Special Order passed by the Pelorus Road Board, County of Marlborough.—Making By-laws.

THE following special order, passed by the Pelorus Road Board, is published in accordance with "The Road Boards Act, 1882."

SPECIAL ORDER passed at a Special Meeting of the Pelorus Road Board held on the 5th February, 1890, and confirmed at a Special Meeting held on the 5th March, 1890. It was resolved, by special order, in pursuance of the provisions of "The Road Boards Act, 1882," "The Counties Act, 1886," and the several amending Acts, that the following by-laws be passed :—

BY-LAW No. 1.—For the Regulation and Management of Licensed Slaughterhouses in the Pelorus Road District.

  1. The fee for a slaughter-license shall be 10s. per annum. All licenses to expire on the 31st December in each year.

  2. All slaughterhouses, yards, and approaches thereto shall be kept clean and free from any offensive smell.

  3. All holders of slaughter-licenses who refuse or neglect to have their slaughterhouses or yards put in a cleanly and proper state within forty-eight hours after receiving notice so to do from the Inspector shall be liable to a penalty not exceeding £5 for each and every day of such failure or neglect.

  4. The fees to be paid to the Inspector by the keeper of every slaughterhouse shall be 3d. for every head of large cattle, and 3d. per dozen or portion of a dozen of small cattle.

  5. Every penalty imposed by the by-law shall and may be recovered in a summary manner.

BY-LAW No. 2.—Prohibiting the Trespassing of Pigs or Goats on the Public Road.

  1. The owner of any pigs or goats which shall at any time after this by-law shall come into operation be found trespassing in or upon any fenced or formed road, or the sides of any land or ditch thereof within the limits of the Pelorus Road District, whether under the control or attendance of any person or not, shall be liable to a fine of not more than 10s. for each pig or goat.

  2. Provided always that the amount of such penalty shall not exceed the sum of £2 sterling at any one time.

  3. Every penalty imposed by this by-law shall and may be recovered in a summary manner.

I hereby certify that the above special resolution, passed by the Pelorus Road Board on the 5th day of March, 1890, adopting by-laws regulating the management of slaughter-houses, and prohibiting the trespassing of pigs and goats on the public roads, was duly passed as required by section 75 of "The Road Boards Act, 1882."

FOREST HILL ROAD, FITZHERBERT EAST.

RESULT of a poll taken on Section 242, Block XII., Kairanga Survey District, Fitzherbert East, on the 3rd September, 1890, upon a proposal to raise a loan of £350, under "The Local Bodies' Loans Act, 1886," to construct a road to be called the Forest Hill Road, Fitzherbert East, from the junction with the Fitzherbert East Main Road, at Sections 245-247, to the boundary of Sections 333-367 :—

Number of ratepayers on special roll 9, representing 9 votes; 7 ratepayers, representing 7 votes, voted in favour of, and 2 ratepayers, representing 2 votes, against, the proposal. And I hereby declare the same to be carried.

SCOTT'S ROAD, FITZHERBERT WEST.

Result of poll taken at Major Liddle's, Fitzherbert West, on the 1st September, 1890, upon a proposal to raise a loan of £410, under "The Local Bodies' Loans Act, 1886," to construct a road to be called Scott's Road, Fitzherbert West, from its junction with the main road, at Section 124, to

where it strikes the boundary-line between Sections 948 and 354, and forming a bridle-track on the continuation of the same road south of the boundary-line between Sections 348 and 354.

Number of ratepayers on special roll 15, representing 16 votes; 11 ratepayers, representing 11 votes, voted in favour of, and 4 ratepayers, representing 5 votes, against, the proposal. And I therefore declare the same to be carried.

RESULT of POLL for Proposed Loan of £150, under "The Government Loans to Local Bodies Act, 1886," for the purpose of making Bell's Road, No. 2 District, within the Wirokino Road District.

I, John Davies, Chairman of the Wirokino Road Board, do hereby notify the result of the poll taken at part Section 320, Mount Robinson Survey District on Friday, the 22nd August, 1890, is as follows :—

Number of ratepayers entitled to vote, 6; votes exercisable on roll, 6; number of ratepayers who voted in favour of loan, 4; votes exercisable in favour of loan, 4; votes not recorded, 2; majority in favour (ratepayers), 1; majority of votes in favour, 1.

I therefore declare the proposal has been carried by a majority of voters and votes entitled to poll.

I, John Davies, Chairman of the Wirokino Road Board, do hereby notify the result of the poll taken at Section 14, Arawarua Survey District, on Friday, the 22nd August, 1890, is as follows :—

Number of ratepayers entitled to vote, 1; votes exercisable on roll, 5; number of ratepayers who voted in favour of loan, 1; votes exercisable in favour of loan, 5; votes not recorded, nil; majority in favour (ratepayers), 1; majority of votes in favour, 5.

I therefore declare the proposal has been carried by a majority of voters and votes entitled to poll.

RESULT OF POLL.

It is hereby notified that the poll taken on the 23rd August, on the proposal to borrow £5,000 for the purpose of constructing the district roads, resulted as follows :—

Number of ratepayers entitled to vote, 168; number of votes that could be recorded, 192; ratepayers voting for the proposal, 98; votes recorded in favour of the proposal, 113; ratepayers who voted against the proposal, 13; votes recorded against the proposal, 13.

As the majority in number of the ratepayers voted in favour of the proposal, and the number so voting are entitled to more than one-half the number of votes that can be exercised by the whole number of ratepayers, I hereby declare the proposal carried.
