REGULATION.
- The scale of fees to be paid for licenses to manufacture tobacco shall be as follows:—
By each licensee—
For an estimated production for the year of not more than 50,000lb. manufactured tobacco (including therein cigars, cigarettes, and snuff) £ 50
For more than 50,000lb., but not more than 100,000lb. .. .. .. .. 100
For more than 100,000lb. .. .. .. .. 150
- The fee shall in each case be payable to the Collector of Customs issuing the license, and before the issue thereof.

Prohibiting the Introduction of Stock from Africa.—Notice No. 472.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this eleventh day of January, 1897.
Present:
THE HONOURABLE R. J. SEDDON PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by “The Stock Act, 1893,” His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby absolutely prohibit the introduction into the Colony of New Zealand from Africa of all stock as defined in the first section of the Schedule hereto, and the carcases of such stock and any portion thereof, and also the several articles, substances, and things enumerated in such Schedule, or other articles which shall have been brought into contact with such stock, or with which they or any of them have been in contact; and in exercise of the powers aforesaid His Excellency the Governor doth hereby revoke the Order in Council, Notice No. 469, made under the provisions of the said Act, dated the twelfth day of December, one thousand eight hundred and ninety-six, prohibiting the introduction of stock from Africa.

SCHEDULE.
PROHIBITED STOCK.
- Horses (including asses or mules), cattle, sheep, dogs, swine, goats, deer, llamas, antelopes, buffaloes, and other ruminants.
PROHIBITED ARTICLES, ETC.

All kinds of meat, hides, skins, bones, animal manures, horns, hoofs, hair, and wool.

All kinds of fodder (including hay, straw, litter, grass, green crops, grain, corn), and anything commonly with, for, or about stock.
-
All kinds of fittings, which include pens, stalls, or any article or material used for penning or confining stock, or which has in any way been brought into contact with stock.

Conferring Jurisdiction on Native Land Court.

ORDER IN COUNCIL.
At the Government House, at Wellington, this eleventh day of January, 1897.
Present:
THE HONOURABLE R. J. SEDDON PRESIDING IN COUNCIL.
WHEREAS by section fourteen of “The Native Land Court Act, 1894,” it is enacted that the Native Land Court shall, as regards all lands within the meaning of subsection ten of section fourteen aforesaid, have jurisdiction as in the said subsection mentioned: Provided that the Court shall not proceed to exercise such jurisdiction unless the Governor in Council shall by order authorise the same to be done:
And whereas the land specified in the Schedule hereto is land in respect whereof the Court has jurisdiction as aforesaid, and it is expedient that the Court should be authorised to exercise the same:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby authorise the said Court to exercise in respect of the land described in the Schedule hereto the jurisdiction conferred as aforesaid—that is to say, to determine whether or not the said land or any part thereof was, on the investigation of title thereto, intended by the Native Land Court, or by the nominal owner or owners of such land, to be held by such nominal owner or owners in trust for Natives not named in the title, and to determine who are the Natives (if any) entitled beneficially to such land, and to order the inclusion of such Natives in the title, either together with or in lieu of the nominal owners or any of them, and for the purpose aforesaid to order the cancellation or amendment of any existing instrument of title, and the issue of such new Crown grants or other instruments of title as may be necessary, and generally to exercise in respect of the said land all the jurisdiction and powers conferred on the Native Land Court by subsection ten of section fourteen of “The Native Land Court Act, 1894.”

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this twentieth day of January, 1897.
Present:
THE HONOURABLE R. J. SEDDON PRESIDING IN COUNCIL.
WHEREAS by the twelfth section of “The Public Domains Act, 1881,” it is, inter alia, enacted that the Governor, by Order in Council, may from time to time delegate all or any of the powers by the said Act conferred, save as is therein mentioned, to any person or persons, for any period, and subject to such stipulations as may be specified in such Order, and that every such delegation may from time to time in like manner be altered or revoked: And whereas, pursuant to “The Public Reserves Act, 1881,” by an Order in Council of even date herewith, the land described in the Schedule thereto is declared to be brought under the operation of and to be subject to the provisions of the said “Public Domains Act, 1881”:
Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council of the Colony of New Zealand, doth by this present Order delegate all the powers conferred by the Act first above mentioned, except the powers under or conferred by sections five and twelve thereof, to
THE GISBORNE BOROUGH COUNCIL,
which shall be known as the Gisborne Domain Board (hereinafter referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the last Tuesday in each month fixed for the meetings of the Borough Council, at 7.30 p.m., at the Borough Council Office, Gisborne, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Tuesday, the 23rd day of February, one thousand eight hundred and ninety-seven.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the second Tuesday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be chairman of such meeting.

If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.
