or public place within the Township of Ekatahuna.

The Inspector shall also have power to impound all horses, cows, cattle, sheep, goats, or pigs which shall at any time of the day or night be found wandering at large, or straying in or lying about any road, street, or other public place without any fit person in charge thereof, within the Township of Ekatahuna, in accordance with “The Impounding Act, 1884,” and the owner of such horses, cows, cattle, sheep, goats, or pigs shall be liable to the penalty provided for by these by-laws over and above any rates and charges incident to the impounding of any such horses, cows, cattle, sheep, goats, or pigs.

Any person offending against any of the provisions of the foregoing by-laws, or committing any breach thereof, or refusing, omitting, or neglecting to do any act which by these by-laws he was required to do, shall be liable to a penalty not exceeding £5 for every such offence.
Schedule referred to in the Foregoing By-laws.—Table of Rates to be charged for Drums and Removal of Nightsoil.
Marked drums shall be supplied by the Board at the rate of 3s. for each drum.
Each visit of cart (which shall be weekly, if necessary) for the removal of nightsoil, &c., shall be charged at the rate of 1s. 3d. per full drum.
The foregoing by-laws were made by special order on the 6th day of August, 1898, and confirmed on the 1st day of October, 1898, and will come into force on the 1st day of November, 1898.

Notice of the Laying-off of a Road over Native Land in the Tipapakuku or Manawatu No. 4a Block.
NOTICE is hereby given, by direction of His Excellency the Governor of the Colony of New Zealand, under the authority of “The Public Works Act, 1894,” that the road described in the Schedule hereto was, in July, 1897, duly taken and laid off through the land specified in the said Schedule, under the authority of the Governor of the said colony, by a warrant dated the 4th May, 1897.
