exceeding five hundred pounds, and in addition thereto is
liable to a further penalty, not exceeding twenty pounds, in
respect of every seal so taken:

Now, therefore, His Excellency the Governor of the Colony
of New Zealand, in pursuance and exercise of the powers
conferred by the said Act, and acting by and with the advice
and consent of the Executive Council of the said colony,
doth hereby make the regulations set forth in the Schedule
hereto; and with the like advice and consent doth order
that such regulations shall have force and effect throughout
the Colony of New Zealand, and in all salt, fresh, and
brackish waters of the colony, and on all shores of such
waters or any part thereof.

SCHEDULE.

REGULATIONS.

  1. THE months of January, February, March, April, May,
    and June, 1895, are hereby prescribed as a close season for
    seals.

  2. Every person who, during the close season prescribed
    as aforesaid, takes any seals is liable to a penalty of not less
    than £25, nor more than £500, and in addition thereto is
    liable to a further penalty of not less than £1, nor more than
    £20, in respect of every seal so taken. The taking of seals
    means and includes the killing, catching, dredging for, raising,
    or hunting of any seal, or any attempt so to do.

  3. No person shall buy, sell, expose for sale, consign for
    sale, buy for sale, or have in possession any seal, or any
    skins, oil, or blubber from any seal, in any manner in con-
    travention of the said Act or of these regulations; and every
    person so doing is liable for every such offence to a penalty
    of not less than £1 nor more than £20.

Amending Dues and Rates and Regulations for Use of
Kaikoura Wharf.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-first
day of December, 1894.

Present:

His Excellency the Governor in Council.

WHEREAS it is provided by section four of "The Har-
bours Act Amendment Act, 1879," that the power
granted to the Governor in Council by the seventeenth sec-
tion of "The Harbours Act, 1878," in respect of prescribing
what dues and rates may be charged on wharves vested in
local bodies, may be exercised from time to time as occasion
may require, and shall not be limited as in the said section
is provided: And whereas dues and rates to be charged for
the use of the Kaikoura wharf and goods-shed (the manage-
ment of which was by Order in Council dated the second day
of July, one thousand eight hundred and eighty-three, vested
in the Kaikoura County Council) were prescribed by Order
in Council dated the twenty-third day of February, one
thousand eight hundred and ninety-four, and published in
the New Zealand Gazette No. 19, of the eighth day of March
in the same year: And whereas it is expedient to amend
the dues and rates prescribed by the said Order in Council of
the twenty-third day of February, one thousand eight hun-
dred and ninety-four, and to make an additional regulation
for the use of the wharf:

Now, therefore, His Excellency the Governor of the Colony
of New Zealand, by and with the advice and consent of
the Executive Council of the said colony, and in pursuance
and exercise of the power and authority granted to him by
"The Harbours Act, 1878," "The Harbours Act Amendment
Act, 1879," and of all other powers and authorities enabling
him in that behalf, doth hereby prescribe that the dues and
rates specified in the First Schedule hereto shall be charged
and taken, on and after the date of the publication of this
Order in Council in the New Zealand Gazette, for the use of
the said wharf and goods-shed; and such dues and rates
shall be applied to keeping the above-mentioned wharf and
goods-shed and all erections on the wharf in repair, as pro-
vided by the said Order in Council of the second day of July,
one thousand eight hundred and eighty-three; and in fur-
ther pursuance and exercise of the said powers and authority,
and with the like advice and consent, His Excellency the
Governor in Council doth make the regulation set forth in
the Second Schedule hereto, and doth order that the same
shall apply to the Port or Harbour of Kaikoura and to the
wharf aforesaid.

Cement shall be charged as general merchandise, and six
casks shall be reckoned as one ton.

SECOND SCHEDULE.

REGULATION.

All goods landed after 5 p.m. shall be stored free of charge
for one night. The vessel shall pay all extra labour and
wharfage, as provided by clause 17 of the regulations made
by the Order in Council of the 23rd day of February, 1894.

Prescribing Close Season for Oysters in Queen Charlotte
Sound and Tory Channel.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-first
day of December, 1894.

Present:

His Excellency the Governor in Council.

WHEREAS by "The Sea-fisheries Act, 1894," it is
enacted that the Governor in Council may from
time to time make regulations, which shall have general
force and effect throughout the colony, or particular force
and effect only in any waters or places specified therein, for,
amongst other things, prescribing in any place a close sea-
son for oysters over any term not exceeding three years, and,
before the expiration of such term, further extending the
same:

And whereas it is desirable to prescribe a close season for
oysters in Queen Charlotte Sound and Tory Channel:

Now, therefore, His Excellency the Governor of the Colony
of New Zealand, in exercise and pursuance of the powers
conferred upon him by the said Act, and by and with the
advice and consent of the Executive Council of the said
colony, doth hereby make the following regulation:—

REGULATION.

The period from the 1st December, 1894, to the 30th
November, 1897, is hereby prescribed a close season for
oysters in Queen Charlotte Sound and Tory Channel, and
in all bays and inlets therein. During such close season it
shall be unlawful for any person to take any oysters in such
sound, channel, bays, and inlets.

Regulations for the Lepperton Special Settlement
Association.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-first
day of December, 1894.

Present:

His Excellency the Governor in Council.

WHEREAS by the one hundred and sixty-third section
of "The Land Act, 1892," it is enacted that the
Governor in Council may from time to time make, alter,
and repeal regulations fixing the terms and conditions upon
which the lands in any special settlement shall be disposed
of by lease in perpetuity:

Now, therefore, His Excellency the Governor of the
Colony of New Zealand, in pursuance and exercise of the
power and authority conferred upon him by the herein-
before in part recited Act, and by and with the advice and
consent of the Executive Council of the said colony, doth
hereby make the following regulations fixing the terms and
conditions upon which the lands known as the Lepperton
Special Settlement Association Block, described in the
Schedule to the said regulations, shall be disposed of, that
is to say:—

REGULATIONS.

  1. In the construction of these regulations, unless the con-
    text shall otherwise require, the following expressions shall
    have the meanings hereby assigned to them:—

"Association" means the Lepperton Special Settlement
Association, being a body of persons, not less than
thirteen in number, voluntarily associated together
at Lepperton, in the Provincial District of Taranaki,
for the purpose of taking up the land as a special
settlement of farm homesteads:

"Land" means the land described in the Schedule,
set apart for a special settlement, to be dealt with
under these regulations:
