Prescribing a Close Season for Seals.

ONSLOW, Governor.
ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this twenty-first day of December, 1891.

Present:
THE HONOURABLE MR. BUCKLEY PRESIDING IN COUNCIL.

WHEREAS by “The Fisheries Conservation Act, 1884” (hereinafter termed “the said Act”), it is, among other things, enacted that the Governor in Council may from time to time make, alter, and revoke regulations (which shall have force and effect only in any waters or places specified therein) for prescribing, among other things, a close season or close seasons for seals:

And whereas it is provided by the third section of “The Fisheries Conservation Act 1884 Amendment Act, 1887,” that a penalty not exceeding five hundred pounds may be imposed in respect of the breach of any regulations respecting seals, and a further penalty of not exceeding twenty pounds for every seal illegally taken:

And whereas it is expedient to make the regulations hereinafter set forth with respect to seals inhabiting or found within the waters of the colony herein mentioned:

Now, therefore, His Excellency the Right Honourable William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, in pursuance and exercise of the powers conferred upon him by the said Act and “The Fisheries Conservation Act 1884 Amendment Act, 1887,” and acting by and with the advice and consent of the Executive Council of the said colony, doth hereby make the regulations set forth in the Schedule hereto; and with the like advice and consent doth order that such regulations shall take effect on and after the first day of January, one thousand eight hundred and ninety-two, and shall have force and effect throughout the Colony of New Zealand, and in all salt, fresh, and brackish waters of the colony, and on all shores of such waters or any part thereof, or that may be contiguous or adjacent to such waters.

SCHEDULE.
REGULATIONS.

  1. THE months of January, February, March, April, and May, 1892, are hereby prescribed a close season for seals.

  2. No person shall buy, sell, expose for sale, or have in possession any seal, or the skins, oil, or blubber of any seal, taken during the close season hereby prescribed for the same.

  3. Any person committing a breach of any of these regulations shall be liable to a penalty of not less than £5 and not exceeding £500, and a further penalty of not exceeding £20 for every seal illegally taken.

  4. Every penalty imposed by these regulations shall be recovered in a summary manner before any two or more Justices of the Peace.

Removal of Restrictions on Alienation of Native Land.

ONSLOW, Governor.
ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this twenty-first day of December, 1891.

Present:
THE HONOURABLE MR. BUCKLEY PRESIDING IN COUNCIL.

WHEREAS application has been made to the Governor in Council by Eria Ngamuka, as successor to Wirihana Piro, the Native owner of the land described in the second column of the Schedule hereto, praying that the restrictions on the alienation of such land contained in the Crown grant, bearing date the twenty-sixth day of January, one thousand eight hundred and eighty-five, described in the first column of the said Schedule, may be removed: And whereas inquiry has been duly made by the Native Land Court, and the said Court has reported that the provisions of the law in that behalf have been complied with: And whereas it appears expedient to grant such application:

Now, therefore, His Excellency the Right Honourable William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, in pursuance and exercise of the powers conferred on him by “The Native Land Act, 1888,” and acting with the advice and consent of the Executive Council of the said colony, doth hereby order and declare that all restrictions imposed by the said Crown grant on the alienation of the said land are hereby removed.

SCHEDULE.

FIRST COLUMN.
Particulars of Grant or Instrument containing Restrictions.

Crown grant No. 5321, T.19, page 184, dated 26th January, 1885, in favour of Te Wirihana Piro, and containing the following restrictions, viz.: “Inalienable by sale, lease, or mortgage, for a longer period than twenty-one years, without the consent of the Governor.”

SECOND COLUMN.
Description of Lands.

All that parcel of land in the Provincial District of Taranaki, containing 375 acres, and known as Section 21, Block I., Upper Waitara District.

At the Government Buildings, at Wellington, this twenty-fourth day of December, 1891.

THE HONOURABLE MR. BUCKLEY PRESIDING IN COUNCIL.

WHEREAS by “The Factories Act, 1891” (hereinafter termed “the said Act”), it is enacted that the Governor may from time to time divide New Zealand, or any portion thereof, into such districts as he shall think fit, and notice of the constitution of every such district shall be given in the Gazette as occasion requires:

Now, therefore, I, William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority conferred upon me by the said Act, do hereby divide the portions of the said colony enumerated in the Schedule hereto into districts for the pur-
