1881," doth hereby declare that, from and after the day of
the date hereof, the reserves mentioned in the Schedule
hereto shall become vested in the Mayor, Councillors, and
Burgesses of the Borough of Queenstown in trust as a reserve
for a water-supply area for the Borough of Queenstown.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-first
day of December, 1894.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by section four of "The Post Office Acts
Amendment Act, 1893" (hereinafter termed "the
said Act"), it is enacted that the Postmaster-General may
furnish and issue post-cards and letter-cards to the public
for transmission by post between places either within or
beyond New Zealand, and also that the Postmaster-General,
with the advice and consent of the Governor in Council,
may from time to time make arrangements with the con-
stituted authorities in England, or in any of Her Majesty's
colonies or possessions, or in any foreign country, for the
reciprocal transmission of post-cards and letter-cards by
means of the Post Office, subject to the payment of such
rate of postage as may be mutually arranged in each case:
And whereas it is expedient to arrange for the reciprocal
transmission of letter-cards between the Australian Colonies
and Tasmania on the one hand and New Zealand on the
other hand, and to introduce the transmission of letter-cards
by post within the colony:
Now, therefore, His Excellency the Governor of the Colony
of New Zealand, in pursuance and exercise of the power and
authority conferred by the said Act, and of all other powers
and authorities in anywise enabling him in this behalf, and
acting by and with the advice and consent of the Executive
Council of the said colony, doth hereby authorise and em-
power the Postmaster-General to enter into agreements with
the Postmasters-General, or other in that behalf constituted
authorities, in the Colonies of Australia and the Colony of
Tasmania, for the mutual transmission of letter-cards, and
also to despatch letter-cards by post to other countries
beyond New Zealand than those aforesaid; and, in respect
of all letter-cards posted for transmission to places either
within or beyond New Zealand, doth hereby fix the rates of
postage and make the regulations given in the Schedule
hereto, and doth order and declare that this Order in Council
shall take effect on and after the first day of January, one
thousand eight hundred and ninety-five.

SCHEDULE.

  1. A LETTER-CARD is a card which may be folded and closed
    against inspection. It shall be of such size and design as
    may be determined by the Postmaster-General, and shall
    bear an impressed stamp of the value of 1½d. No letter-cards
    other than those issued by the Postmaster-General shall be
    used for the purpose of making a communication through
    the Post Office unless such cards be prepaid in accordance
    with the letter rates of postage.
  2. The postage on letter-cards shall be: For transmission
    to any place within New Zealand or to the Australian Colo-
    Nies or Tasmania, 1½d. each.
  3. In respect of any letter-card posted and insufficiently
    prepaid, the addressee shall be charged double the de-
    ficiency.
  4. The front of the card must be reserved for postal super-
    scriptions and the address.
  5. If any letter-card be found to contain any enclosure
    the addressee shall be charged letter rates of postage in addi-
    tion to the postage impressed upon the card.
  6. Letter-cards may be used for transmission to the South
    Sea islands named in Table A if, in addition to the impressed
    stamp of 1½d., an adhesive postage-stamp of the value of ½d.
    be affixed to the card; and to the United Kingdom, any
    British possession or colony, or any country beyond Austral-
    asia and the South Sea islands if, in addition to the
    impressed stamp of 1½d., an adhesive postage-stamp of the
    value of 1d. be affixed to the card.

Altering Regulation under "The Electric Lines Act, 1884."

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-first
day of December, 1894.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by Order in Council dated the twenty-fifth
day of April, one thousand eight hundred and
ninety-three, and published in the New Zealand Gazette of
the twenty-seventh day of April, one thousand eight hundred
and ninety-three, certain regulations were made, under the
provisions of "The Electric Lines Act, 1884," for the trans-
mission of telegrams by means of electric lines under the
said Act, including the regulation contained in the First
Schedule hereto: And whereas it is expedient to amend
such last-mentioned regulation in the manner hereinafter
set forth:
Now, therefore, His Excellency the Governor of the Colony
of New Zealand, acting by and with the advice and consent
of the Executive Council of the said colony, and in pursuance
of all the powers in that behalf enabling him, doth hereby
order and declare that the regulation specified in the First
Schedule hereto, and being Regulation No. 2 of the regula-
tions so published as aforesaid, shall be amended as set
forth in the Second Schedule hereto, and doth further
declare that such amended regulation shall have effect on
and after the first day of January, one thousand eight hun-
dred and ninety-five, and shall thereupon supersede the
regulation set forth in the First Schedule hereto.

FIRST SCHEDULE.
2. PRINTED forms upon which telegrams should be written
may be obtained at all stations on application; but all
telegrams, whether written upon the prescribed form, upon
any other printed form, or upon plain paper, shall be con-
sidered as presented for transmission under the several
conditions contained in these regulations.

SECOND SCHEDULE.
2. PRINTED forms upon which telegrams should be written
may be obtained at all telegraph-offices on application; but
all telegrams, whether written upon the prescribed form,
upon any other printed form, or upon plain paper, shall
(subject to the provision hereinafter stated) be considered
as presented for transmission under the several conditions
contained in these regulations: Provided that telegrams
written upon printed forms other than those supplied by the
Government shall be first approved of by the Electric
Telegraph Commissioner, or the same may be refused at any
telegraph-office when presented for transmission.

Extending the Close Season for Seals.

At the Government House, at Wellington, this twenty-first
day of December, 1894.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by "The Sea-fisheries Act, 1894" (herein-
after termed "the said Act"), it is, among other
things, enacted that the Governor in Council may from time
to time make regulations (which shall have general force and
effect throughout the colony, or particular force and effect
only in any waters or places specified therein) for prescribing,
among other things, a close season for seals:
And whereas it is further provided by the said Act that
every person who, during any close season for seals, takes
any seals is liable for every such offence to a penalty not
