Vesting Control of Bridge over the Molyneux River, known as Alexandra Bridge, in the Vincent County Council, and apportioning the Cost of Reconstruction and Maintenance.

A PROCLAMATION.
WHEREAS by section one hundred and fourteen of “The Public Works Act, 1894” (hereinafter termed “the said Act”), it is, inter alia, enacted that the Governor may, by Proclamation publicly notified, direct that any bridge already constructed over or across any river or arm of the sea shall, from and after a date to be fixed in such Proclamation, be under the exclusive care, control, and management of such local authority as shall be mentioned in that behalf in such Proclamation; and may, by any such Proclamation as aforesaid, fix and determine whether all or any, and, if so, what, part of the cost, whether theretofore incurred or thereafter to be incurred, of maintaining, repairing, improving, or reconstructing any such bridge is to be provided and paid by any local authority, and, if so, by what local authority; and may, by any such Proclamation as aforesaid, direct how, and when, and to whom any such payment is to be made:
And whereas by the said Act it is further provided that the Governor may from time to time, with the view of determining whether it is expedient to vest the exclusive care, control, management, and maintenance of any such bridge in any local authority, direct any person to be a Commissioner to inquire into and report to him upon any matter which he shall deem necessary to enable him to determine any such question as aforesaid:
And whereas a Commissioner was appointed and an inquiry was duly held with a view to determining what local authority could most conveniently and efficiently control the bridge mentioned in the Schedule hereto, and hereinafter referred to as “the said bridge,” and what proportion of the cost of reconstructing the said bridge theretofore incurred should be paid by any, and, if so, which, local authority or authorities: And whereas such Commissioner did report to the Governor, after due inquiry, his opinion as to the matters respecting which he was appointed to report:
And whereas it is expedient to make provision under the said Act for the purposes and in the manner hereinafter set forth:
Now, therefore, I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, in exercise and pursuance of the powers and authorities in me vested by the said Act, and of every other power and authority in anywise enabling me in this behalf, do hereby direct that the bridge mentioned in the Schedule hereto, and known as the Alexandra Bridge (hereinafter referred to as “the said bridge”), shall, from and after the date of the public notification of this Proclamation, be under the exclusive care, control, and management of the Vincent County Council. And, in further pursuance and exercise of the powers aforesaid, I do hereby fix and determine that the cost of maintaining, repairing, improving, or reconstructing the said bridge is to be provided and paid by the local authorities hereinafter mentioned in the following proportions: namely, that the Vincent County Council shall contribute forty-one forty-second parts, and the Alexandra Borough Council shall contribute one forty-second part of such cost.
And I do hereby also further direct that any contribution hereby required to be made as aforesaid by the Borough Council of Alexandra shall be paid from time to time in the proportions hereinbefore prescribed out of the borough funds of the Borough Council within a period of thirty days after demand in writing made by or on behalf of the said Vincent County Council; and all such payments shall be made from time to time to the Clerk of the said County Council for and on account of such borough.
SCHEDULE.
THAT bridge over the Clutha River, known as the Alexandra Traffic Bridge, upon the line of road known as the Main Road from Lawrence to Queenstown, and to Naseby. As the site of the said bridge is shown on the plan marked S.G. 28378, deposited in the Head Office of the Department of Lands and Survey, at Wellington, in the Wellington Land District, and thereon coloured red.
Given under the hand of His Excellency the Right Honourable David, Earl of Glasgow; Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George; Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies; and issued under the Seal of the said Colony, at the Government House, at Wellington, this twenty-fourth day of September, in the year of our Lord one thousand eight hundred and ninety-six.

Proclaiming Borough of Whangarei, County of Whangarei, under “The Municipal Corporations Act, 1886.”

A PROCLAMATION.
WHEREAS by “The Municipal Corporations Act, 1886,” the Governor is empowered, by Proclamation, to declare any portion of the Colony of New Zealand to be a borough under the said Act, from and after a day to be named in such Proclamation:
Now, therefore, I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, in pursuance and exercise of the powers and authorities vested in me by the said Act, do hereby proclaim and declare that the district described in the Schedule hereto shall be and the same is hereby constituted, as from the first day of October, one thousand eight hundred and ninety-six, a borough under the said Act.
And I do further proclaim and declare that the name of such borough shall be the Borough of Whangarei, and that the boundaries thereof shall be those described in the Schedule hereto.
SCHEDULE.
BOROUGH OF WHANGAREI.
ALL that area in the Auckland Land District, containing by admeasurement 1,825 acres, more or less, situated in the Purua and Whangarei Survey Districts. Bounded towards the north by Block VIII., Purua Survey District, and Block V., Whangarei Survey District, from the Waiarohia Stream to the Otaingerei Stream; thence towards the east generally by the said Otaingerei Stream to the Whangarei River, and thence by the said Whangarei River and Whangarei Harbour to a point bearing north 65° east from the easternmost corner of Tarewa Block, No. 855; thence towards the south-east by a right line to the easternmost corner of that block; thence towards the south-west by the said Tarewa Block to its northernmost corner, thence by a right line across the Maunu Road to the southernmost corner of the Wharowharo No. 2 Block, and thence by the south-western boundary-line of the said Wharowharo No. 2 Block to the westernmost corner of that block; thence towards the west generally by Horahora No. 2 Block, by Section No. 77, Parish of Whangarei, Block XII., Purua Survey District, by the abutment of a public road, and by Sections Nos. 71, 66, 67, 68, and 69, to the Waiarohia Stream aforesaid, and thence by that stream to Block VIII., Purua Survey District, the place of commencement.

IN pursuance and in exercise of the powers conferred by section thirteen of “The Land Act, 1892,” I, David, Earl of Glasgow, Governor of the Colony of New Zealand, do by this notice hereby proclaim as closed the road in the Clutha County mentioned in the Schedule hereto.
