Result of Poll for Proposed Loan, Clifton County.

THE following notice, received from the Chairman of the Clifton County Council, is published in accordance with “The Local Bodies’ Loans Act, 1886.”

RESULT of a poll taken at Turangi, Ngatimaru, on the 29th November, 1892, on a proposal to raise a loan of £235, under “The Government Loans to Local Bodies Act, 1886,” for the purpose of making a portion of the Ngatoto Road, Ngatimaru Riding, Clifton County:—

Number on special roll 3, exercising 3 votes; number who voted in favour of the proposal 3, exercising 3 votes.

I therefore declare the proposal carried.

Result of Poll for Proposed Loan, Borough of Balclutha.

THE following notice, received from the Mayor of the Borough of Balclutha, is published in accordance with “The Municipal Corporations Act, 1886.”

BOROUGH OF BALCLUTHA.

NOTICE is hereby given that, at a poll of the burgesses of the Borough of Balclutha, taken on Friday, the 18th November instant, on the question of a special loan of £500, for the purpose of purchasing a part of Section 2, Block XXXV., Clutha District, the number of votes—

For the proposal was 135; against, 4; the number of voters for, 108; against, 4.

The number of voters on the roll being 213, and a majority of the burgesses having voted in favour of the proposed loan, in accordance with the requirements of section 182 of “The Municipal Corporations Act, 1886,” and the number of votes to which the burgesses are entitled being 246, I hereby declare the proposal carried.

In the matter of “The Municipal Corporations Act, 1886,” and of a special loan for the Borough of Balclutha.

I, Thomas Paterson, of Balclutha, in the Provincial District of Otago and Colony of New Zealand, Town Clerk for the Borough of Balclutha aforesaid, do solemnly and sincerely declare—

  1. The Balclutha Borough, of which I am Town Clerk, propose to raise a loan of £500, for the purpose of purchasing about thirty acres of land within the said borough, being part of Section 2, Block XXXV., Clutha Survey District.

  2. That all proceedings required by this Act to be taken in or towards obtaining the sanction of the burgesses of the said borough to the said proposal have been duly taken, and that the resolution in favour of such proposal has been duly carried.

  3. That the above notice contains a true and correct statement of the number of voters on the special roll and of the votes of the burgesses in favour of and against the said proposal, and that such notice was duly published as required by section 183 of the above-named Act.

And I make this solemn declaration conscientiously believing the same to be true, and by virtue of “The Justices of the Peace Act, 1882.”

Result of Polls for Proposed Loans, Pahiatua County.

THE following notices, received from the Chairman of the Pahiatua County Council, are published in accordance with “The Local Bodies’ Loans Act, 1886.”

LOAN NO. 28.—PAHIATUA WEST VILLAGE SETTLEMENT.

THE following is the result of a poll taken on the 2nd December, 1892, on a proposal to raise a loan of £200, under the provisions of “The Government Loans to Local Bodies Act, 1886,” for the purpose of forming and metalling road leading from Mangahao Road to give access to Section 52, Block VIII., Mangahao:—

Number of ratepayers on roll 9, representing 9 votes; number of ratepayers who voted in favour of the proposal 9.

As the whole of the ratepayers voted in favour, I declare the said loan-proposal carried.

LOAN NO. 29.—MAKAIRO ROAD.

THE following is the result of a poll taken on the 26th November, 1892, on a proposal to raise a loan of £1,000, under the provisions of “The Government Loans to Local Bodies Act, 1886,” for metalling the Makairo Road from junction of Woodville-Tiraumea Special-settlement Block to end of present formation (or further if funds allow), and erection of two bridges over Makairo Stream:—

Number of ratepayers on roll 13, representing 13 votes; number of ratepayers who voted in favour, 8; votes not recorded, 5.

A majority of the ratepayers, exercising more than one-half the total number of votes, being in favour of the proposal, I declare the said proposal carried.

Despatch.—Recognition of Acting Consular Appointments.

THE following despatch, received from Her Majesty’s Principal Secretary of State for the Colonies, is published for general information.

Downing Street, 27th September, 1892.

MY LORD,—I have the honour to request that, instead of the arrangement laid down in Lord Stanley of Preston’s circular despatch of the 28th January, 1886, with reference to the recognition of acting consular appointments in British colonies, the following may be substituted:—

When a Consul is authorised by the consular regulations of the country which he represents, or by the terms of his appointment, or by special instructions from his Government, to nominate an Acting Consular Officer in his absence, you will be at liberty to recognise the officer so nominated without reference to the Secretary of State.

It will be sufficient, in the first case, that the Consul should inform the Colonial Government once for all of the consular regulations of the country which he represents; and, in the second case, that he should communicate the terms of his appointment to the Colonial Government on taking up his post; but, in the third case, the nomination should always be accompanied by the special instructions.
