In all other cases acting consular appointments made by the consular representatives of a foreign country should be provisionally recognised, unless there are special reasons for objecting to the person nominated on either personal or other grounds; and the question of the definitive recognition of the appointment should be referred to the Secretary of State.
I have to request that you will make a notification in this sense to the Consuls in the colony under your Government.

Special Orders made by Cook County Council.—Abolishing Waikohu Road District, and constituting Ngatapa and Waikohu Road Districts.

THE following special orders, made by the Cook County Council, are published in accordance with “The Counties Act, 1886.”

SPECIAL ORDER made by Cook County Council on the 28th October, 1892, and confirmed on the 9th December, 1892.
RESOLVED, That, in accordance with the prayer of a petition of the inhabitants of the Waikohu Road District, that district be now abolished, and that two districts be constituted, to be called (1) the Ngatapa Road District, (2) the Waikohu Road District, as defined in the accompanying Schedules. It is further ordered that the number of members of each Board shall be five; that the day of election of the members of the new Boards shall be—for Waikohu Road District, Friday, the 20th January, 1893, and for Ngatapa Road District, Saturday, the 21st January, 1893.
This order shall come into force on the 2nd day of January, 1893.
The common seal of the Chairman, Councillors, and inhabitants of the County of Cook was hereto affixed, in the presence of—

Waikohu Road District Amended Boundaries.
All that area in Cook County, in the Land District of Hawke’s Bay, bounded towards the north by a right line from Trig. Station No. 139, Arowhana Survey District, to Trig. Station No. 178, and thence by a right line to Trig. Station No. 170; thence towards the east generally by a right line to Trig. Station No. 168, and thence by another right line to Trig. Station No. 134, and by a right line from the last-mentioned trig. station to the north-western corner of Run No. 58; thence by the northern boundary of the said run, and the northern, western, and south-western boundaries of Run No. 44; thence by the northern boundary of Run No. 60, and the western and southern boundaries of
Sections 15A and 16A, Blocks II. and VI., Waimata Survey District; thence by the eastern and south-eastern boundaries of the Ngakoroa Block to the Muhunga Block; thence by the north-eastern boundary of the latter block and the production thereof to the centre of the Waipaoa River; thence by that river in a northerly direction to its confluence with the Waikohu River; thence by the centre of that river to its junction with the Rangiriri Stream; thence by that stream to the eastern corner of the Motu Block; thence by the eastern and north-eastern boundaries of the said block to the Motu River; thence by the centre of that river, northerly, to a point being a production of a right line drawn from Trig. Station No. 139, and passing through Trig. Station No. 140; thence by the said right line to Trig. Station No. 139, the point of commencement.

Description of Boundaries of the Ngatapa Road District.
All that area in Cook County, in the Land District of Hawke’s Bay, bounded as follows: Commencing at the junction of the Waikohu Stream and the Waipaoa River; thence southerly by the said river to the Waikaahu Stream; thence in a westerly direction by the Waikaahu, Waikakariki, and Mangatoitoi Streams to the north-eastern corner of the Okahuatiu No. 2 Block; thence by the northern boundaries of the Okahuatiu No. 2 and the Wharekopae No. 1A Blocks to the south-western corner of the Wharekopae No. 1B3 Block; thence by the south-western boundaries of the last-mentioned block, Run No. 47, and Waikohu-Matawai Block to the Koranga Stream; thence by the Koranga Stream to the western corner of the Motu Block; thence by the north-western and north-eastern boundaries of the said Motu Block to the Rangiriri Stream; thence by the said Rangiriri Stream and Waikohu Stream to the junction of the latter with the Waipaoa River, the point of commencement.

RESULT OF POLL FOR PROPOSED LOAN, EKETAHUNA ROAD DISTRICT, COUNTY OF WAIRARAPA NORTH.
THE following is the result of a poll taken at the Road Board Office, Eketauna, on the 8th day of December, 1892, on a proposal to raise a loan of £50 for metalling Septimus Street, Parkville:—
Number of ratepayers on special roll, 9; number of pollable votes, 9; number of ratepayers who voted for the proposal 4, exercising 4 votes; number of ratepayers who voted against the proposal, none; number of ratepayers who did not record their votes 5, being entitled to exercise 5 votes.
As the number of ratepayers who voted, and the number of votes recorded, in favour of the proposal are in each case a minority of the total numbers on the roll, I therefore declare the proposal to be lost.
