ORDER IN COUNCIL.

At the Government House, at Wellington, this second day of August, 1892.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

IN exercise and pursuance of the powers and authorities vested in him by "The Public Domains Act, 1881," His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby revoke a certain Order in Council, dated the thirty-first day of October, one thousand eight hundred and ninety-two, making delegation of certain powers in manner as therein appears; and doth, with the like advice and consent, by this present order, delegate, but only with respect to the piece or parcel of land described in the Schedule hereto, all the powers conferred by the Act aforesaid, except the powers under or conferred by sections five and twelve thereof, to the under-mentioned persons, who shall be known as the Te Aroha Hot Springs Public Domain Board, namely,-

THOMAS GAVIN,

JOSEPH GALLAGHER, and

JAMES MILLS

(herein referred to as "the Board"), subject to the stipulations hereinafter contained, that is to say,-

  1. The Board shall meet for the transaction of business on the first Saturday in each month, at three o'clock p.m., at the Courthouse, Te Aroha, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Saturday, the third day of September, one thousand eight hundred and ninety-two.

  2. Special meetings may be convened by the Chairman or

by any two members of the Board, provided that two days' notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

  1. Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

  2. The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the second Tuesday in December in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

  3. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be Chairman of such meeting.

  4. If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

  5. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

SCHEDULE.

ALL that piece or parcel of land called or known as the Hot Springs Reserve, situate in Block IX., Te Aroha Survey District, Provincial District of Auckland, and containing by admeasurement 20 acres, more or less. Bounded towards the north-west by Section No. 1 of the Town of Te Aroha, and by land hereafter to be granted to Rina Mokena and others, 1818 links; towards the north-east by land hereafter to be granted to Rina Mokena and others aforesaid, 1100 links; towards the south-east by land hereafter to be granted to Rina Mokena and others aforesaid, 1818 links; and towards the south-west by Whitaker Street, 1100 links, to the point of commencement: be all the aforesaid linkages more or less.

Altering Rates of Postage for Newspapers.

ORDER IN COUNCIL.

At the Government House, at Wellington, this second day of August, 1892.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by "The Post Office Act, 1881" (hereinafter termed "the said Act"), it is enacted that it shall be lawful for the Governor in Council from time to time to make, alter, and revoke rules and regulations for the managing of the several post-offices, for the receiving, conveying, and delivering of letters, and, in respect of places beyond the colony, to fix, alter, and abolish the rates of postage payable within the colony for the transmission by post of (inter alia) newspapers to places beyond seas:

And whereas by Order in Council bearing date the fifth day of July, one thousand eight hundred and ninety-two, published in the New Zealand Gazette of the seventh day of July, one thousand eight hundred and ninety-two, certain rules and regulations were made under the said Act, and certain rates of postage were fixed for the transmission of correspondence: And whereas it is expedient to revoke part of the said Order in Council fixing the rate of postage for newspapers to certain places beyond the colony, and to make other provision in lieu thereof:

Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance of the power and authority conferred by the said Act, and acting by and with the advice and consent of the Executive Council of the said colony, doth hereby revoke the rate of postage on newspapers for the places beyond the colony mentioned in the Schedule hereto, and in lieu thereof doth fix the rate following; and doth order and declare that the rate of postage payable within the colony on newspapers for the several places beyond seas respectively mentioned in the Schedule hereto shall be that specified in such Schedule; and, with the like advice and consent as aforesaid, His Excellency doth further order and declare that such rate of postage shall in all cases be paid at the time such newspapers are delivered into the Post Office; and, further, that this Order in Council shall take effect on and after the first day of August, one thousand eight hundred and ninety-two.
