Fisheries Conservation Act, 1884,"
WILLIAM LONGUET FOWLER, of Aylesbury, and
WILLIAM JAMES HUSSEY, of East Oxford,
have been appointed Officers for the purposes of that Act for
that part of the Provincial District of Canterbury to the
north of and including the Rakaia River, and for the
Counties of Amuri, Cheviot, and Kaikoura, and for the
waters of the Clarence River which are within the County of
Marlborough.

of Marlborough.—Making By-laws.

THE following special order, made by the Pelorus Road
Board, is published in accordance with "The Road
Boards Act, 1882."

SPECIAL ORDER made by the Pelorus Road Board, County
of Marlborough, on the 2nd day of November, 1892, and
confirmed and adopted on the 7th day of December,
1892.
THAT the following by-laws for licensing hawkers and pedlars
and places of amusement be made, in accordance with the
provisions of "The Counties Act, 1886":—
HAWKERS AND PEDLARS.
From and after the commencement and coming into opera-
tion of this by-law it shall not be lawful for any person to
carry on the business of a hawker or pedlar in any place
whatsoever within the Pelorus Road Board District without
having previously obtained a license as hereinafter directed.
Every person carrying on such business as aforesaid shall
be deemed and taken to be unlicensed, unless he or she
shall prove to the contrary by the production of his or her
license or otherwise.
The word "hawker" or "pedlar" shall include any person
or persons who, with or without horses or carriages, shall
carry or convey for sale and immediate delivery from house
to house any goods, wares, or merchandise, or who shall
seek for orders for the purchase, sale, and delivery, at any
future time, of any goods, wares, or merchandise, or who
shall expose any goods, wares, or merchandise for sale in
any public place within the said Road Board district.
And shall also include any person or persons who shall
within the said Road Board district sell, or seek for orders
for the sale or purchase of, books or other publications, in-
cluding prints, engravings, and pictures, either for them-
selves as principals, or as agents for the publishers of such
books or publications, prints, engravings, or pictures, or for
any other person or persons whatsoever, or who shall by way
of or as auctioneer set up or offer for sale by way of Dutch
auction (which is by taking a less price for the goods offered
than that at which it was first offered) any property, goods,
or chattels of any description whatsoever.
The license shall be issued by the Secretary of the Pelorus
Road Board to any person applying for same on payment of
the under-mentioned fees, which shall be payable to the
Road Board Fund for such licenses: License for a year, £3;
license for a quarter of a year, £1; license for a month, 10s.
Yearly licenses shall expire on the 31st December next
ensuing, and shall after that date expire upon the 31st day
of December of each and every subsequent year.
All licenses shall be dated on the first day of the month
then current.
Nothing in this by-law shall render it necessary for a
license to be obtained by the following persons as such:
(1) Commercial travellers or other persons selling or seeking
orders for goods, wares, or merchandise to or from any per-
sons who are dealers therein, and who buy to sell again;
(2) persons selling or exposing to sale goods, wares, or mer-
chandise in any public mart, market, or fairly legalised
establishment; or any person selling or offering for sale
meat, bread, fish, fruit, garden farm or dairy produce.
