Further Regulations for granting Assistance towards Prospecting at Deep Levels and Otherwise.
GLASGOW, Governor.
ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-sixth day of October, 1896.
Present:
His Excellency the Governor in Council.
WHEREAS, in pursuance and exercise of the powers and authorities vested in him by section two of “The Mining Act 1891 Amendment Act, 1894,” His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, did on the twenty-ninth day of November, one thousand eight hundred and ninety-four, make certain regulations for granting assistance towards prospecting at deep levels and otherwise, and such regulations were gazetted on the same day: And whereas it is expedient to make further regulations in the same behalf:
Now, therefore, in pursuance and exercise of the powers and authorities aforesaid, His Excellency the Governor, acting by and with the advice and consent of the Executive Council aforesaid, doth hereby make the following additional regulations for granting assistance towards prospecting at deep levels and otherwise, as mentioned in the aforesaid section two, and doth hereby declare that they shall form part of, and be read together with, the regulations made as aforesaid on the twenty-ninth day of November, one thousand eight hundred and ninety-four.
REGULATIONS.

The terms and conditions subject to which assistance may be given for any of the purposes referred to in section 2 of “The Mining Act 1891 Amendment Act, 1894,” shall be such as the Minister thinks fit to prescribe, not being inconsistent with that Act or the regulations for the time being in force thereunder.

The Minister may require such terms and conditions as aforesaid to be embodied in a written instrument of contract, which shall be executed by the applicant or his assignee of the one part and the Minister, on behalf of Her Majesty, of the other part.

Such instrument shall in every case expressly state that all moneys payable by Her Majesty thereunder shall be subject to the appropriation of Parliament.

Such terms and conditions as aforesaid may, in the case of assistance toward prospecting deep levels, include, inter alia, the following:—
(a.) That the shaft shall be of such size and shape, and shall be sunk to such depth (not exceeding a depth of 2,000ft.), as the Minister prescribes.
(b.) That due provision shall be made to the satisfaction of the Minister whereby all persons may at all reasonable times have free access to the shaft and workings for the purpose of constructing drainage-levels, and otherwise availing themselves of such shaft and workings for the purposes of drainage.
(c.) That the plant and machinery shall be manufactured and erected subject to the approval, supervision, and inspection of such person (whether an Inspector of Mines or not) as the Minister appoints in that behalf, and when erected shall have such minimum pumping-capacity (not exceeding 2,000 gallons of water per minute) from such depth (not exceeding 2,000ft.) as the Minister prescribes.
(d.) That no part of the plant or machinery when erected shall be sold or shall be removed from the place of erection without the previous consent in writing of the Minister.
(e.) That the person appointed by the Minister to supervise and inspect the workings towards which assistance is given shall have such powers and authorities as the Minister prescribes; and that no sum shall be payable by Her Majesty by way of progress or final payment in respect of such assistance save pursuant to such person’s certificate in writing that the works have been carried out or (as the case may be) completed to his satisfaction, and that the sum named in such certificate is properly payable in respect of such assistance.
- Clause numbered 2 of the aforesaid regulations of the 29th day of November, 1894, is hereby amended by inserting next after the words “Inspector of Mines” the words “or such other person as the Minister appoints in that behalf.”

Ashley Gorge Recreation-ground brought under “The Public Domains Act, 1881.”

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-sixth day of October, 1896.

His Excellency the Governor in Council.
BY virtue of the powers and authorities vested in me by the twenty-fourth section of “The Public Reserves Act, 1881,” I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, do hereby order and declare that the reserve made for public recreation in the Canterbury Land District, and known as the Ashley Gorge Recreation-ground, and described in the Schedule hereto, shall be and the same is hereby brought under the operation of and declared to be subject to the provisions of “The Public Domains Act, 1881”; and such domain shall hereafter be managed, administered, and dealt with in manner directed by the said Act.
SCHEDULE.
ALL that parcel of land in the Canterbury Land District, containing by admeasurement 11 acres, more or less, being Section No. 3094 (in red), Block IV., Oxford Survey District. Bounded towards the northward by a road-line along the south bank of the River Ashley; towards the south-eastward by the Ashley Gorge Road, 318 links; towards the southward generally by a terrace, Section 32764, and again by a terrace, to the road first mentioned: be the aforesaid linkage more or less; as the same is delineated on the plan deposited in the office of the Chief Surveyor, Christchurch.

Powers delegated to the Ashley Gorge Domain Board under “The Public Domains Act, 1881.”

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-sixth day of October, 1896.
Present:
His Excellency the Governor in Council.
WHEREAS by the twelfth section of “The Public Domains Act, 1881,” it is, inter alia, enacted that the Governor, by Order in Council, may from time to time delegate all or any of the powers by the said Act conferred, save as is therein mentioned, to any person or persons, for any period, and subject to such stipulations as may be specified in such Order, and that every such delegation may from time to time in like manner be altered or revoked: And whereas, pursuant to “The Public Reserves Act, 1881,” by an Order in Council of even date herewith, the land described in the Schedule thereto is declared to be brought under the operation of and to be subject to the provisions of the said “Public Domains Act, 1881”:
Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council of the Colony of New Zealand, doth by this present Order delegate all the powers conferred by the Act first above mentioned, except the powers under or conferred by sections five and twelve thereof, to
THE OXFORD ROAD BOARD,
which shall be known as the Ashley Gorge Domain Board (hereinafter referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the first Wednesday in each month, at 10.30 a.m., at the office of the Oxford Road Board at Oxford, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Wednesday, the second day of December, one thousand eight hundred and ninety-six.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the first Wednesday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the
