RESULT of poll taken on the 8th December, 1890, upon a proposal to borrow £1,600, under “The Government Loans to Local Bodies Act, 1886,” for the purpose of constructing Dryer’s Rock Road Extension and Wangaehu Road:—
Number of ratepayers on special roll 11, representing 13 votes; 7 ratepayers, representing 9 votes, voted for the proposal; 4 votes unrecorded. I therefore declare the proposal carried.

RESULT of poll taken on the 9th December, 1890, upon a proposal to borrow £300, under “The Government Loans to Local Bodies Act, 1886,” for the purpose of acquiring land for, felling, and forming Mount Munro Road:—
Number of ratepayers on special roll 3, representing 3 votes; 1 ratepayer, representing 1 vote, voted for the proposal; and 2 ratepayers, representing 2 votes, against it. I therefore declare the proposal not carried.

THE following special order, making a by-law passed by the Heathcote Road Board, is published in accordance with “The Road Boards Act, 1882.”

HEATHCOTE ROAD BOARD.—A By-law to prevent Nuisances, Obstructions, and Damage in Public or Private Roads or Streets and in Public Thoroughfares or Places in the Heathcote Road District.
WHEREAS under section 126 of “The Road Boards Act, 1882,” Road Boards are empowered to make by-laws for the good government of road districts: Notice is hereby given that the following by-law will come into operation on the 1st day of January, 1891:—
Interpretation.
Words importing the singular number only shall include the plural number, and words importing the plural number shall include the singular number, and the word person shall include both males and females.
Definition of barbed wire.
For the purpose of this by-law barbed wire shall be taken to include wire manufactured of any material and of any size or shape, and after any design, having attached thereto spikes, barbs, or needles, or having sharp-edged or sharp-pointed material attached thereto.
Barbed wire in fences prohibited.
- No owner, tenant, or occupier of, or other person having an interest in, land immediately adjacent to a public or private road or street, or public thoroughfare, or public place in the said road district shall erect, cause to be erected, or allow to stand, and notwithstanding the same may have been erected prior to the coming into force of this by-law, a barbed-wire fence, or a fence in which barbed wire is used to serve as a dividing-fence between such his land and any such public or private road or street, or public thoroughfare, or public place.
Penalty for breach of by-laws.
- Every person guilty of any breach of, or any offence under this by-law, shall be liable for such offence to any penalty not exceeding £5 as the Court inflicting the same shall in its discretion think fit; and, in every case where such offence shall be a continuing one, to a further penalty not exceeding £5 for every day or part of a day during which such offence shall be continued.

THE following Notice to Mariners, received from the Local Marine Board, Newcastle, New South Wales, is published for general information.

THE dredge “Newcastle” has completed the first cutting in the North Channel, which is about 100ft. wide, giving a depth of 20ft., low-water spring tides, with the leading-light towers on South Breakwater in line, nothing to the northward, or No. 10 crane on with the old chimney of the hydraulic enginehouse.
On and after this date the dredge “Newcastle” will commence the second cutting to the eastward of the North Harbour buoy. Masters of vessels navigating this channel will pass to the northward of the dredge during the time this work is in progress.
All vessels passing the dredge must exercise the greatest caution.
